A.INDIVIDUAL ITEMS

 
  1. Presentation of Annual Financial Audit for the Fiscal Year Ended June 30, 2021 (Mr. Traxler)
 
State law requires each school district’s annual financial audit to be submitted to the SC Department of Education (SCDE) no later than December 1 each year.
 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Proposed One-Time Uses of Fund Balance (Mr. Traxler)
 
Board Policy DA describes the District’s fund balance thresholds.The minimum threshold is two months’ reserves with a desire to maintain three months’ reserves.Audited financial as of June 30, 2021, showed unassigned fund balance totaling $53,502.873.This is slightly more than three months’ reserve.
 
Fund balance has been utilized periodically in previous years to address one-time/non-recurring needs while maintaining fund balance of sufficient levels.
 
  1. Modified Calendar for the 2022-23 School Year (Mr. Laurence)
 
Many school districts in South Carolina and around the nation have modified their calendars or are in the process of modifying them.While making changes to the traditional calendar has been discussed for decades, it has been given more serious attention in recent years.The most common version shifts some weeks of summer break to other parts of the year creating additional breaks in the fall and spring.Students continue to attend school 180 days with teacher contracts remaining 190 days.
 
  1. Revision of the following policies “I” Policies – Second Readings (Dr. Minolfo)
 
Aiken County Public School District cyclically reviews policies and administrative roles.Section I – Instruction are policies that provide guidance for the district on instructional practices in the district.
 
  1. Reviewed or revision of the following policies “K” Policies – Second Readings (Dr. Minolfo)
 
Aiken County Public School District cyclically reviews policies and administrative rules.Section K – School-Community-Home Relations are policies that provide guidance for the district in developing and maintaining positives relationships with parents and the community.
 
 
  1. Revision of the following policies and administrative rule “L” Policies – Second Readings (Dr. Minolfo)
 
Aiken County Public School District cyclically reviews policies and administrative rules. Section L – Education Agency Relations are policies that provide guidance for the district in collaboration with education agencies, including research agencies, colleges and universities, specifically the student teaching and internships, and educational accreditation agencies.
 

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  1. Out-of-District Transfer Requests – Transfer In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Out-of-District Transfer Request – Transfer Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  1. Change Order Number 1 for the North Augusta High School Phase III Additions:  Demolition of the existing old gym-GMP #2
 
Share Savings Credit for this Phase III Addition project is …. <$31,947.00>
 
  1. Fidelity Charitable Donor-Advised Fund Grant Award to Aiken Elementary School – FY22 (Mrs. Glover)
 
Aiken Elementary School has been awarded a $1,300.00 Fidelity Charitable Donor-Advised Fund Grant.These funds will be used to purchase teacher supplies for all first, third and fifth grade teacher ($100.00 per teacher).
 
 
  1. NEA Foundation Learning & Leadership Grant Award to Midland Valley High School – FY22 (Mrs. Glover)
 
Midland Valley High School has been awarded a $5,000.00 NEA Foundation Learning & Leadership Grant.These funds will be used for travel expenses during the summer for two teachers to participate in an educational trip with the Impact Africa Volunteer Organization in Zambia.
 
  1. National Society of High School Scholars (NSHSS) Diversity, Equity, and Inclusion in Teaching Grant Award to North Augusta High School – FY22 (Mrs. Glover)
 
North Augusta High School has been awarded a $1,500.00 National Society of High School Scholars (NSHSS) Diversity, Equity, and Inclusion in Teaching Grant.The NSHSS Diversity, Equity, and Inclusion in Teaching Grant is for educators who serve in rural areas, diverse student populations, or are actively promoting diversity and inclusion initiatives in their school or greater community.These funds will be used to ensure students have all the school supplies they need for class such as crayons, colored pencils, binders, paper, bookbags, classroom instructional supplies and platforms such as FlipGrid that enhance inclusion in the classroom and level the playing field for all students.
 
  1. Remain at Home Senior Care, LLC Donation to Jackson STEM Magnet Middle School – FY22 (Mrs. Glover)
 
Jackson STEM Magnet Middle School has been given a $1,250.00 donation from Remain at Home Senior Care, LLC.The funds will be used to purchase the career and learning experiences for student and printer ink for teacher materials.
 
  1. Remain at Home Senior Care, LLC Donation to Silver Bluff High School NJROTC – FY22 (Mrs. Glover)
 
Silver Bluff High School NJROTC program has been given a $1,250.00 donation from Remain at Home Senior Care, LLC.The funds will be used to purchase one ticket for each NJROTC cadet to attend the annual CSRA Military Ball.This Military Ball allows cadets to experience an evening of formal military customs, ceremonies and traditions.
 
 
  1. Submission of the School Breakfast Program Expansion Grant for the School Food Services Department – FY22 (Mrs. Glover)
 
The School Food Service Department is requesting to submit a grant application for the School Breakfast Program (SBP) Expansion Grant for a total of $60,000.00.The goal of the grant is to increase student breakfast participation.Suggest methods may include strategies such as providing additional food items, incentives, multiple food station locations and/or second chance breakfasts for late arrivers.The funds from this grant would be used to purchase breakfast carts, coolers, and/or racks to provide additional ways to distribute breakfast.School Food services is requesting to submit an application for three schools:Mossy Creek Elementary, Schofield Middle, and Wagener-Salley High. Each school would receive $10,000.00 per year for two years for a total of $60,000.00.
  1. Adoption of Curriculum Resources for Palmetto Literacy Project Schools (Mrs. Glover)
 
Provisos 1.60 and 1A.53 of the 2021-2022 State Budget direct the South Carolina Department of Education (SCDE) to provide literacy support to Palmetto Literacy Project (PLP) schools, including professional development and curriculum resources.Schools where one third or more of third grade students scored Doe Not Meet on the SC Ready ELA test in 2017-2018 or 2018-2019 were classified as PLP schools.The SCDE requested materials from publishers in the are of K-5 literacy, had a review team of district and state leaders to evaluate and narrow the selection to five curricula, and then provided an opportunity for school administrators, district staff, literacy coaches, and teachers to review on November 30, 2021.Following the review, the individuals who attended from our district indicated their top three choices to share with their teacher and to review further.The State gave districts a deadline of January 14, 2022, to make their curriculum selection.The four PLP schools are Busbee Elementary, Greendale Elementary, North Aiken Elementary, and Ridge-Spring-Monetta Elementary.Teachers in these schools in grades K-3 will also be required to participate in Language Essentials for Teachers of Reading and Spelling, or LETRS beginning in January 2022, which is currently being piloted at J.D. Lever Elementary.

The State issued its Model Procurement Code revision in September 2021.School districts subject to the Code must revised their procurement codes accordingly.

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Hammond Hill Elementary School Additions and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Cheatham Fletcher Scott (CFS), and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Highland Springs Middle School Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
