A.INDIVIDUAL ITEMS
- Personnel Appointments (Mrs. Hart)
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
- A3 Communications/Audio Enhancement (Dr. Murphy)
A3 Communications is the company that obtains and installs the Audio Enhancement systems.They are currently procured under state contract to provide AV products and services.Audio Enhancements is a fully integrated intercom, bell/public address system, mass notification, emergency alert, classroom audio/camera and lesion capture solution.It also has the ability to integrate into any IP based, open platform access control and security camera system.
- Proposed Incentive for Teacher Recruitment (Mrs. Hart & Mr. Traxler)
Our District like many others, continues to deal with a shortage of teachers.With lower numbers of graduating new teachers and increasing numbers of teachers leaving the profession, the applicant pool is smaller and competition for the best is tighter.The Administration is seeking an incentive to assist in the recruitment of teachers.
- ESSER Summer Program Pay (Mr. Traxler)
Comprehensive spending plans of the District’s ESSER II allocation of $28.2 million and ESSER III allocation of $63.3 million were presented to the school board for consideration on March 23, 2021, and July 27, 2021, respectively. The plans included summer programs to combat learning loss. During the hiring process last spring, district administration recommended increasing pay rates in order to incentivize teachers and other categories of employees to participate. The following pay rates were approved at the May 13, 2021, board meeting
Lead teachers$45 per hour
Teachers/counselors$42 per hour
School nurses/OTs/PTs$35 per hour
Bus drivers$20 per hour
Aides (who also bus monitor)$20 per hour
Bus monitor only $16 per hour
School food service manager$21 per hour
School food service operator$18 per hour
- Proposed Calendar for 2022-2023 (Mr. Jeffcoat)
The administration prepares a new calendar each year for Board approval Policy ICA provides guidance in the development of the school calendar and was last revised on January 12, 2016.
B.CONSENT ITEMS: The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.
- Ratification of Expulsions (Mr. Laurence)
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
- Out-of-District Transfer Requests – Transfer In (Dr. Minolfo)
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may charge tuition to nonresident students seeking to enroll in district schools.”

- Gerald H. McNeal Living Trust Donation to Belvedere Elementary School – FY22 (Mrs. Glover)
Belvedere Elementary School has received a donation from the Gerald H. McNeal Living trust in the amount of $2460.00.The funds will be used to purchase teacher supplies for the benefit of the school.
- Construction Bids for the 2022 Scrubbing and Coating of Gymnasium Floors (Dr. Murphy)
Bids were received for the 2022 Scrubbing and Coating of Gymnasium Floors January 20, 2022 at 1:00 p.m. and publicly opened.There was 1 bidder submitting the lowest responsible and responsive bid in the amount of ($27,765.00) for Base Bid A (Scrubbing and coating Middle Schools); ($22,540.00) for Base Bid B (Scrubbing and coating High Schools); ($59,625.00) for Base Bid C (Sanding and striping schools).Subtotal for Base Bid A, Base Bid B, and Base Bid C is $109,930.00.The Five-Year Facility Improvement Plan for 2022-2023 has the funds needed to complete these projects.
- 2022 Replacement of Exterior Signs at Clearwater Elementary, Mossy Creek Elementary, and Paul Knox Middle School (Dr. Murphy)
Bids were received for the 2022 Replacement of Exterior Signs at Clearwater Elementary, Mossy Creek Elementary, and Paul Knox Middle School on January 20, 2022 at 11:00 a.m. and publicly opened.There were 2bidders, Signs Unlimited and Skyline Signs.Signs Unlimited submitted the lowest responsible and responsive bid in the amount of Base Bid A ($28,685.00) for Clearwater Elementary:Base Bid B ($28,685.00) for Mossy Creek Elementary; Base Bid C ($28,685.00) for Paul Knox Middle to replace exterior signs to LED.The Five-Year Facility Improvement Plan for 2022-2023 Code Upgrades has the adequate funding needed to complete these projects.
- Schematic/Design Development Presentation and Budget for the Aiken High School Auditorium Addition Phase 4 Project (Dr. Murphy)
As part of the agreement between the Architects for this project (LS3P) and the administration, the architect shall present the proposed schematic/design development plans and budget to the Aiken County School Board for approval.The Current construction budget is $15,812,000.00. LS#3P will provide a revised detailed cost estimate and project budget summary to the board on February 8, 2022.The overall budget is $20,300,000.00 and has a 3% contingency. The administration is reviewing estimates and minimum scope changes.
- Change Order #2 for the Ridge Spring-Monetta Elementary Phase 3 Addition (Dr, Murphy)
Shared Savings Credit for this Phase 3 Addition project is….<$1,279,105.17>
C.INFORMATIONAL ITEMS: The following items are for information only and do not require Board Action.
- Update to the American Rescue Plan (Mrs. Glover)
The American Rescue Plan (ARP) was signed into law on March 11, 2021. The SC Department of Education (SCDE) was allocated approximately $2.1 billion in Elementary and Secondary School Emergency Relief (ESSER III) funds from ARP, of which $63,386,401 is allocated to Aiken.The School Board approved the District’s original ESSER III spending plan at its August 10, 2021, meeting, and a spending plan and narrative in a state template were submitted by a deadline of August 24, 2021.The narrative is referred to as the Academic Recovery Plan. The state requires these plans to be posted online for the public, and prior to major changes, these plans require an opportunity for public input and board consideration.

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
- Construction Status Reports for the Hammond Hill Elementary School Additions and Renovations Project (Dr. Murphy)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Cheatham Fletcher Scott (CFS), and the Administration prepare a monthly status report for the Board’s review.
- Construction Status Reports for the Highland Springs Middle School Project (Dr. Murphy)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
