1. Legislative Update (Mr. Liner)
- CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
1. Ratification of Expulsions (Dr. Alford)
The School Board, according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
2. Submission of the Workforce Innovation and Opportunity Act (WIOA): Adult Education and Family Literacy Act (AEFLA) Programs Federal Grant – FY19-21 (Dr. Washington)
In order to continue providing adult education and literacy services to the area, the Department of Adult Education requests to submit a grant for $225,257.25 through the 2018-2021 WIOA Adults Education and Family Literacy Act Programs Competitive Subgrant. Adult Education provides diploma, GED, WorkKeys, ABE, and ESL services to all of Aiken County and each year the program serves approximately 750 individuals. To support local workforce needs, the program aligns with the Lower Savannah Work Force Investment Area and coordinates academic and career education efforts with SC Works and Aiken Technical College. Current secondary education levels in the area are lower than the national average (U.S. Census Bureau, 2016b). Consequently, a significant portion of the population lacks access to skilled jobs and post-secondary educational opportunities.
3. Submission of the Adult Education and Family Literacy Act (AEFLA): Corrections Education Federal Grant – FY 19-21 (Dr. Washington)
In order to continue providing adult education and literacy services to individuals detained in local correctional facilities, the Department of Adult Education requests to submit a grant for $15,000 in funding through the 2018-21 WIOA Adults Education and Family Literacy Act Programs Competitive Subgrant. Adult Education provides WorkKeys and ABE support to incarcerated individuals, and in September 2018, the program will expand correction services by offering GED preparation. Each year the program serves approximately 50 individuals.
4. Submission of the Distinguished Arts Program (DAP) 2018-19 Arts Curricular Innovation Grant (ACIG) Application by Aiken Elementary School – FY19 (Dr. Washington)
Aiken Elementary School would like to submit an application to the SC State Department of Education for the Distinguished Arts Program (DAP) Arts Curricular Innovation Grant in the amount of $18,000.00. Aiken Elementary School will use the funding from this grant to provide professional development for teachers and to purchase supplies for music and visual arts classes.
5. DART Foundation Grant to North Augusta High School – FY18 (Dr. Washington)
North Augusta High School Robotics Teams were awarded a $5000.00 grant from the DART Foundation. The private family foundation established by William A. and Claire T. Dart considers requests for projects that support public school education with an emphasis on Science, Technology, Engineering, and Mathematics (STEM). The funds from this grant will be utilized to support four robotics teams at the school by purchasing robot parts, providing registration and competition fees, and securing transportation to competition events.
6. Awarding High School Credit with Honors Weighting for the acGateway Summer Program (Dr. Washington)
The summer acGateway program offers artistically gifted and talented students with an opportunity to experience rigorous and advanced studies during the summer. This program is six weeks in length and provides experiences and curriculum at a pace beyond the College Preparatory level. Students must audition and be accepted to participate in this program.
During the 2016-2017 school year, the State Department of Education issued the Honors Framework Implementation Guide, a guidance document to ensure that locally approved courses across the state meet certain criteria with regard to establishing courses with Honors weightings. For a course to receive Honors weighting, evidence must be provided that the course represents extension, acceleration, and enrichment of the South Carolina College Preparatory course of study; appropriate differentiation in instructional practices for advanced learner; and purposeful assessment practices that align with the honors level curriculum, and instructional best practices include pre-assessment, formative assessment, and summative assessment. Documentation must be retained at the district level to provide evidence that the Honors courses were developed using the framework.
7. Change Order #3 for the New Leavelle McCampbell Middle GMP #3 Building Package (Dr. Foster)
Change Order #3 for the New Leavelle McCampbell Middle GMP #3 Building Package is in the credit amount of $1,127,363.38.
8. GMP #1 for the Midland Valley Adult Education Renovations Project (Dr. Foster)
H.G. Reynolds Company, Inc. received bids for CM at Risk for the Midland Valley Adult Education Renovations Project. The GMP #1 construction budget for the Renovations of the old Midland Valley Prep building for the Adult Education program to move from the Byrd Learning Center to the Midland Valley Adult Ed Center site is $1,437,684.00. The total budget needed is $1,600,000.00, which includes design few and inspection fees. Funding will come from the Five Year Cyclic Plan unspent roofing and land acquisition budget.
9. Midland Valley High School Football Stadium Restrooms (Dr. Foster)
Bids were received for the Midland Valley High School Football Stadium Restrooms on March 6, 2018 at 2:00 p.m. and publicly opened. Bids were received from 3 vendors with J.E. Stewart Builders, Inc. submitting the lowest base bid of $798,000.00. The design, printing, advertising and contingency amounts to $185,000.00. The budget needed is $983,000.00 and will come from the Athletic account in the Five Year Facility Improvement Plan for year 2018-2019.
10. Design Development Presentation and Budget for the Ridge Spring High School Addition Phase II Project (Dr. Foster)
As part of the agreement between the Architects for this project (LS3P) and the administration, the architect shall present the proposed design development plans and budget to the Aiken County School Board for approval. The current project budget is $40,632,408.00. LS3P will provide a revised detailed cost estimate and project budget summary to the board on March 27, 2018. The overall budget has a 5%contingency. The administration is reviewing estimates and minimum scope changes.
11. Budget Adjustment #1; Fund #2, 3, 8 and 9 (FY18) (Mr. Traxler)
Periodically during the fiscal year, the Division of Fiscal Services submits adjustments to the approved budget as may be required in the conduct of operations.
12. 2018 Painting of Oakwood-Windsor Elementary, J.D. Lever Elementary & Paul Knox Middle
Bids were received on March 8, 2018 at 2:00 p.m. and publicly opened for the 2018 Painting of Oakwood-Windsor Elementary, J.D. Lever Elementary & Paul Knox Middle. There was 1 bidder for this project with the lowest responsible and responsive bidder being S&A Enterprises, Inc.; Base Bid A No bid for Oakwood-Windsor Elementary; Base Bid B No bid for J.D. Lever Elementary; Base Bid C ($55,000.00) for Paul Knox Middle. The Five-Year Facility Improvement Plan for 2018-2019 has the funds needed to complete this project. The district will rebid for Oakwood-Windsor Elementary and J.D. Lever Elementary. Total contract is in the amount of $55,000.00.

The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
2. Out-of-District Transfer Requests (Mr. Laurence)
Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, ‘the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
