The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or Supervisor for each location.
 
  1. Revise Policy DEC Selection of Title I Schools, First Reading (Dr. Minolfo)
 
Policy DEC Selection of Title I Schools provides guidance on the selection of schools that receive Title I funds each year. Title I funds are used to provide equal opportunities for all students within the district to reach challenging academic standards.
 
  1. Revision of Policy IHBF Homebound Instruction, Second Reading (Dr. Minolfo)
 
Policy IHB Homebound Instruction states “A student who cannot attend school for 10 days or more because of illness, accidents, pregnancy, or emotional challenge, even with the aid of accommodations, is eligible for medical homebound instruction.”  Prior to the 2023-2024 school year, the Board approved for high schools to transition to block scheduling. One fact of block scheduling is classes previously taught in one year are now taught in one semester. When a high school student meets the criteria to be eligible for homebound instruction, the student has missed significant instructional time in the current version of the policy.
 
  1. Revision of Policy JFAB Nonresident Student, Second Reading (Dr. Minolfo)
 
The District revised the tuition charged to nonresident students to a flat fee of $750.00 for one student and $1000 for two or more students. Policy JFAB did not reflect that change.

Administration cyclically reviews policies, administrative rules, and files in the Policy Manual. As part of the cyclical review process, the attached policies and administrative rules were reviewed.

Administration cyclically reviews policies, administrative rules, and files in the Policy Manual. As part of the cyclical review process, the attached administrative rules and file were reviewed and determined that the District no longer is required to follow the guidance.
 
 
 
 
 
 
  1. Revision to the 2024-2025 Salary Schedule – Bus Drive Scales (Mr. Traxler)
 
The Board approved the 2024-2025 budget and salary schedule at the May 28, 2024, meeting. At the time of the approval, the State had not finalized the budget. The Administration noted that the State budget process could lead to amendments or revisions where/if necessary.
 
  1. Revision to the 2024-2025 Salary Schedule – New Overtime Rules (Mr. Traxler)
 
New overtime rules went into effect under the Federal Fair Labor Standards Act (FLSA) on July 1, 2024, increasing the overtime threshold from $35,568 to $43,888,
 
  1. Resolution to Approve Reimposition of 1% Education Capital Improvements Sales &Use Tax (Mr. Traxler)
 
The current 1% Education Capital Improvement Sales & Use Tax, approved by voters in November 2014, expires at the end of February 2025. The sales tax does not automatically renew.
 
  1. Resolution to Submit a Ballot Question Related to the 1% Education Capital Improvements Sales & Use Tax for the Issuance of General Obligation Bonds Not Exceeding $285,000,000 (Mr. Traxler)
 
Legislation allows, should the 1% Education Capital Improvements Sales & Use Tax be renewed, for the District to issue debt to finance approved projects. Voter approval is required.

  1. South Carolina School Boards Association Dues (Dr. Murphy)
 
Over the past years, The Aiken County Board of Education has purchased membership in the South Carolina School Boards Association. In addition to membership benefits, the Association provides a policy update service and legal assistance fund. Also included is an annual policy maintenance and internet subscription fee.
 
  1. Request to Admit Foreign Exchange Student (Dr. Minolfo)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County
 
 
 
 
 
 
  1. Out-of-District Transfers Requests – Transfers Out 2024-2025 (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that nonresident students transfer into the District “the parent/legal guardian must assume responsibility for transportation. The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Horse Creek Historical Society Donations to Horse Creek Area Schools – FY24 (Dr. Edwards)
 
The Horse Creek Historical Society has donated funds to four schools in the Horse Creek Area for a total of $4,206.09. The schools are to use the funds towards whatever the school deems necessary.
 
  1. Leavelle McCampbell School Alumni Association Donation to Leavelle McCampbell Middle School – FY24 (Dr. Edwards)
 
Leavelle McCampbell Middle School received a $1,248.00 donation from the Leavelle McCampbell School Alumni Association.
 
  1. Trevor John Waugh Memorial Education Foundation Donation to the Oakwood-Windsor Elementary School – FY24 (Dr. Edwards)
 
Oakwood-Windsor Elementary School received a $3,000.00 donation from the Trevor John Waugh Memorial Education Foundation. The funds are designated for the library and will be used for library needs.
 
  1. Young KAPPA Foundation Scholarship Donation to Aiken High School – FY24 (Dr. Edwards)
Aiken High School received a $1,500.00 donation from the Young KAPPA Foundation. The funds will be used to provide a memorial scholarship award in honor of Ervin L. Baxter to graduating seniors.
 
 
  1. Credit Change Order #3 for the Belvedere Elementary School Addition and Renovation Project (Dr. Yarborough)
 
Credit Change Order #3 for the Belvedere Elementary School Addition and Renovations Project for Aiken County Public Schools, credit for unused allowance items $45,067.00.
 
 
  1. Change Order Number 1 for the 2024 Scrubbing and Coating of Gymnasium Floors (Dr. Yarborough)
 
Change Order Number 1 for the 2024 Scrubbing and Coating of Gymnasium Floors. Unused allowance for this project <$20,000.00>.
 
  1. Environmental Geotechnical Services for Chapter 1 and Chapter 17 for Aiken County Public Schools (Dr. Yarborough)
 
On June 20, 2024, the Selection Committee accepted proposals for engineering firms interested in performing Environmental Geotechnical work per the Five -Year Facility Improvement Plan.
 
  1. 2024 Highland Springs Middle School Scoreboard (Dr. Yarborough)
 
Bids were received for the 2024 Highland Springs Middle School Scoreboard at 2:00 p.m. on June 18, 2024, and publicly opened.

  1. Construction Status Report for the Wagener-Salley High School New Construction Project (Dr. Yarborough)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith, and the Administration prepare a monthly status report for the Board’s review.
 
  1. Facilities Construction Department Quarterly Change Order Notification (Dr. Yarborough)
 
Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00. The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.
