A.INDIVIDUAL ITEMS

 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or Supervisor for each location.
 
  1. Proposed 2023-2024 Budget Calendar (Mr. Traxler)
 
The School Board approves a budget calendar each Fall for the upcoming school year.
 
  1. Update of 2022-2023 Return to In-Person Instruction and Continuity of Services Plan (Mrs. Hart)
 
On March 11, 2021, the American Rescue Plan (ARP) was signed into law.As part of ARP, the U.S. Department of Education is providing an additional $121.9 billion for the Elementary and Secondary School Emergency Relief Fund (ESSER III Fund).This legislation is awarding grant to state educational agencies, including the S.C. Department of Education, to provide local educational agencies, including Aiken County Public Schools, with emergency relief funds to address the impact of COVID-19 on elementary and secondary schools across the nation.
 
  1. Revision to Policy JICDA – Code of Student Conduct, First Reading (Dr. Murphy)
 
Policy JICDA code of Conduct states in part, “The board will annually review and adopt a code of student conduct for all students…. The code establishes guidelines for students, parents, teachers and administrators in maintaining an orderly and appropriate school environment.”Currently, the code of student conduct includes the use of possession of “e-cigarettes, vapors, oils, etc.” in the category of tobacco-related products.The consequence of these infractions on first offense ranges from a parent conference and in-school suspension in elementary school to out-of-school suspension in high school.
 
  1. Consideration for Employee Christmas Bonuses (Mr. Laurence & Mr. Traxler)
 
The Board approved employee Christmas Bonuses in each of the past four years.
 
 

B.CONSENT ITEMS: The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board, according to the Code of Laws for South Carolina Section
59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
  1. Out-of-District Transfer Requests – Transfers In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.  The Board will nonresident students to the behavioral and academic requirements set out in policy JFAA admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Request to Admit Foreign Exchange Student (Dr. Minolfo)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
 
 
  1. School Calendar Change (Mr. Jeffcoat)
 
The administration prepares a new calendar each year for Board approval.Policy ICA provides guidance in the development of the school calendar and was last revised on July 26, 2022.
 
  1. Textbook Adoptions for 2022-2023 (Mrs. Dove)
 
The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by teacher committees for our district.Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Textbook Depository.
 
  1. South Carolina Arts Commission – Arts in Basic Curriculum Learning Loss Grant Award – East Aiken School of the Arts – FY23 (Dr. Edwards)
 
East Aiken School of the Arts has been awarded a South Carolina Arts Commission for the Arts in Basic Curriculum (ABC) Learning Loss Grant in the amount of $4,833.00.
 
 
  1. Aiken County Public School District Head Start/Early Head Start Program American Rescue Plan (ARP) Grant Amendment – FY23 (Dr. Edwards/Ms. Hall)
 
As a result of Public Law 117-2, The American Rescue Plan Act, 2021 (ARP) which is a $1.9 trillion plan that includes $1 billion for Head Start programs for one-time activities in response to COVID-19, all Head Start, Early Head Start, and Early Head Start-Child Care Partnership grantees are eligible to receive additional funds proportionally based on funded enrollment levels.The Aiken County Public School District’s Head Start/Early Head Start Program has been allocated $459,456.00 in ARP grant funds.
 
 
 
 
 
 
  1. Request for Approval for Home Instruction (Dr. Murphy)
 
The School board according to the Code of Laws for South Carolina, Section 59-65-40, is authorized to approve home schooling for parents not opting for approval by the South Carolina Association of Independent Home Schools.The program has to meet certain standards as outlined in the bill, Policy IEK and IEK-R.
 
 
  1. GMP #2 Foundations, Building, Pad, and Steel Package for the Wagener-Salley High School Project (Dr. Murphy)
 
H.G. Reynolds Company, Inc. received bids for the foundations, building pad, and steel package for Wagener-Salley High School Project.
 
  1. Change Order Number 1 for the 2022 Installation of Flooring at Hammond Hill Elementary (Dr. Murphy)
 
Change Order Number 1 for the 2022 Installation of Flooring at Hammond Hill Elementary. Credit in the amount of $16,796.50.
 
  1. Change Order Number 1 for the Protecall, LLC Indoor Air Ionization Project (Dr. Murphy)
 
Change Order Number 1 for the Protecall, LLC Indoor Air Ionization Project has an additional cost for the ionization of additional classroom spaces that were not in the original scope in the amount of $43,082.50.

  1. Construction Status Report for the Hammond Hill Elementary School Additions and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Cheatham Fletcher Scott (CFS), and the Administration prepare a monthly status report for the Boards’ review.
 
  1. Construction Status Report for the Highland Springs Middle School Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
