2.         Financial Report as of July 31, 2017 (Mr. Traxler)
 
            The financial report of July 31, 2017 is submitted in the approved format.
 
 
3.         Financial Report as of August 31, 2017 (Mr. Traxler)
 
            The financial report of August 31, 2017 is submitted in the approved format.
 
 
4.         Financial Report as of September 30, 2017 (Mr. Traxler)
 
            The financial report of September 30, 2017 is submitted in the approve format.
 
 
5.         Facilities Construction Department Quarterly Change Order Notification (Dr. Foster)
 
            Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00.  The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
1.         Ratification of Expulsions (Dr. Alford)
 
            The School Board, according to the Code of Laws for South Carolina Sections 59-63-240, is authorized to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
     2.        Application for Impact Aid (Section 8003, Elementary and Secondary
       Education Act of 1965) (Mr. Laurence)
 
            Section 8003 provides funds to school districts for students residing on or having parents working on federal property.  On October 27, 2017, survey forms were distributed to all students in the District in order to determine the number of eligible students.  Subsequent verification was performed and is on-going.         
 
 
3.         Scholarship Donation in Honor of Lyndon Carey to Wagener-Salley High School – FY18 (Dr. Washington)
 
            Wagener-Salley High School was given a $10,000.00 donation from Michael Carey.  The funds from this donation will be used for a scholarship to a worthy recipient of the Wagener-Salley High School Class of 2018 in honor of Lyndon Carey.  The student recipient will be selected on the following criteria:  The receiving student plans to continue their education at a public college or university within South Carolina; the student receiving the funds would have financial difficulty continuing their education if it were not for scholarships and support such as this; and the student receiving these funds intends to pursue a career in education, engineering, math, or the sciences.
 
 
4.         Change Order #1 for Leavelle McCampbell Middle Site GMP #1 (Dr. Foster)
           
            Shared Savings Credit for this project is $193,340.00.           
 
 
5.         Proposed Calendars for 2018-2019 and 2019-2020 (Dr. Foster)
 
            The administration prepares a new calendar each year for Board approval.  Policy ICA provides guidance in the development of the school calendar and was last revised on January 12, 2016.
 
 
6.         Items to be Declared Surplus and Method of Disposal (Mr. Traxler)
 
            Electronic equipment has been determined to be obsolete and is no longer of use to the District.  Board approval is necessary to dispose of any surplus items (Procurement Regulations:  Surplus Management XXVII,C,1).
 
 
7.         Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Belvedere Elementary School – FY18 (Mr. Traxler)
 
            The School Food Service Department is requesting to submit a $15,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Belvedere Elementary School.  The funds from this grant would be used to purchase one Three Door Reach In Freezer for the cafeteria.
 
 
8.         Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Clearwater Elementary School – FY18 (Mr. Traxler)
 
             The School Food Service Department is requesting to submit a $25,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Clearwater Elementary School.  The funds from this grant would be used to purchase one Hot/Cold Serving Line for the cafeteria.
 
 
9.         Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Greendale Elementary School – FY18 (Mr. Traxler)
 
            The School Food Service Department is requesting to submit a $25,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Greendale Elementary School.  The funds from this grant would be used to purchase one Reach In Cooler ($10,000), one Reach In Freezer ($10,000) and one Milk Box ($5,000) for the cafeteria.
 
 
10.       Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Kennedy Middle School – FY18 (Mr. Traxler)
 
            The School Food Service Department is requesting to submit a $25,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Kennedy Middle School.  The funds from this grant would be used to purchase one Hot/Cold Serving Line for the cafeteria.
 
 
11.       Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Redcliffe Elementary School – FY18 (Mr. Traxler)
 
            The School Food Service Department is requesting to submit a $25,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Redcliffe Elementary School.  The funds from this grant would be used to purchase one Steamer ($15,000) and one Pass Through Warmer ($20,000) for the cafeteria.
 
 
12.       Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for South Aiken High School – FY18 (Mr. Traxler)
 
            The School Food Service Department is requesting to submit a $25,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for South Aiken High School.  The funds from this grant would be used to purchase one Hot/Cold Serving Line for the cafeteria.
 
 
13.       Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Warrenville Elementary School – FY18 (Mr. Traxler)
 
            The School Food Service Department is requesting to submit a $25,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Warrenville Elementary School.  The funds from this grant would be used to purchase one Combi Oven ($20,000) and one Pass Through Cooler ($5,000) for the cafeteria.
 
