B.CONSENT ITEMS: The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.
- Ratification of Expulsions (Mr. Laurence)
The School Board, according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
- Out-of-District Requests – Transfers Out (Dr. Minolfo)
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District.“the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
- Out-of-District Requests – Transfers In (Dr. Minolfo)
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will hold nonresidential students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.The district may charge tuition to nonresident students seeking to enroll in district schools.”
- Request for Approval for Home Instruction (Dr. Murphy)
The School Board, according to the Code of Laws for South Carolina Section 59-65-40, is authorized to approve home schooling for parents not opting for approval by the South Carolina Association of Independent Home Schools.The program has to meet certain standards as outlined in the bill, Policy IEK and IEK-R.
- Change Order #3 for the Midland Valley High School Addition Project (Dr. Murphy)
Shared Savings Credit for this Addition project is . . . . . <$1,275,528.02>
- Final Architectural Contract Documents for the Highland Springs Middle Project (Dr. Murphy)
The administration in conjunction with the Architect has completed the Final Contract Documents Budget for the Highland Springs Middle Project and will present to Aiken County Board of Education for approval.The project budget for construction id $43,955,872.00.The overall budget is $54,179,315.00 with a 3% contingency.Additional amount needed over the original budget of $32,000,000 is $22,179,315.00.These funds will come from 8% cyclic reserves.A detailed cost estimate and a project budget summary will be provided by LS3P Architects and H.G. Reynolds, Inc. at the board meeting.
- GMP #2 Building Package for the Highland Springs Middle School Project (Dr. Murphy)
HG Reynolds Company, Inc. received bids for CM at Risk for Highland Springs Middle School Project.The GMP #1 Site Package was submitted and approved by the board on September 14, 2021 for $8,855,739.00.The GMP # 2 Building Package is $35,058,364.00.The soft cost budget needed with owner contingency is $10,223,443.00.The overall project total budget needed is $54,137,546.00. $32,000,000.00 will come from the 90-million-dollar property tax bond and #22,137,546.00 will come from the 8% cyclic reserves.

- Personnel Appointments (Mrs. Hart)
The certified and classified personnel presented have been screened by Human Resources Department and interviewed and/or approved by the Principal or supervisor for each location.
- Revision of Policy IHBIB Primary/Pre-Primary Education (Child Development), Second Reading (Dr. Minolfo)
The South Carolina Child Early Reading Development and Education Program Act of 2014 (Act 284), South Carolina Education Improvement Act of 1984 and Early Childhood Development and Academic Assistance Act of 1993 (Act 135) require school districts to establish and provide for the education of four-year-old children with predicted significant readiness deficiencies.
- Revision of Policy IKAA Tests and Examinations, Second Reading (Dr. Minolfo)
Policy IKAA Tests and Examinations provides schools with guidance on which courses for students in grades nine and higher are required to have an exam.The policy also provides guidance for which examinations may be exempt, as well as, how the final grade is determined for semester courses and year-long courses.
- Revision of Policy IKA Grading/Assessment Systems, Second Reading (Dr. Minolfo)
Aiken County Public School District offers a uniform grading policy to provide guidance for schools.Policy IKA Grading/Assessments is based on the South Carolina State Board of Education’s Uniform Grading Policy (UGP).The UGP was updated in May 2019.
- Revision of Temporary Administrative Rules GCC-R (2) (Professional Staff) and GDC-R (2) (Support Staff), COVID-19 Related Leave (Mrs. Hart)
Administrative Rules GCC-R (2) (Professional Staff) and GDC-R (2) (Support Staff), COVID-19 Related Leave, approved May 5, 2020 established guidelines for implementation of temporary leave requirements under the Families First Coronavirus Response ACT (FFCRA), FFCRA concluded December 31, 2020, and paid leave was extended through June 30, 2021.Extension of paid leave from July 1, 2021 through December 31, 2021, was approved by the Board at its meeting on September 14, 2021.
