A.INDIVIDUAL ITEMS

 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Expansion of District Participation in Community Eligibility Provision (CEP) (Mr. Traxler)
 
The District currently has 22 community eligibility provision (CEP) schools, comprising approximately 40% of the District’s enrollment, where all students are eligible for no-cost breakfast and lunch. The District’s initial participation is CEP commenced in 2018-2019 with 16 schools.Additional CEP schools were added in 2019-2020 and 2020-2021.
 
 
  1. Schematic Plans for the Aiken County Career & Technology Center (Dr. Murphy)
 
The administration has completed the scope of educational needs for Aiken County Career & Technology Project.The architectural firms of Goodwyn Mills Cawood (GMC) has utilized this scope to produce the schematic design plans for this school.
 
  1. Consideration of ARP ESSER Spending Revision #3 (Mr. Traxler)
 
The American Rescue Plan (ARP) was signed into law on March 11, 2021.The SC Department of Education (SCDE) was allocated approximately $2.1 billion in Elementary and Secondary School Emergency Relief funds from ARP, of which $63,386,401 is allocated to Aiken.Funds must be spent by September 30, 2024, within 15 allowable use categories.
 
 
  1. Expansion of the Previously-Approved Incentive for Teacher Recruitment (Mr. Traxler)
 
The School Board approved a $10,000 sign-on bonus for hard-to-fill teacher positions during its January 10, 2023 meeting. Identified positions included math and science teachers at the middle school and high school levels as well as special education teachers at any level.Teachers accepting the $10,000 bonus agree to a three-year commitment.
 
 
  1. Revision of the Following Policy:  Policy DKA Payroll Procedures/Schedules, Second Reading (Dr. Minolfo)
 
Policy DKA Payroll/Procedures Schedules establishes frequency and timelines for employee paychecks.
 
 
 

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  1. Out-of-District Transfer Requests – Transfers In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will nonresident students to the behavioral and academic requirements set out in policy JFAA admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Out-of-District Transfer Requests – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the district, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
 
 
 
 
  1. Approval of Sponsoring Organization for Admission of Exchange and Foreign Exchange Students (Dr. Minolfo)
 
School Board Policy JFABB Admission of Exchange and Foreign Students provides guidelines for the approval of a sponsoring agency, which affirms the board’s willingness participate in the organization’s program of student exchange.
 
  1. Request to Admit Foreign Exchange Students (Dr. Minolfo)
 
School Board Policy JFABB establishes guidelines for the submission of the exchange students to the high schools in the School District of Aiken County.
 
 
  1. Funding Flexibility for the Quarter and Year Ending June 30, 2023 – Second Submission (Mr. Traxler)
 
Under proviso 1.22, 1.29, and 1A.14 for Fiscal Year 2022-2023, all school districts and special schools of this State may transfer and expend funds, “to ensure the delivery of academic and arts instruction to students.”Flexibility guidelines require that each district’s board and superintendent certify the specific flexibility actions taken.The certification must be in writing signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education.The SC Department of Education will subsequently forward the information to various legislators and legislative bodies. The certification must be posted on the district’s website.
 
  1. Items to be Declared Surplus and Method of Disposal (Mr. Traxler)
 
Miscellaneous school furnishings and equipment have been screened and determined to be obsolete and no longer of use to the District.Board approval is requested for the disposal of these items (ACPSD Procurement Code Article 15 Supply Management Sections 3810 and 3820).
 
  1. Local Board Approved Courses for 2023-2024 (Dr. Edwards, Dr. Gambill, Mr. Postell)
 
The school board must approve locally designed courses annually.
 
  1. Textbook Adoptions for 2023-2024 (Ms. Dove)
 
The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by teacher committees for our district. Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Textbook Depository.
 
  1. Cedar Creek Ladies Club Donation to Greendale Elementary School – FY24 (Dr. Edwards)
 
Greendale Elementary School has received a $1.375.00 donation from the Cedar Creek Ladies Club.These funds support the Santa Books program that provides a book to every student at Christmas at Greendale Elementary. These funds will be used to purchase books for this program for the 2023-2024 school year.
  1. Savannah River Nuclear Solutions (SRNS) Innovative Teaching Mini Grant Awards to Aiken County Public School District – FY23 (Dr. Edwards)
 
The Aiken County Public School District has received a $21,000.00 donation from Savannah River Nuclear Solutions (SRNS).After evaluation all of the grant applications submitted to SRNS, thirty-five teachers were selected to receive awards.
 
  1. Young KAPPA Foundation Scholarship Donation to Aiken High School – FY23 (Dr. Edwards)
 
Aiken High School received a $3,000.00 donation from the Young KAPPA Foundation.The funds will be used to provide scholarship award(s) in honor of Ervin L. Baxter to graduating seniors.
 
  1. Joye in Aiken Donation to Ridge Spring-Monetta Middle/High School in FY24 (Dr. Edwards)
 
Ridge Spring-Monetta Middle/High School has received $5,900.00 in donations from the members of Joye in Aiken.The funds will be used to purchase software licenses that will assist middle and high school band students with guided instrument practice and skill development.
 
  1. Submission of the Distinguished Arts Program (DAP) 2023-24 Arts Curricular Innovation Grant (ACIG) Application by East Aiken School of the Arts – FY24 (Dr. Edwards)
 
East Aiken School of the Arts would like to submit an application to the SC State Department of Education for the Arts Curricular Innovation – Distinguished Arts Programs (DAP) Arts Curricular Innovation grant in the amount of $18,000.00.
 
  1. Submission of SC Arts Commission – Arts in Basic Curriculum Grant Application by East Aiken School of the Arts – FY24 (Dr. Edwards)
 
East Aiken School of the Arts would like to submit an application to the SC Arts Commission for the Arts in Basic Curriculum Grant in the amount of $15,000.00.

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Report for the Wagener-Salley High School New Construction (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith, and the Administration prepare a monthly status report for the Board’s review.
 
  1. Monthly Financial Report for the Period Ended March 31, 2023 (Mr. Traxler)
 
The Business Services department submits monthly financials for Board review, consideration, and acceptance.
