  1. Construction Status Reports for the Belvedere Elementary School Addition and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Hammond Hill Elementary Additions and Renovations Projects (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Cheatham Fletcher Scott (CFS), and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Millbrook Elementary Additions and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC), and the Administration prepare a monthly status report for the Board’s review.
 
  1. Rollback of 2021-2022 Millage for Reassessment (Mr. Traxler)
 
The South Carolina Code of Laws,12-43-17 (A) state “once every fifth year each county or the State shall appraise and equalize those properties under its jurisdiction.Property valuation must be complete at the end of December of the fourth year and county or State shall notify every taxpayer of any change in value or classification if the change is one thousand dollars or more.In the fifth year, the county or State shall implement the program and assess all property on the newly appraised values.”Aiken and Saluda Counties have completed their reassessment programs.Reassessed values will be reflected on fall 2021 tax bills.
 
State law requires that rollback millage be used in a year in which a reassessment program is implemented.Rollback millage ensures that a government entity does not receive a windfall for changes in existing property tax values as result of reassessment.
 
 
 
 
 
 
 

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Out-of-District Requests – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District.“the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  1. Out-of-District Requests – Transfers In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will hold nonresidential students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. South Carolina Arts Commission – Arts in Basic Curriculum Grant Award East Aiken School of the Arts – FY22 (Mrs. Glover)
 
East Aiken School of the Arts has been awarded a South Carolina Arts Commission for the Arts in Basic Curriculum (ABC) Grant in the amount of $12,500.00.The purpose of the ABC grant is to assist schools and districts in developing and implementing arts initiatives that support quality arts education programs that significantly improve student achievement in the arts. The monies will be used to fund substitute teachers for arts teachers to conduct strategic planning to implement arts integration strategies across all grade levels, equipment, supplies and materials for theatre, music, dance and visual arts, informal and formal performances, artists-in-residence instruction, professional development, arts-based field trips, instructional supplies and equipment maintenance.
 
  1. Wholespire Healthy Eating Active Living Mini Grant Award – Oakwood-Windsor Elementary School – FY22 (Mrs. Glover)
 
Oakwood-Windsor Elementary School has received a Wholespire Healthy Eating Active Living Mini Grant Award in the amount of $3,445.00 to support their project, Hydrating and ASSISTing our OWES Community in a Quest for Health.The monies will be used to purchase a hydrating station and soccer goals.
 
  1. Change Order Number 1 for the 2021 Installation of Flooring at Mossy Creek Elementary (Dr. Murphy)

  1. GMP #1 Site Package for the Highland Springs Middle School Project (Dr. Murphy)
 
HG Reynolds Company, Inc. received bids for CM at Risk for Highland Sprints Middle School Project.The design development budget was $6,525,000.00 for site and approved by the board on April 20, 2021.The COVID-19 price increases requires CD presentation to combine with GMP #1 presentation.The site GMP #1 is now $8,855,739.00.This 2.3 million increase for the site will also be cause for the building GMP to increase.When the building GMP is presented in October the exact funding options will be presented with a percentage coming from 8% cyclic reserves.The total construction budget needed with owner contingency will be approximately 55 million.

  1. Personnel Appointments (Mrs.  Hart)
 
The certified and classified personnel presented have been screened by Human Resources Department and interviewed and/or approved by the Principal or supervisor for each location.
 
  1. Revision of Policy IHBIB Primary/Pre-Primary Education (Child Development), First Reading (Dr. Minolfo)
 
The South Carolina Child Early Reading Development and Education Program Act of 2014 (Act 284), South Carolina Education Improvement Act of 1984 and Early Childhood Development and Academic Assistance Act of 1993 (Act 135) require school districts to establish and provide for the education of four-year-old children with predicted significant readiness deficiencies.
 
  1. Revision of Policy IKAA Tests and Examinations, First Reading (Dr. Minolfo)
 
Policy IKAA Tests and Examinations provides schools with guidance on which courses for students in grades nine and higher are required to have an exam.The policy also provides guidance for which examinations may be exempt, as well as, how the final grade is determined for semester courses and year-long courses.
 
 
  1. Revision of Policy IKA Grading/Assessment Systems, First Reading (Dr. Minolfo)
 
Aiken County Public School District offers a uniform grading policy to provide guidance for schools.Policy IKA Grading/Assessments is based on the South Carolina State Board of Education’s Uniform Grading Policy (UGP).The UGP was updated in May 2019.
 
 
 
 
 
  1. Update Organizational Chart in Policy CCA Organizational Chart, Final Reading (Dr. Minolfo)
 
Policy CCA present the organizational chart for the district administration beginning with the office of the Superintendent, Policy CCA Administrative Organization state that “The chart [Organizational Chart] represents the framework for administration and the lines of authority and responsibility.Within the framework established, each school will be encouraged and free to work out the educational program most appropriate for itself.”
 
  1. Consideration of Proposed ESSER II Funding Revisions (Mr. Traxler)
 
The Elementary and Secondary School Emergency Relief Fund (ESSER II) resulted from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) that was signed into law on December 27, 2020.The SC Department of Education (SCDE) was allocated $940.4 million in ESSER II funds.From that, our District is projected to receive $28,203,447.ESSER II funds must be spent by September 30, 2023.The Board approved the original plan at its March 23, 2021, meeting.
 
  1. Consideration of Proposed ESSER III Spending Revision #1 (Mr. Traxler)
 
The American Rescue Plan (ARP) was signed into law on March 11, 2021. The SC Department of Education (SCDE) was allocated approximately $2.1 billion in Elementary and Secondary School Emergency Relief (ESSER III) funds from ARP, of which $63,386,401 is allocated to Aiken.Funds must be spent by September 3, 2024, with 15 allowable use categories.The School Board approved the District’s original ESSER III spending plan at its August 10, 2021, meeting.
 
  1. Proposed Revision to the 2021-2022 Calendar (Mr. Laurence)
 
On February 23, 2021, the board approved the academic calendar for the 2021-2022 school year.
