          1.         Legislative Update (Mrs. English)
 
 
2.         Final Construction Status Reports for the Aiken High School Phase 2B Addition    Project (Dr. Foster)
                       
            In an effort to keep the Board current on the status and budget of this school         construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
 
3.         Construction Status Reports for the Ridge Spring-Monetta Middle/High Phase 2    Addition Project (Dr. Foster)
           
            In an effort to keep the Board current on the status and budget of this school         construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.

            4.         Construction Status Reports for the Graniteville Elementary Renovations &           Additions Project (Dr. Foster)
 
             In an effort to keep the Board current on the status and budget of this school        construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC), and the Administration prepare a monthly status report for the Board’s review.
 
 
 5.         Construction Status Reports for the Silver Bluff High Football Stadium Project (Dr.  Foster)
 
             In an effort to keep the Board current on the status and budget of this school        construction project, the Architects for this project, McMillan Pazdan Smith         Architecture and the Administration prepare a monthly status report for the Board’s        review.
 
 
6.           Recruitment and Retention Committee Update (Mrs. Hart)
 
              The Recruitment and Retention Committee concluded with a specific set of recommended action steps and the need for a more detailed analysis of each.  To facilitate this process, three (3) working committees were established, one of which focuses on the development and implementation of a job and task analysis.
 
          
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
1.         Ratification of Expulsions (Dr. Alford)
 
            The School Board, according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
           
          2.         Nutrien PCS Administration (USA), Inc. Donation to Belvedere Elementary – FY19           (Mrs. Glover)
 
                     Belvedere Elementary School was given a $1,550.00 donation from Nutrien PCS           Administration (USA), Inc.  The funds from the donation will be used to purchase materials
          and supplies for Belvedere Elementary Science Day.
 
 
         3.         Aiken County Association for Special Citizens, Inc. Donation to Warrenville          
         Elementary – FY19 (Mrs. Glover)
 
                     Warrenville Elementary School was given a $3,085.31 donation from Aiken County          Association for Special Citizens, Inc. The funds from this donation will be used to purchase
         two (2) therapeutic sound systems for use with students with a trained Occupational
         Therapist.           
 
 
         4.         Cedar Creek Ladies Club Donation to Greendale Elementary – FY19 (Mrs. Glover)
 
                    Greendale Elementary School was given a $1,500.00 donation from Cedar Creek          Ladies Club.  The funds from this donation will be used to purchase a book for each
         student.
 
 
         5.         William W. Carmichael Donation to Byrd Elementary School Library and   
         Kindergarten Classrooms – FY19 (Mrs. Glover)
 
                    Byrd Elementary School Library was given a $3,500.00 donation from William W.
         Carmichael.  The funds from this donation will be used to purchase books for the          
         school library ($3,000.00) and kindergarten classrooms ($500.00).
 
          
         6.         William W. Carmichael Donation to Warrenville Elementary School Library and    
         Kindergarten Classrooms – FY19 (Mrs. Glover)
 
                    Warrenville Elementary School Library was given a $3,500.00 donation from        
         William W. Carmichael.  The funds from this donation will be used to purchase           
         books for the school library ($3,000.00) and kindergarten classrooms ($500.00).
 
 
         7.         William W. Carmichael Donation to Gloverville Elementary School Library and     
         Kindergarten Classrooms – FY19 (Mrs. Glover)
 
                     Gloverville Elementary School Library was given a $3,500.00 donation from         
        William W. Carmichael.  The funds from this donation will be used to purchase           
        books for the school library ($3,000.00) and kindergarten classrooms ($500.00).
 
 
        8.         William W. Carmichael Donation to Jefferson Elementary School Library – FY19         (Mrs. Glover)
 
                   Jefferson Elementary School Library was given a $3,500.00 donation from           
        William W. Carmichael.  The funds from this donation will be used to purchase books for
        the school library ($3,000.00) and kindergarten classrooms ($500.00).
 
 
        9.         William W. Carmichael Donation to Clearwater Elementary School Library – FY19         (Mrs. Glover)
 
                    Clearwater Elementary School Library was given a $3,500.00 donation from        
        William W. Carmichael.  The funds from this donation will be used to purchase books for
        the school library ($3,000.00) and kindergarten classrooms ($500.00).
 
