Ad HOC Committee on Area Advisory Council’s Roles and Responsibilities

 

 

A.                  INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.

 

 

1.                  Construction Status Reports for the NorthAugustaMiddle School Addition Project (Mr. Caver)

 

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.

 

 

 

2.                  Financial Report, as of February 28, 2011 (Mr. Traxler)

 

The financial report of February 28, 2011 is submitted in the approved format.

 

 

 

3.                  Facilities Construction Department Quarterly Change Order Notification (Mr. Caver)

 

Policy FGG sets the limit of approval for construction change order by the Superintendent or designee up to $15,000.  The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.

 

 

 

4.                  Legislative Update (Mr. Liner)

B.                 CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.

 

 

1.                  Ratification of Expulsions (Dr. Everitt)

 

The School Board, according to the Code of Laws for South Carolina, Sections 59-63-240, is authorizes to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.

 

 

 

2.                  Migrant Education Basic Formula Grant Program (Dr. O’Gorman)

 

Aiken County Public Schools has offered a summer enrichment instructional program for the children of interstate and intrastate farm workers for the past forty years.  If approved, the program will be held at AikenCounty migrant camps.  Monitoring will be performed by State Department of Education and Office of Federal Programs personnel to ensure that all required activities are properly implemented and program objectives are being achieved.  The district will also utilize the services offered by community agencies and organizations in supporting the instruction program and in providing student services.  Public Law 103-382 has allocated up to $64,959.18 which will, with the exception of the cost of utilities, meet the cost of the 2011 summer program.

 

 

 

 

3.           The Installation of Carpet and Vinyl Composition Floor Tile at NorthAugustaMiddle School (Mr. Caver)

 

Bids were received for The Installation of Carpet and Vinyl Composition Floor Tile at NorthAugustaMiddle School on April 5, 2011, at 3:00 p.m. and publicly opened.  There were 4 bidders for this project with the lowest bidder being The Carpet Shop of Augusta, Georgia.  Base Bid A $77,385.00 to replace VCT and carpet using a Lee’s product; Base Bid B $86,585.00 to replace VCT and carpet using an Interface product; Base Bid C $77,385.00 to replace VCT and carpet using a Collins and Aikman product.  The Five-Year Facility Improvement Plan for 2011-2012, as approved by the Board, has $100,000.00 budgeted for this product.

 

 

 

 

4.           Revision of Policy IKA Grading/Assessment Systems – Second Reading(Mr. Burkhalter)

 

State Board of Education Regulations, 43-232, Defined Program Grades 6-8 (6/27/97) allows students in the seventh or eighth grade to take courses for high school credit. Our district has been limiting this opportunity to eighth graders.

 

The state has been recommending that we reduce the number of introductory computer classes taught in high school in favor of more rigorous coursework.

 

State regulation and current district policy states that the criteria and cut-off dates for the determination of honors graduates is a local decision.  The recommended change will give the benefit of including all grades earned during a student’s high school career for purposes of these computations.

 

 

 

5.               Request to Operate on a Four-Day Week (Dr. Hewett)

 

During the past sixteen summers, twelve-month employees have been allowed to work ten hours a day, four days a week.  In the past, a majority of the employees have shown support for this work week schedule.

 

 

 

 

6.             HVAC Renovation Project at South Aiken High School-Phase III (Mr. 

              Caver)

 

Bids were received for Aiken County Public Schools, HVAC Renovation  Project-Phase III at SouthAikenHigh School on March 9, 2011 at 2:00 p.m. and publicly opened.  Bids were received from six vendors with Gold Mechanical, Inc. submitting the lowest base bid of $2,317,820.00.  The base bid includes replacing HVAC in specified areas with related electrical and general construction work at SouthAikenHigh School.  Alternate #1 ($235,780.00) includes ceiling, lighting, and HVAC replacement in the commons area of the cafeteria; Alternate #2 ($34,980.00) includes installation of conduit under slab in the labs; Alternate #3 ($12,650.00) includes replacement of exposed sprinkler heads to concealed heads.  The administration recommends acceptance of the Base Bid, Alternate 1 & 3 for total project cost of $2,566,250.00 from Gold Mechanical, Inc.  The design, printing, advertising and contingency amounts to $413,313.00.  Total project cost for SouthAikenHigh School will be $2,979,563.00 leaving a balance of $1,520,437.00 to fund the Silver Bluff High HVAC Phase II project.  The district will move forward HVAC contingencies from past projects to fund Silver Bluff High Project.

 

 

 

 

7.             HVAC Renovation Project at SilverBluffHigh School Phase II (Mr. Caver)

 

           Bids were received for Aiken County Public Schools, HVAC Renovation Project -Phase II at SilverBluffHigh School on April 5, 2011 at 2:00 p.m. and publicly opened.  Bids were received from 7 vendors with R.D. Brown Contractors, Inc. submitting the lowest base bid and Alternates 1, 2, 3 & 4 of $2,924,200.00.  The base bid ($2,320,000.00) includes replacing HVAC in specified areas with related electrical and general construction work at SilverBluffHigh School.   Alternate #1 ($248,000.00) includes work in the commons area; Alternate #2 ($27,000.00) includes switchgear replacement; Alternate #3 ($321,000.00) includes renovations to the culinary arts room; Alternate #4 ($8,200.00) includes replacement of exposed sprinkler heads to concealed heads.  The design, printing, advertising and contingency amounts to $355,904.00.  Total project cost for SilverBluffHigh School is $3,280,104.00.  The Fund Five HVAC balance of $1,520,437.00 plus HVAC contingencies brought forward of $1,822,185.66 provides a budget of $3,342,622.66.

 

 

            8.               2011 Painting of LBC Middle; the Painting of Remaining Areas of RS-M                              Elementary/Middle, Leavelle McCampbell Middle, and RS-M High (Mr.                                 Caver)

 

Bids were received for the 2011 Painting of LBC Middle; the Painting of Remaining Areas of RS-M Elementary/Middle, Leavelle McCampbell Middle, and RS-M High on March 24, 2011, at 1:30 p.m. and publicly opened.  There were 2 bidders for this project with the lowest responsible and responsive bidder being S&A enterprises, LLC:  Base Bid ($94.000.00) for LBC Middle; Base Bid ($81,000.00) for RS-M Elementary/Middle; Base Bid ($106,000.00) for Leavelle McCampbell Middle; Alternate #1 to paint wrought iron fence ($14,200.00) Leavelle McCampbell Middle; Alternate #2 to paint exterior of main building ($19,800.00) Leavelle McCampbell Middle; Base Bid ($77,000.00) for  RS-M High.  The Five-Year Facility Improvement Plan for 2011-2012 contingency has the funds needed to complete these projects.  Total contract amount is $392,000.00.
