A.INDIVIDUAL ITEMS
- Personnel Appointments (Mrs. Hart)
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
- Re-employment of Certified Personnel for the 2022-2023 School Year (Mrs. Hart)
Personnel are employed for a one-year period by the Board of Education.According to state law, certified personnel must be informed by May 1sr of their employment status for the ensuing year, or they will automatically be deemed “re-employed”.Pursuant to procedures previously approved by the Board, certified person not otherwise subject to special conditions or requirements and whose contract entitlements are not affected by reassignment, are recommended as a group for re-employment for the following year (with the exception of employees who have given notice of their retirement or who have indicated an intention to resign prior to the start of the next school year).
- Re-employment of Certified Personnel, Subject to Certain Conditions, for the 2022-2023 School Year (Mrs. Hart)
Personnel are employed for a one-year period by the Board of Education.According to state law, certified personnel must by informed by May 1st of their employment status for the ensuing year or they will be deemed “re-employed.” Many certified employees who are otherwise recommended for employment for next school year must nevertheless meet certain qualifying conditions or stipulations.These may be in order to qualify for the continuation of employment, or they may be conditions affecting their status for the following year. (Appearance of names of employees on this list should not give rise necessarily to a perception of a problem or concern, as many of the required stipulations are very routine in nature, as already mentioned.)
- Non-Renewal of Identified Induction Contract Certified Personnel for 2022-2023 School Year (Mrs. Hart)
For certified personnel under Induction Contracts, non-renewal of employment notification require a certain type of motion. All personnel are employed for a one-year period by the Board of Education, and such personnel must be informed by May 1st of their employment status for the ensuing year or be deemed automatically ‘re-employed.”
- Revision of the following policy: Policy EDE Waste Management and Recycling – First Reading (Dr. Minolfo)
Policy EDE Waste Management and Recycling indicates the board’s vision for resource conservation and a basic structure for waste management and recycling:however, littering is not addressed.Litter is defined as any waste material, garbage, or trash that is not disposed of in the proper manner.Litter not only provides health risks in various forms, it also reduces the pleasantness of the school grounds, impacts negatively on the wider community and environment, and contributes to a “littering” culture within the school.
- Revision of Policy GCFB Hiring of Administrative Personnel, First Reading (Mrs. Hart)
Policy GCFB Hiring of Administrative Personnel establishes the basic structure for the hiring of administrative personnel by the district. The policy addresses the process by which the superintendent makes his/her recommendation for appointment to any position of assistant principal or higher.
- Review and/or revision of the following “I” Policies, administrative rules, and files - Instruction Policies - Second Reading (Mrs. Glover & Dr. Minolfo)
Aiken County Public School District cyclically reviews policies, administrative rules, and files.Section I – Instruction are policies that provide guidance for the district on instructional practices in the district.
- 2022-2023 Budget – First Reading (Mr. Traxler)
In its 2022-2023 budget calendar, the Board scheduled presentations of the first reading of the budget for April 19, 2022, and the second & final reading for May 24, 2022.A budget hearing is scheduled to be held during the May 10, 2022, Board meeting.
B.CONSENT ITEMS: The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.
- Ratification of Expulsions (Mr. Laurence)
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
- Proposed Schedule of School Board Meetings, 2022-2023 (Mr. Laurence)
The School Board has historically scheduled its regular sessions on the second and fourth Tuesday evenings of the month.Executive sessions have been held, as needed , on these same dates.
- Out-of-District Transfer Requests – Transfers In 2022-2023 (Dr. Minolfo)
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will nonresident students to the behavioral and academic requirements set out in policy JFAA admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
- Out-of-District Transfer Requests -Transfers Out 2022-2023 (Dr. Minolfo)
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the district, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
- Request to Admit Foreign Exchange Student (Dr. Minolfo)
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
- Textbook Adoptions for 2022-2023 (Mrs. Dove)
The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by teacher committees for our district. Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Textbook Depository.
- Awarding High School Credit with Honors Weighting for the acGateway Summer Program (Mrs. Glover)
The summer acGateway program offers artistically gifted and talented students with an opportunity to experience rigorous and advanced studies during the summer.This program is six weeks in length and provides experiences and curriculum at a pace beyond the College Preparatory level.Students must audition and be accepted to participate in this program.
