1.          Financial Report , as of January 31, 2012 (Mr. Traxler)

 

                                The financial report of January 31, 2012 is submitted in the approved

                                format.

 

 

 

 

2.           Construction  Status Reports for the Byrd Learning Center (BLC)

               Food

Service Operation Center Project (Mr. Caver)

 

In an effort to keep the Board current on the status and budget of this school   construction   project,  the   Architects   for   this   project,  LS3P Associates LTD., and the Administration prepare a monthly status report for the Board's review.

 

 

 

 

3.           Construction Status Reports for the JacksonMiddle School

                Additions Project (Mr. Caver)

 

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Craig, Gaulden & Davis Architecture, and the Administration prepare a monthly status report for the Board's review.

 

 

 

 

4.           Promoting a Positive Learning Environment (Mrs. Shealy)

5.           Legislative Update (Mr. Liner)

 

 

 

 

 

B.            CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.

 

 

1.            Ratification of Expulsions (Dr. Everitt)

 

The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorized to expel students from school.  Although the  Board may  receive recommendations for  expulsion from others, it solely is empowered to take the final expulsion action.

 

 

 

2.            Out-of-District Transfer Requests (Dr. Stowe)

 

Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.   The policy stipulates that when students transfer out of the District, "the School District of Aiken County shall assume no responsibility for tuition to the receiving district."

 

 

 

3.            Request to Operate on a Four-Day Week (Dr. Hewett)

 

During the past sixteen summers, twelve-month employees have been allowed to work ten hours a day, four days a week.  In the past, a majority of the employees have shown support for this work week schedule.

 

 

 

4.            District English Language Arts (ELA) K-5 Textbooks Adoptions for 2012-

                2013 (Dr. Stowe)

 

The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by the teacher committees.   Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Book Depository.

 

 

5.             Revised  District  Textbook  Adoption for  High  School  Mathematics (Dr.

Stowe)

 

On March 23, 2010, the Board adopted new textbooks for Algebra 1, Algebra 2, Mathematics for the Technologies 1, 2, and 3, and Geometry, pending funding by the state.   Funding for the new textbooks was not approved for the 2010-11 or 2011-12 school years, but is now available to provide the books for 2012-13.  The specific textbooks adopted in 2010 for Algebra 1, Algebra 2, and Geometry are no longer available, but a slightly revised version is available that takes into consideration the new Common Core State Standards. The textbooks adopted in 2010 for Mathematics for the Technologies 1, 2, and 3 are still available, but they do not take into consideration the new Common Core Standards.

 

 

 

6.            Design Development Presentation and Budget for the Aiken High

               School

Addition Phase I Project (Mr. Caver)

 

As part of the agreement between the Architects for this project (LS3P) and the administration, the architect shall present the proposed design development plans and budget to the Aiken County School Board for approval.  The original project budget is $9,850,000.00.  LS3P will provide a revised detailed cost estimate and project budget summary to the board on March 27, 2012.  The overall budget also has an 8% contingency.  The administration is reviewing estimates and minimum scope changes.

 

 

 

7.          South Carolina Automobile Dealers Association Donation to Aiken

              County Career and Technology Center- FY12 (Dr. O'Gorman)

 

            

                                Aiken County Career and TechnologyCenter was awarded a $2,000

 

                                donation from  South Carolina  Automobile Dealers  Association.   Funds

                                from this donation will be used to purchase automotive equipment and

                                supplies.

 

 

 

 

C.         INDIVIDUAL ITEMS:

 

 

   

1.            Personnel Appointments (Dr. Hewett)

 

The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.

 

 

 

 

2.             Non-Renewal of Identified Induction Contract Certified Personnel for

                2012-2013 School Year (Dr. Hewett)

 

For certified personnel under Induction Contracts, non-renewal of employment notifications require a certain type of motion.  All personnel are employed for a one year period by the Board of Education, and such personnel must be informed by April 15th of their employment status for the ensuing year or be deemed automatically "re-employed."

 

 

 

 

3.           Non-Renewal of Identified Annual Contract Certified Personnel for 2012-

               2013 School Year (Dr. Hewett)

 

Personnel are employed for a one year period by the Board of Education. According to state law, certified personnel must be informed by April 15th of  their  employment  status  for  the  ensuing  year  or  be  automatically deemed   "re-employed."      Persons   presently   serving   under   annual contracts, but who are not being recommended for re-employment, have limited due process rights under South Carolina law.

 

 

 

 

4.            Non-Renewal of  Identified Continuing  Contract  Certified  Personnel for

                2012-2013 School Year (Dr. Hewett)

 

Personnel are employed for a one year period by the Board of Education. Pursuant to state law, certified personnel must be informed by April 15th of their employment status for the ensuing year or they will be deemed "re­ employed."  Continuing contract teachers are entitled to full due process procedures, as provided by the Teacher Employment and Dismissal Act found in Chapter 25 of Title 59 of the Code of Laws of South Carolina.

 

 

 

 

5.             Re-employment of Certified Personnel, Subject to Certain Conditions, for the 2012-2013 School Year (Dr. Hewett)

Personnel are employed for a one year period by the Board of Education. According to state law, certified personnel must be informed by April 15 1 of their employment status for the ensuing year or they will be deemed "re­ employed."   Many certified employees who are otherwise recommended for employment for the next school year must nevertheless meet certain qualifying conditions or stipulations.  These may be in order to qualify for the continuation of employment, or they may be conditions affecting their status for the following year.  (Appearance of names of employees on this list  should  not  give  rise  necessarily  to  a  perception  of  a  problem or concern, as many of the required stipulations are very routine in nature, as already mentioned.)

 

 

 

 

6.          Re-employment of Certified Personnel for the 2012-2013 School Year

              (Dr. Hewett)

 

Personnel are employed for a one-year period by the Board of Education. According to State law, certified personnel must be informed by April 15 of their employment status for the ensuing year, or they will automatically be deemed "re-employed".   Pursuant to procedures previously approved by the Board, certified persons not otherwise subject to special conditions or requirements and whose contract entitlements are not affected by reassignment, are recommended as a group for re-employment for the following year (with the exception of employees who have given notice of their retirement or who have indicated an intention to resign prior to the start of the next school year).

 

 

 

7.          Summary of Objectives for an RFP for Migration of Platform (Mr. Caver) Novell's Netware has been the network operating system platform used by the district since 1988.  A migration to a more suitable network operating system         (i.e.   Windows   2008)   infrastructure  for   current   and   future instructional and business applications is necessary.

 

 

 

 

8.          Request for Right-of-Entry Agreement and Temporary Work Space   

              (Mr.

Caver and Mr.Burkhalter)

 

Carolina Gas Transmission Corporation (CGT) has requested that the Aiken County Board of Education approve a right-of-way opening for temporary construction  and  work  space needs  near  the  South  Aiken athletic field and along the South Aiken Side of Kennedy Middle School. There is an existing sixteen inch gas line in this right-of-way which the company already owns.

 

 

 

 

9.           Request for Purchase of  Approximately 1.17 Acres of Land by City of

                                 Aiken (Mr. Caver and Mr. Burkhalter)

 

 

 

The City of Aiken seeks to purchase a 1.17 acre funnel-shaped parcel of unimproved  land  located  at  the old District Office property - now the Operations Center.  This is unimproved property and is part of the City's plan for their Eustis Park Project.