 
       10.       Local School Board Elective Courses for 2019-2020 (Mrs. Glover)
 
                  Middle schools and high schools submit Local School Board Elective Course       
        Forms to offer locally-designed courses.  The courses are approved at the Cabinet level and
        are submitted to the Board for final approval.
 
 
        11.       Rubber Track-Resurfacing Project @ South Aiken High School (Dr. Foster)
 
                   Bids were received for the Rubber Track-Resurfacing Project @ South Aiken High          School on April 23, 2019 at 2:00 p.m. and publicly opened.  The Five Year Facility            
         Improvement Plan, which was approved by the Board, has an adequate balance for the
         2019-2020 Athletic Facility Needs.  There were 3 bidders with Satterfield Construction Co.,
         Inc. as the lowest responsible and responsive bidder at South Aiken High for $327,992.00.
 
 
         12.       Request for Proposals for 2019 Annual Contract for Fire Alarm Systems            
          Inspections, Testing, Repairs, Security System Repairs, Intercom Systems Repairs, Data
          Systems, Access Controls, Camera Systems and Installs for Aiken County Public
          Schools (Dr. Foster)
 
                    Request for Proposals for 2019 Annual Contract for Fire Alarm Systems   
          Inspections, Testing, Repairs, Security System Repairs, Intercom Systems Repairs, Data
          Systems, Access Controls, Camera Systems and Installs for Aiken County Public
          Schools were received March 22, 2019 at 2:00 p.m.  Services are needed on an annual
          contract on a time and material basis coordinated through the Facilities Construction
          Department or Maintenance Department. After evaluating the proposals received, the
          Selection Committee believes the District   would be best served if all four companies are
          selected: Carver Security Systems, Inc. ranked 1st as most responsible and responsive,
          3rd ranked is DLC Alarm Systems, Inc. and 2nd  ranked is Commins Construction &
          Cabling, Inc., 4th ranked is Ronco Specialized Systems.  The four (4) companies will all
          be used in different capacities as an IDC annual basis.
 
 
         13.       Construction Bids for Greendale Elementary Remodeling of Restrooms (Dr.         
         Foster)
 
                    Bids were received for Greendale Elementary Remodeling of Restrooms Project  
         on April 25, 2019 at 2:00 p.m. and publicly opened.  Bids were received from 2 vendors
         with H.G. Reynolds Company, Inc. submitting the lowest base bid of $234,000.00.
 
 
  1. INDIVIDUAL ITEMS:
 
         1.         Personnel Appointments (Mrs. Hart)
 
                   The certified and classified personnel presented have been screened by the        
         Human Resources Department, and interviewed, and/or approved by the Principal or
         supervisor for each location.
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, ‘the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
3.         Changes to Policy IKA Grading/Assessment Systems – Final Reading (Mr. Laurence)
 
            The District’s present policy no longer conforms to the modified South Carolina Uniform Grading Policy nor does it sufficiently address honor graduates, honors and advanced courses, and credit and content recovery.
 
 
4.         Changes to Policy GDO Evaluation of Support Staff – Final Reading (Mr. Laurence)
 
            This policy establishes the basic structure for evaluation of support staff to ensure accountability.
 
 
5.         Revisions to the Code of Student Conduct – First Reading (Dr. Foster)
 
            The Code of Student Conduct is reviewed and updated annually.  As part of this process, a discipline steering committee consisting of community members, parents, educational leaders, teachers, board members, and administrators from all three grade levels, review the Code of Student Conduct, and considers recommended additions, deletions, and revisions from school administration.  Recommendations include the provision of clear guidance for school administrators in addressing student incidents with the intent of increasing consistency and appropriateness throughout the District.
 
 
6.         Legal Services Contract Renewal (Mr. Laurence)
 
            In late 2017, the School Board tasked the District’s Salary Committee with making a recommendation whether to hire an in-house attorney as replacement for the retiring School Board Attorney or use external legal services.  On April 17, 2018, the board approve a contract for legal services with Halligan Mahoney & Williams.
