1.         Legislative Update (Mrs. English)
 
 
2.         Construction Status Reports for the North Augusta High School 2B
  Addition Project (Dr. Foster)
 
          In an effort to keep the Board current on the status and budget of this school        
construction project, the Architects for this project, McMillan Pazdan Smith         Architecture and the Administration prepare a monthly status report for the          Board’s review.
 
 
 
3.         Construction Status Reports for the Aiken High School Phase 2B Addition             Project (Dr. Foster)
                      
           In an effort to keep the Board current on the status and budget of this school        
 construction project, the Architects for this project, LS3P Associates LTD.,         
 and the Administration prepare a monthly status report for the Board’s             
 review.
 
 
 
4.         Construction Status Reports for the Ridge Spring-Monetta Middle/High     
  Phase 2 Addition Project (Dr. Foster)
 
                    In an effort to keep the Board current on the status and budget of this school        
construction project, the Architects for this project, LS3P Associates LTD.,         and the Administration prepare a monthly status report for the Board’s             review.

          5.         Construction Status Reports for the Graniteville Elementary Renovations
  & Additions Project (Dr. Foster)
 
                    In an effort to keep the Board current on the status and budget of this school        
construction project, the Architects for this project, Goodwyn Mills and    Cawood (GMS), and the Administration prepare a monthly status report for    the Board’s review.
 
 
           6.         Recruitment and Retention Committee Update (Mrs. Hart)
 
                     The Recruitment and Retention Committee concluded with a specific set of           
 recommended action steps and the need for a more detailed analysis of each.   
 To facilitate this process, three (3) working committees were established, one
 of which focuses on the development and implementation of a job and task
 analysis.
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
    1.         Ratification of Expulsions (Dr. Alford)
 
    The School Board, according to the Code of Laws for South Carolina Section    
    59-63-240, is authorized to expel students from school.  Although the Board
    may receive recommendations for expulsion from others, it solely is empowered
    to take the final expulsion action.
 
 
2.         Change Order Number 1 for the Graniteville Elementary Addition Project (Dr. Foster)
 
Change Order Number 1 for the Graniteville Elementary Addition from R. W. Allen Construction, LLC is presented for your review and approval.  A canopy over the handicapped ramp was requested by the owner.  The project owner contingency has adequate funds to cover this amount.
 
 
 
3.         Engineered Metal Building Auto Shop for the Operations Center (Dr. Foster)
 
Bids were received for a Pre-Engineered Metal Building to be built for the Maintenance Shop on January 22, 2019 at 2:00 p.m. and publicly opened.  Bids were received from one vendor with J.E. Stewart Builders, Inc. submitting the lowest bid of $149,000.00.  The design, printing, advertising and contingency amounts to $15,000.00.  The budget needed is $164,900.00 and will come from the Maintenance Operations Account in the Five Year Facility Improvement Plan for year 2019-2020.
 
 
4.         Request to Admit Foreign Exchange Student (Mr. Laurence)
 
School Board Policy JFABB establishes guideline for the admission of the exchange students to the high schools in the School District of Aiken County.
 
 
5.         2019 Painting of Aiken Elementary, J.D. Lever Elementary, Jackson Middle and North Augusta Elementary (Dr. Foster)
 
Bids were received on January 24, 2019, at 1:00 p.m. and publicly opened for the 2018 Painting of Aiken Elementary, J.D. Lever Elementary, Jackson Middle and North Augusta Elementary.  There were 4 bidders for this project with the lowest responsible and responsive bidder being G&S Adventures, Inc. of Lexington, SC:  Base Bid A ($174,000.00) for Aiken Elementary; Base Bid B ($168,000.00) for J. D. Lever Elementary; Base Bid C ($20,000.00) for Jackson Middle restrooms and Base Bid D ($174,000.00) for North Augusta Elementary.  Total contract is in the amount of $536,000.00.  The Five-Year Facility Improvement Plan for 2019-2020 has the funds needed to complete these projects.
 
 
6.         Change Order Number 2 for the Graniteville Elementary Addition Project (Dr. Foster)
 
Change Order Number 2 for the Graniteville Elementary Addition from RW Allen Construction, LLC is presented for your review and approval.  RFP #2 consists of the kitchen hood, UDS, and floor trough install.  RFP #3 consists of site work revisions to meet DOT requirements.  The project budget has adequate funds to cover this amount.
 
 
7.         Construction Bids for the 2019 Scrubbing, Sanding, & Coating of Gymnasium Floors District Wide for Aiken County Public Schools (Dr. Foster)
 
Bids were received for the 2019 Scrubbing, Sanding, & Coating of Gymnasium Floors District Wide on January 24, 2019 at 2:30 p.m. and publicly opened.  There were 3 bidders with Southern Cleaning Service, Inc. submitting the lowest responsible and responsive bid in the amount of ($17,900.00) for Base Bid A; ($123,595.00) for Base Bid B for a subtotal of $31,495.00.  The Flooring Connection, LLC. Submitting the lowest responsible and responsive bid in the amount of ($28,567.20) for Base Bid C; ($24,223.00) for Base Bid D for a subtotal of $52,790.20.  The Five-Year Facility Improvement Plan for 2019-2020 has the funds needed to complete these projects.

1.         Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
              3.         Attendance Zone for Graniteville Elementary (Mr. Laurence)
 
    According to Policy JCA Assignment of Student to Schools, ”The district will      
    assign students to attend the schools that serve their legal places of residence
    as determined by the board of trustees for the current school year.”  At its
    January 22, 2019 meeting, the board made adjustments in attendance lines.
