INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.

1. Construction Status Reports for the Leavelle McCampbell Middle School Project (Dr. Foster)

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.

2. Construction Status Reports for the Aiken High School Project 2A Addition Project (Dr. foster)

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates, LTD., and the Administration prepare a monthly status report for the Board’s review.

3. Financial Report, as of May 31, 2016 (Mr. Traxler)

The financial report of May 31, 2016 is submitted in the approved format.

4. Legislative Update (Mr. Liner)

CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.

1. Out-of-District Transfer Requests (Dr. Stowe)

Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

2. South Carolina School Boards Association Dues (Dr. Alford)

Over the past years, the Aiken County Board of Education has purchased membership in the South Carolina School Boards Association. In addition to membership benefits, the Association provides a policy update service and legal assistance fund. Also included is an annual policy maintenance and internet subscription fee.

3. Special Education Related Services Contract (Mr. Laurence)

The Department of Special Education routinely contracts with related service providers when unable to hire Aiken County Public Schools District personnel. The contracts include, but are not limited to: Transportation, Occupational Therapy, Physical Therapy, Speech Pathology, Psycho-educational Testing, Applied Behavior Therapy, Orientation and Mobility for the Visually Impaired, Educational Interpreters, Consultation services, and Medicaid billing.

4. FY2017 Application for Title I of the Every Student Succeeds Act

Title I, Part A, of the Every Student Succeeds Act provides federal assistance to school districts to help fund high quality, challenging instructional programs for children in schools that serve areas that have high concentrations of poverty. The State Department of Education has projected that $7,376,351.94 in Title I, Part A funds will be allocated to the District for the 2016-2017 school year.

5. Title I School Allocations for the 2016-2017 School Year (Mr. Laurence)

The purpose of Title I of the Every Student Succeeds Act, formerly the No Child Left Behind Act, is to enable schools with significant poverty percentages to provide opportunities for disadvantaged children to meet challenging state performance standards.

The Title I school allocations shown on the attachment reflect a poverty ranking of schools based on the March 2016 USDA free/reduced meal report and the 2015-2016 school year 135-day ADM report. The highest Title I per pupil allocation is appropriated to the schools with the highest concentration of poverty, using descending increments for lower poverty tiers.

6. Budget Adjustment #2; Fund # 2, 3, 8 and 9 (FY16) (Mr. Traxler)

Periodically during the fiscal year, the Division of Fiscal Services submits adjustments to the approved budget as may be required in the conduct of operations.

7. Funding Flexibility for the Quarter and Year Ending June 30, 2016

(Mr. Traxler)

Under Joint Resolutions H. 4905, H. 4595 and Proviso 1.28, 1.33 and 1A.15 for Fiscal Year 2015-2016, all school districts and special schools of this State may transfer and expend funds “to ensure the delivery of academic and arts instruction to students.” Among the requirements, each district’s board and superintendent must certify the specific flexibility actions taken. The certification must be in writing, signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education which will subsequently forward the information to the Chairman of the Senate Finance Committee, the Chairman of the Senate Education Committee, the Chairman of the House Ways and Means Committee, and the Chairman of the House Education and Public Work’s Committee.

8. Expansion of Read 180 and System 44 Reading Intervention

At its December 8, 2015 meeting, the School Board approved the purchase of Read 180 and System 44 with the District paying in installments over three fiscal years. The Administration requests that consideration be given to purchasing additional licenses, including licenses for instruction of special needs students.

C. INDIVIDUAL ITEMS:

1. Personnel Appointments (Mrs. Dillon)

The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and Academic Officers.

2. 2016-2017 Proposed Budget (Mr. Traxler)

In its 2016-2017 budget calendar, the Board scheduled presentations of the preliminary budget for April 19, 2016, the tentative budget for May 10, 2016 and the final budget for June 28, 2016.

To date, the Board has also conducted two budget work study sessions in preparation for the 2016-2017 budget. The public hearing on the budget was held on June 14, 2016.