During the 2016-2017 school year, the State Department of Education issued the Honors Framework Implementation Guide, a guidance document to ensure that locally approved courses across the state meet certain criteria with regard to establishing courses with Honors weightings.For a course to receive Honors weighting, evidence must be provided that the course represents extension, acceleration, and enrichment of the South CarolinaCollege Preparatory course of study; appropriate differentiation in instructional practices for advanced learners; and purposeful assessment practices that align with the honors level curriculum, and instructional best practices include pre-assessment, formative assessment, and summative assessment.Documentation must be retained at the district level to provide evidence that the Honors courses were developed using the framework.
- Leavelle McCampbell School Alumni Association – Donation to the Leavelle McCampbell Middle School – FY22 (Mrs. Glover)
Leavelle McCampbell Middle School has been given a $1,240.00 donation from the Leavelle McCampbell School Alumni Association.The funds will be used to purchase Kona Ice treats for all students.
- Nissan of North Augusta – Donation to Midland Valley High School – FY22 (Mrs. Glover)
Midland Valley High School baseball program has been given a $2,500.00 donation from Nissan of North Augusta.The funds will be used to purchase uniforms, field equipment, and baseball apparel for all players and coaches.
- Public Education Partners (PEP) of Aiken County Donation to the Aiken County Public School District – FY22 (Mrs. Glover)
The Aiken County Public School District has been given a $5,197.04 donation from the Public Education Partners (PEP) of Aiken County.The funds from this donation will be used to fund eleven teacher grant awards.After evaluating all of the grant applications submitted to PEP, eleven projects selected to receive awards.These grants total $5,197.04 with $1,925.00 of them related to STEAM.The funds are to be used by the awardee teachers to carry out the projects for which they requested a grant.
- Submission of the Distinguished Arts Program (DAP) 2022-23 Arts Curricular Innovation Grant (ACIG) Application by East Aiken School of the Arts – FY23 (Mrs. Glover)
East Aiken School of the Arts would like to submit an application in the SC State Department of Education for the Arts Curricular Innovation – Distinguished Arts Program (DAP) Arts Curricular Innovation grant in the amount of $18,000.00.This grant will assist in developing and implementing arts initiatives that support quality arts education programs and significantly improve student achievement in the arts.Distinguished Arts Program (DAP) grants provide funds for one-year projects.Funds will be used for professional development, substitutes, material and supplies, student performances, and artist in residence activities.
- Submission of the Fuel Up to Play 60 Grant by School Food Services – FY23 (Mr. Traxler)
Fuel Up to Play 60 is an in-school nutrition and physical activity program launched by the National Dairy Council and NFL, in collaboration with the USDA to help encourage today’s youth to lead healthier lives.School Food Service is requesting to submit this $24,000.00 grant to purchase equipment that improves access to and consumption of nutritious foods and healthy snack options as well as P.E. equipment for the schools.If awarded Oakwood-Windsor Elementary School would receive 2 milk coolers ($4,000.00) and one free flag football set.All other elementary schools would receive $3,000.00 in nutritional equipment and supplies to include cold storage equipment, Cafe’ prep equipment, sanitation equipment, transporting equipment, student incentives, food for taste-testing, and promotional materials.They will also receive $1,000.00 for P.E. equipment to include small fitness equipment, tracking equipment, and one free flag football set.
- Approval to Award Contract for Perishable Milk Products (Mr. Traxler)
Milk products are a healthy complement to the nutritional meals the District provides for our students.Food Service seeks to enter into a contract for the daily delivery of perishable milk products.
The Board previously approved awarding the contract to Borden Dairy Company of South Carolina, LLC at its March 22, 2022, meeting.On April 1, 2022, Borden formally notified the Procurement Department that the Charleston factory was closing effective May 31, 2022, and the company would be unable to honor the recently issued contract award for perishable milk products.An award cancellation was issued on April 1, 2022.
- Schematic Design Plans for the new Wagener-Salley High School Project (Dr. Murphy)
The administration has completed the scope of educational needs for the new Wagener-Salley High School Project.The architectural firm of McMillan, Pazdan, Smith Architecture has utilized this scope to produce the schematic design plans for this school.

- Construction Status Reports for the Belvedere Elementary School Addition and Renovations Project (Dr. Murphy)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan, Pazdan, Smith, Architecture and the Administration prepare a monthly status report for the Board’s review.
- Construction Status Reports for the Hammond Hill Elementary School Additions and Renovation Project (Dr. Murphy)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Cheatham Fletcher Scott (CFS),and the Administration prepare a monthly status report for the Board’s review.
- Construction Status Reports for the Highland Springs Middle School Project (Dr. Murphy)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
