  1. Construction Status Reports for the Belvedere Elementary School Addition & Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Midland Valley High Addition Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Millbrook Elementary Additions & Renovation Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC) and the Administration prepare a monthly status report for the Board’s review.

  1. Construction Status Reports for the Ridge Spring-Monetta Elementary Phase 3 Addition Project (Dr. Murphy)

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board, according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  1. Aiken County Public School District Head Start/Early Head Start Policy Council Bylaws (Mrs. Glover)
 
On October 22, 2019, the school board approved the submission of the ACPSD Early Head Start/Head Start Grant and the receipt of funds, if awarded.In June 2020, the grant was officially awarded to ACPSD with a start date of July 1 for a five-year grant award. Section 642 of the Head Start Act requires grant agencies to establish and maintain a formal structure for program governance.The ACPSD school board serves as the over-arching governing body: however, this Act requires the grant recipient to establish a policy council to advise on program operation and design and assist in the development of long and short-term planning goals and objectives while taking into account community –wide strategic planning and needs assessments.
 
  1. Coronavirus Aid, Relief, and Economic Security Act (CARES) Grant Funding – Round 2 (Dr. Murphy)
 
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law.Congress set aside approximately $13.2 billion of the $30.75 billion allotted to the Education Stabilization Fund for the Elementary and Secondary School Emergency Relief (ESSER) Fund.On May 12, 220, the school board approved the use of the school district’s allocation of $6,671,792 to purchase technology to implement a 1:1 digital learning initiative for students in grades 6-12.
 
Pursuant to Section 4, Spending Directive Number 5, of Act 154 (R 170), signed into law by Governor McMaster on September 25, 2020, unused and available funding allocated for school districts was reallocated on a per pupil basis.Aiken County Public Schools will receive an additional $2,463,964 in Coronavirus Relief Funds.Funds must be expended by September 30, 2021.

  1. COVID-19 Update – Advisory Committee Report
 
 
 
 
 
 
  1. Remote Learning November 23-25, 2020 (Mr. Laurence)
     
Remote learning days were approved by the State Department of Education as part of our Back to School Plan in August 2020 and also as part of our annual calendar submission.Our hybrid model includes two face-to-face learning days and 3 remote learning days for the two designated cohorts.
 
 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Out-of-District Transfer Requests (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may change tuition to nonresident students seeking to enroll in district schools.”
 
  1. Request for Approval for Home Instruction (Mr. White)

The School Board, according to the Code of Laws for South Carolina, Section 59-65-40, is authorized to approve home schooling for parents not opting for approval by the South Carolina Association of Independent Home Schools.The program has to meet certain standards as outlined in the bill, Policy IEK and IEK-R.
 
 
  1. Changes to Policy BDG Board Attorney/Legal Service, Final Reading (Mrs. Hart)
 
Policy GDB establishes the basic structure for district legal services.
 
 
  1. Changes to Administrative Rule GCK-R Professional Staff Assignments and Transfers (Mrs. Hart)
 
Administrative Rule GCK-R establishes the basic structure for the transfer and assignment of professional staff in the district.  The administrative rule seeks to maintain a balance between the staffing needs of the district and its students and the employee’s preferences and personal career goals.
 
  1. Revised File-IHBG-E Annual Application for at Home Instruction (Dr. Minolfo)
 
Policy IHBG Home Schooling provides guidance for district administration in ensuring the opportunities for parents to pursue the option of home schooling. File-IHBG-E Annual Application for at Home Instruction is the application aligned to this Policy.
