The attached summary of change orders presented is notification in accordance with Policy FGG.
 
  1. Construction Status Reports for the Midland Valley High Addition Project (Dr. Foster)
 
A construction status report for the Board is attached for review from McMillan Pazdan Smith Architecture.
 
  1. Construction Status Reports for the Millbrook Elementary Additions & Renovations Project (Dr. Foster)
 
A construction status report for the Board is attached for review from Goodwyn Mills and Cawood (GMC) Architects.
 
  1. Construction Status Reports for the North Augusta High School Phase III Addition Project (Dr. Foster)
 
A construction status report for the Board is attached for review from McMillan Pazdan Smith Architecture.

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.

The financial report of December 31, 2019 is submitted in the approved format.

  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.

 
  1. 2020 Painting of Jackson Middle, LBC Middle & North Augusta Middle (Dr. Foster)
 
Bids were received on March 19, 2020, at 1:00 p.m. and publicly opened for the 2020 Painting of Jackson Middle, LBC Middle & North Augusta Middle.There were 4 bidders for this project with the lowest responsible and responsive bidder being G & S Adventures, Inc. of Lexington, SC: Base Bid A ($190,000.00) for Jackson Middle; Base Bid B ($205,000.00) for LBC Middle; Base Bid C ($216,000.00) for North Augusta Middle.Total contract is in the amount of $611,000.00.The Five-Year Facility Improvement Plan for 2019-2020 has the funds needed to complete these project.
 
  1. Construction Bids for the 2020 Scrubbing, Sanding, Striping & Coating of Gymnasium Floors District Wide for Aiken County Public Schools. (Dr. Foster)
 
Bids were received for the 2020 Scrubbing, Sanding, Striping Coating of Gymnasium Floors District Wide on March 17, 2020 at 1:00 p.m. and publicly opened. There was 1 bidder with The Flooring Connection, LLC. Submitting the lowest responsible and responsive bid in the amount of ($15,200.00) for Base Bid A; ($14,900.00) for Base Bid B ($43,417.12) for a subtotal $73,517.12.The Five Year Facility Improvement Plan for 2020-2021 has the funds needed to complete these projects.
 
 
 
 
 
  1. 2020 Installation of Flooring @ J.D. Lever Elementary, North Augusta Elementary & Redcliffe Elementary (Dr. Foster)
 
Bids were received on March 17, 2020 at 10:00 a.m. and publicly opened for the 2020 Installation of Flooring @ J.D. Lever Elementary, North Augusta Elementary & Redcliffe Elementary.There were 5 bidders for this project with the lowest responsible and responsive bidders being Merit Flooring, Augusta, GA with Base Bid A ($37,816.00) for J.D. Lever Elementary, Base Bid C Shaw Carpet ($112,076.00) and Base Bid C VCT ($186,733.00) for Redcliffe Elementary, Carpet Creations, Aiken, SC with Base Bid B ($170,855.00) for North Augusta Elementary.The Five-Year Facility Improvement Plan for 2020-2021 has the funds needed to complete these projects.Total budget amount is $507,480.00.
 
  1. Request to Purchase Mini Buses (Dr. Foster)
 
The School Board approved the creation of the tier 3 behavior intervention program at its February 11, 2020 meeting. This new program will be housed in a separate building on Pinecrest campus.Students will be transported to the site from various areas of the county.
 
  1. A proposal to dismantle, transport, and erect the solar array from Gloverville Elementary School to Silver Bluff High School (Dr. Foster)
 
The Aiken County School board voted to remove the solar panels at Gloverville Elementary School and charged the administration with researching alternate sites to reinstall the current panels.When the energy services contract began on April, 2019, Silver Bluff High School was not a candidate for an array as it was served by Aiken Electric Cooperative.Effective January 1, 2020 the Cooperative changed its policy and is now willing to consider the possibility of allowing the construction of solar arrays and interconnections to its electrical grid on properties owned by its customers.The Silver Bluff High School site was chosen due to an abundance of open space adjacent to an existing sewage treatment facility and the lack of houses in close proximity to the proposed location.
 
  1. Forensic Science Textbook Adoption (Mrs. Glover)
 
The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by teacher committees for our district.  Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Textbook Depository.  This textbook was initially selected by a committee in the 2017-2018 school year, however it was not funded by the State.  Only one school in ACPSD, Aiken High School opted to move forward with Forensic Science at that time.  A decision was made not to order textbooks with district funds for that individual school.

The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School board those selected by teacher committees for our district.Upon approval by the School board and funding by the State, schools may proceed to order those textbooks from the State Textbooks Depository.
 
 

D.INDIVIDUAL ITEMS

 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Out-of-District Transfer Requests (Mr. Laurence)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District.“The parent/legal guardian must assume responsibility for transportation.”The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may charge tuition to nonresident students seeking to enroll in district schools.
 
  1. 2020-2021 Budget Calendar- Proposed Revision (Mr. Traxler)
 
The School Board adopted the 2020-2021 budget calendar at its October 8, 2019, meeting in accordance with Board Policy DBG Budget Adoption Process which requires the Aiken County Board of Education to adopt a budget calendar for November 1 each year.The budget calendar now requires revision as result of COVID-19.
 
  1. Re-employment of Certified Personnel for the 2020-2021 School Year (Mrs. Hart)
 
Personnel are employed for a one-year period by the Board of Education.According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year, or they will automatically be deemed “re-employed”. Pursuant to procedures previously approved by the Board, certified persons not otherwise subject to special conditions or requirements and whose contract entitlements are not affected by reassignment, are recommended as a group for re-employment for the following year (with the exception of employees who have given notice of their retirement or who have indicated an intention to resign prior to the start of the next school year).
 
 
 
 
 
 
  1. Re-employment of Certified Personnel, Subject to certain conditions, for the 2020-2021 School Year.  (Mrs. Hart)
 
Personnel are employed for a one year period by the Board of Education.According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year of they will be deemed “re-employed”.Many certified employees who otherwise recommended for employment for the next school year must nevertheless meet certain qualifying conditions or stipulations.This may be in order to qualify for the continuation or employment, or they may be conditions affecting their status for the following year.(Appearance of names of employees on this list should give rise necessarily to a perception of a problem or concern, as many of the required stipulations are very routine in nature, as already mentioned.)
 
  1. Non-Renewal of Identified Annual Contract Certified Personnel for 2020-2021 School Year.  (Mrs. Hart)
 
Personnel are employed for a one year period by the Board of Education.According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year or be automatically deemed “re-employed.”Persons presently serving under annual contracts, but who are not being recommended for re-employment, have limited due process rights under South Carolina law.
 
  1. Non-Renewal of Identified Continuing Contract Certified Personnel for 2020-2021 School Year (Mrs. Hart)
