A. INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.

 
  1. Legislative Update (Mrs. English)

     
  2. Facilities Construction Department Quarterly Change Order Notification (Dr. Foster)

    Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00.  The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.

     
  3. Construction Status Reports for the Aiken High School Phase 3 James Taylor Gymnasium Renovation Project (Dr. Foster)

    In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD, and the Administration prepare a monthly status report for the Board’s review.

     
  4. Construction Status Reports for the Graniteville Elementary Renovations & Addition Project (Dr. Foster)

    In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC), and the Administration prepare a monthly status report for the Board’s review.

     
  5. Construction Status Reports for the Silver Bluff High Football Stadium Project (Dr. Foster)

    In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Boards review.

     
  6. Construction Status Reports for the Ridge Spring-Monetta Middle/High Phase 2 Addition Project (Dr. Foster)

    In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.

     
  7. Recruitment and Retention Committee Update (Mrs. Hart)

    The Recruitment and Retention Committee concluded with a specific set of recommended action steps and the need for a more detailed analysis of each.  To facilitate this process, three (3) working committees were established, one of which focuses on the development and implementation of a job and task analysis, one of which focuses on retention, and one of which focuses on recruitment.

     
  8. Financial Report, as of May 31, 2019 (Mr. Traxler)

    The financial report of May 31, 2019 is submitted in the approved format.

     

B.CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 

  1. South Carolina School Boards Association Dues (Dr. Alford)

    Over the past years the Aiken County Board of Education has purchases membership in the South Carolina School Boards Association.  In addition to membership benefits, the Association provides a policy update services and legal assistance fund, also included is an annual policy maintenance and internet subscription fee.

     
  2. Detailed Lawn Maintenance Services Bids for Area Three (Dr. Foster)

    Bids were received for Lawn Maintenance Services for Area Three of Aiken County Public Schools on June 10 at 2 p.m.  Bids were received from two vendors with Plantation Nurseries being the lowest bidder.  Aiken County School District proposes a pilot program for lawn maintenance services for Area Three Schools at this time.  The annual cost will be $220,200.00 and will be funded with unfilled vacancies.

     
  3. Utilities Installation Easement for The Town of Monetta (Dr. Foster)

    The Town of Monetta has asked for an easement agreement in order to document both their right to make the installation of a elevated tank, as well as the location there of.

     
  4. Request to Admit Foreign Exchange Student (Mr. Laurence)

    School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.

  8. Local School Board Courses for 2019-2020 (Mrs. Glover)

    The school board must approve locally-designed courses annually.  Three courses are being submitted to add to the previously approved course listing from the May 14, 2019 school board meeting.  Those additional courses are College and Career Readiness (CCR) Prep, Junior ROTC 3 Honors, and Junior ROTC 4 Honors.  SDE requires an Honors Framework to be applied to review the components of Honors level courses.  This documentation is kept on file at the district level in case of a State Department audit of these courses.

     
  9. Change Order #1 for the New North Augusta High Phases 2A & 2B (Dr. Foster)

    Shared Savings Credit for this Phase 2A & 2B project is …….<$1,259,840.57>

     

C.INDIVIDUAL ITEMS
 

  1. Personnel Appointments (Ms. Hart)

    The certified and classified personnel presented have been screened by the Human Resources Department and interviewed and approved by the Principals and Executive Directors.

     
  2. Out-of-District Transfer Requests (Mr. Laurence)

    Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students.  The policy stipulates that when students transfer out the District, “the school District of Aiken County shall assume no responsibility for tuition to the receiving district.”

     
  3. Adopt Policy JICG Tobacco Use by Students, Final Reading (Mr. Laurence)

    On April 26, 2019, the governor signed Act 25 of 2019/H. 3420 into law.  This is an update to the Youth Access to Tobacco Prevention Act of 2006 and inserts a new section into Title 59, Chapter 1 that requires the following:

    Section 59-1-380.  (A) By August 1, 2019, every local school district in the State shall adopt, implement, and enforce a written policy prohibiting at all times the use of any tobacco product or alternative nicotine product by any person in school buildings, in school facilities, on school campuses, and in or on any other school property owned or operated by the local school administrative unit.  The policy also must prohibit the use of any tobacco product or alternative nicotine product by persons attending a school-sponsored event at a location not listed in the subsection when in the presences of students or school personnel or in an area where smoking or other tobacco use is otherwise prohibited by law.

  1. PowerSchool Performance Matters Assessment Platform (Mr. Laurence)

    In 2015, Aiken County Public Schools implemented an online assessment platform to provide teachers specific data on students’ progress toward mastering South Carolina Standards and to give students experience in a time bound testing format.  With an emphasis on formative assessment and Professional Learning Communities (PLC’s) to make data-driven instructional decisions, teachers needed a flexible assessment platform that allows them to tailor assessments to the South Carolina standards and collaboratively analyze results.

     
  2. Waterford Early Learning System Renewal (Mrs. Glover)

    Waterford Early Learning is a set of two powerful digital programs designed for early education – Waterford Early Reading Program and Waterford Early Math and Science Program.  The adaptive nature of these programs helps to guarantee that every student receives an individualized lesson in ELA, math and science each day.  Activities take place within a teacher’s classroom, and beginning in 2019-20, first grade teachers will have the flexibility to do a daily session in a computer lab, if school’s choose to do so.  Students are also able to develop digital literacy skills with daily practice beginning in 4K.

    The Read to Succeed Act of 2014 emphasizes the attainment of literacy and numeracy proficiency by grade three.  Waterford Early Learning provides individualized support in core instruction to help early childhood and primary students attain the foundational skills needed to reach proficiency and helps provide a tool to monitor progress toward meeting this proficiency.