 
14.       Selection of Architects for Construction Projects over the Next Five Years (Dr. Foster)
 
The following individuals served in the selection process for architects for projects designated in the Five-Year Facility Improvement Plan:

  1. INDIVIDUAL ITEMS:
 
1.         Personnel Appointments (Ms. Smalls)
 
            The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
 
 
2.         Changes to Policy GCC Professional Staff Leaves and Absences and Policy GDC Support Staff Leaves and Absences- First Reading (Mr. Laurence)
 
            Policies GCC and GDC establish the basic structure for all types of staff leaves and absences.  They include the methods for accruing and using sick leave and detail a variety of leave scenarios.  They also detail the disposition of leave days when an employee
 
 
3.         Recommendation to Change Grade Configurations for Kennedy Middle School, Schofield Middle School and Aiken Middle School (Dr. Alford and Dr. Washington)
 
            The Administration recommends a change in grade configurations for Kennedy Middle School, Schofield Middle School and Aiken Middle School, including the following:  establishing a 7th and 8th grade span at Kennedy Middle School, a 7th and 8th grade span at Schofield Middle School and reconstituting Aiken Middle School as a 6th grade intermediate school.  These changes would start with the 2019-20 school year, following an extensive period for community planning and collaboration.  All schools will serve students residing in the Aiken High and South Aiken High attendance areas as defined in Map A.
 
 
4.         Recommendation and Resolution to Seek Referendum to Issue General Obligation Bonds Not Exceeding $90,000,000 (Dr. Alford and Mr. Traxler)
 
            The Administration recommends authorizing the pursuit of a $90 million bond issuance through public referendum to finance the construction, renovation and expansion of six building projects (Midland Valley High School, Hammond Hill Elementary School, Belvedere Elementary School, Millbrook Elementary School, a new elementary school between Graniteville and North Augusta, and a new middle school between Graniteville and North Augusta).  We propose May 1, 2018 as the date of the public referendum, and we recommend the adoption of the resolution and referendum question as submitted.
 
            The Board must adopt a resolution no fewer than 90 days from the referendum date.  If the Board chooses not to seek a referendum, no resolution shall be adopted.
 
 
5.         Recommendation to Adjust Attendance Boundaries to Include Trolley Run Station in the Aiken Elementary, Schofield Middle, and Aiken High Attendance Zone (Dr. Alford and Mr. Laurence)
 
            Administration recommends reassigning students in the Trolley Run Station area from the Byrd Elementary, Leavelle McCampbell Middle, and Midland Valley High attendance pattern to the Aiken Elementary, Schofield Middle and Aiken High attendance pattern.  This reassignment includes a grandfathering provision for current attendees and would begin with the 2018-19 school year.  Attendance areas are succinctly defined in Map Attachment B.
 
 
6.         Recommendation to Adjust Attendance Boundaries to Include the Southern Portion of Area One Along the Barnwell County Line in the New Ellenton Middle and Silver Bluff High School Attendance Zone (Dr. Alford and Mr. Laurence)
 
            Administration recommends reassigning students in the southern parcel along the Barnwell County line from the Oakwood Windsor Elementary, Aiken Middle, and Aiken High attendance pattern to the Oakwood Windsor Elementary, New Ellenton Middle and Silver Bluff High attendance pattern.  This reassignment includes a grandfathering provision for current attendees and would begin with the 2018-19 school year.  Attendance areas are succinctly defined in Map Attachment C.
 
 
7.         Recommendation to Adjust Middle School Attendance Boundaries in Area Three (Dr. Alford and Mr. Laurence)
 
            To provide additional space for growth at Leavelle McCampbell Middle, we recommend adjusting middle school attendance lines between Leavelle McCampbell Middle and Langley Bath Clearwater Middle.  This adjustment includes a grandfathering provision for current attendees and would begin with the 2018-19 school year.  Attendance areas are succinctly defined in Map Attachment D.
 
 
8.         Recommendation to Adjust Elementary Attendance Boundaries in Area Three (Dr. Alford and Mr. Laurence)
 
            To provide additional space for growth at Byrd Elementary School, we recommend adjusting elementary school attendance lines between Byrd Elementary School, Warrenville Elementary School, Gloverville Elementary School, Jefferson Elementary School, Clearwater Elementary School and a new elementary school located on Ascauga Lake Road.  This adjustment includes a grandfathering provision for current attendees and would begin with the 2018-19 school year for Jefferson Elementary School, Clearwater Elementary School and Gloverville Elementary School.  Adjustments for Warrenville Elementary School will start when the new school opens in 2019-20.  Attendance areas are succinctly defined in Map Attachment E.
 
 
9.         Recommendation to Adjust Elementary and High School Attendance Boundaries in Area One (Dr. Alford and Mr. Laurence)
 
            Administration recommends adjusting elementary and high school attendance lines between J.D. Lever Elementary School, North Aiken Elementary School, Aiken Elementary School, Oakwood Windsor Elementary School, East Aiken School of the Arts, Chukker Creek Elementary School, Millbrook Elementary School, Aiken High School and South Aiken High School.  Adjustments include a grandfathering provision for current attendees and would begin with the 2018-19 school year.  Attendance areas are succinctly defined in Map Attachment F and G.
 
 
10.       Changes to Policy JCA Assignment of Students to Schools – First Reading (Dr. Alford and Mr. Laurence)
 
            Administration recommends the comprehensive review of school attendance zones, enrollment, population trends across the entire school district every (5) five years.  The recommendation has been uniquely defined in Board Policy Draft JCA which is attached.
