              The financial report of February 28, 2091 is submitted in the approved format.

            4.         District Strategic Plan Update (Mr. Laurence)
 
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
 
1.         Request to Admit Foreign Exchange Student (Mr. Laurence)
 
            School Board Policy JFABB establishes guidelines for the admission of the           exchange students to the high schools in the School District of Aiken County.
 
 
 
2.         Items to be Declared Surplus and Method of Disposal (Mr. Traxler)
 
            Miscellaneous furnishings and equipment have been screened and determined to            be obsolete and no longer of use to the District.  Board approval is necessary for the disposal of these items (Procurement Regulations:  Surplus Management  XXVII, C, 1).
 
           
          
            3.       GMP #1 for the Final Site and Fire Alarm Documents for the Midland ValleyHigh
  Addition  Renovation Project (Dr. Foster)
 
            HG Reynolds Company, Inc. received bids for CM @ Risk for Midland Valley High Addition Renovation Project. The original construction budget approved by the board on March 12, 2019 design development budget was $17.5 Million for site and building with $650,000.00 for design contingency.  The site and fire alarm package GMP #1 is $3,309,092.00.  The total construction budget needed with design contingency is $18,196,730.00.  Total budget with owner contingency is $24,496,730.00.
 
 
 
            4.         Aiken High School Class of 1965 Scholarship Donation to Aiken High School –                             FY19 (Mrs. Glover)
 
              Aiken High School was given a $2,000.00 donation from Aiken High School   Class of 1965.  The funds from this donation will be used to provide a scholarship to oneor more Aiken High School 2019 Graduates to be used at Aiken Technical College or University of South Carolina-Aiken.
 
 
 
            5.         Awarding High School Credit with Honors Weighting acGateway                       
            Summer Program (Mrs. Glover)
 
              The summer acGateway program offers artistically gifted and talented students   with an opportunity to experience rigorous and advanced studies during the summer.  This program is six weeks in length and provides experiences and curriculum at a pace beyond the College Preparatory level.  Students must audition and be accepted to participate in this program.
 
                During the 2016-2017 school year, the State Department of Education issued the Honors Framework Implementation Guide, a guidance document to ensure that locally approved courses across the state meet certain criteria with regard toestablishing courses with Honors weightings.  For a course to receive Honors weighting, evidence must be provided that the course represents extension, acceleration, and enrichment of the South Carolina College Preparatory course of  study; appropriate differentiation in instructional practices for advanced learners; and purposeful assessment practices that align with the honors level curriculum, and instructional best practices include pre-assessment, formative assessment, and summative assessment.  Documentation must be retained at the district level to provide evidence that the Honors courses were developed using the framework.
 
 
            6.         Mr. Holland’s Opus Foundation Instrument Donation to Silver Bluff High School   
            -  FY20 (Mrs. Glover)
 
              Silver Bluff High School was awarded a donation of instruments valued at $37,185.00 from the Mr. Holland’s Opus Foundation Donations include a list of             instruments and mouthpieces.
 
 
 
            7.         Mr. Holland’s Opus Foundation Instrument Donation to New Ellenton Middle                         STEAM Magnet School – FY20 (Mrs. Glover)
 
              New Ellenton Middle STEAM Magnet School was awarded a donation of   instruments valued at $34,412.00 from the Mr. Holland’s Opus Foundation.Donations include a list of instruments.
 
 
 
            8.         Change Order Number 4 for the Graniteville Elementary Addition Project                   (Dr. Foster)
 
              Change Order Number 4 for the Graniteville Elementary Addition from RW Allen Construction, LLC is presented for your review and approval.  DOT requires us to     relocate the existing entrance to align with Sims Street.  AT&T’s pedestals and cable relocation costs to Aiken Public Schools is $103,202.00 this has always been waived in the past.  This amount will come from our Paving/Resurfacing account.        
 
 
          9.         GMP #2 for Aiken High School Phase 3 James Taylor Gymnasium Renovation           Project (Dr. Foster)
 
            H.G. Reynolds Company, Inc. received bids for CM at Risk for Aiken High Phase 3 Renovations of James Taylor Gymnasium Project on May 16, 2019.  The Renovations and Finishes package for the GMP #2 is $5,755,183.00.  GMP #1 was $740,287.00 for a total construction amount of $6,495,470.00.  The total budget needed is $8,402,641.00 which includes an owner project contingency of   $500,000.00.  The total budget needed is $313,014.00 savings from originally approved budget on April 23, 2019.
 
         
  1. INDIVIDUAL ITEMS:
 
            1.         Personnel Appointments (Mrs. Hart)
 
             The certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.
 
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, ‘the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
 
3.         Revisions to the Code of Student Conduct – Final Reading (Dr. Foster)
 
            The Code of Student Conduct is reviewed and updated annually.  As part of this process, a discipline steering committee consisting of community members, parents, educational leaders, teachers, board members, and administrators from all three grade levels, review the Code of Student Conduct, and considers recommended additions, deletions, and revisions from school administration.  Recommendations include the provision of clear guidance for school administrators in addressing student incidents with the intent of increasing consistency and appropriateness throughout the District.
 
 
 
4.         2019-2020 Budget – Second/Final Reading (Mr. Traxler)
 
            In its 2019-2020 budget calendar, the Board scheduled presentations of the first reading of the budget for April 23, 2019, and the second and final reading for May 28, 2019.
 
     
 
         5.         Proposed Change to the 2019-2020 School Calendar
 
                     Policy ICA provides guidance in the development of the annual school calendar.
