1. Legislative Update (Mrs. English)
2. Financial Report, as of December 31, 2018 (Mr. Traxler)
The financial report of December 31, 2018 is submitted in the approved format
3. Construction Status Reports for the Aiken High School Phase 2B Addition Project (Dr. Foster)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
4. Construction Status Reports for the Graniteville Elementary Renovations & Addition Project (Dr. Foster)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC), and the Administration prepare a monthly status report for the Board’s Review.
5. Construction Status Reports for the North Augusta High School 2B Addition Project (Dr. Foster)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
6. Construction Status Reports for the Ridge Spring-Monetta Middle/High Phase 2 Addition Project (Dr. Foster)
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
- CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
1. Ratification of Expulsions (Dr. Alford)
The School Board, according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
2. Reschedule Budget Work Study (Mr. Traxler)
The budget calendar approved October 23, 2018, designated March 19, 2019 as the date of the budget work study.
- INDIVIDUAL ITEMS:
1. Personnel Appointments (Mrs. Hart)
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
2. Out-of-District Transfer Requests 2019-2020 (Mr. Laurence)
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the
interchange of students. The policy stipulates that when
students transfer out of the District, "the School District
of Aiken County shall assume no responsibility for
tuition to the receiving district."
3. Request from an international travel and exchange program seeking approval to place foreign excchange students in districtschools (Mr. Laurence)
School Board Policy JFABB establishes guidelines for the admission
of exchange students to the School District of Aiken County.
Prior to a request for placement of a specific student the "sponsoring
organization must petition the Board for recognition/approval and
to obtain the Board's willingness to participate in the organiztion's
program of student exchange."
4. Issuance and Sale of $90,000,000 General Obligation Bonds, Series 2019A (Mr. Traxler)
On May 1, 2018 voters approved a referendum for the issuance of $90,000,000 general obligation bonds. Bonds can be issued in a
single issuance or over multiple issuances. Proceeds will be used
for the following six project: Midland Valley High, Hammond Hill
Elementary, Belvedere Elementary, Millbrook Elementary, and
construction of a new Highland Springs Elementary and Highland
Springs Middle School.
5. Design Development Drawings/Budget for the Midland Valley High Addition Renovation Project (Dr. Foster)
The administration in conjunction with the Architect has completed the Design Development Plans and Budget for the Midland Valley High Addition Renovation Project and will present to Aiken County Board of Education for final approval. The total project budget for construction is $24,496,729.00.The overall budget has a 5% contingency. The project team is still reviewing cost scope changes where applicable. A detailed cost estimate and a project budget summary will be provided
by McMillan, Pazdan, SMith Architecture and H.G. Reynolds, Inc.
at the board meeting.
6. School Bus Mobile Radios (Dr. Foster)
Bids were received for the purchase of communication radios for all
school Buses in Aiken County Public Schools on March 1, 2019
at 2 p.m. Bids were received from four vendors with Rock
Communications being the lowest bidder. The School District has
researched the operation and installation of radios on school buses
to enhance communications and safety for students and bus
drivers.
7. Silver Bluff High School Football Stadium Restrooms (Dr. Foster)
Bids were received for the Silver Bluff High School Football Stadium
Restrooms on March 5, 2019 at 2:00 p.m. and publicly opened.
Bids were received from 3 vendors with Tyler Construction Group,
Inc. submitting the lowest base bid of $796,000.00. The design,
printing, advertising and contingency amounts to $110,000. The budget
needed is $906,000 and will come from the Athletic account in the
Five Year Facility Plan.
8. A resolution for permission to proceed with entering into a contractual agreement with Energy Services Contractor ABM and seek funding for the project (Dr. Foster)
ABM is an energy services contractor that assists clients such as school districts, municipalities, and private industries with implementing capital improvements financed through energy/utility savings. ABM serves as
the general contractor and hires subcontractors to perform necessary
construction and retrofits. The scope of work is chosen by the client
after ABM conducts a detailed investment grade audit of all facilities
ABM guarantees the client will realize energy/utility savings that
meet or exceed the cost of contruction and retrofits.. ABM reimbures
the client for the amount of deficit.
