  1. Amendment to the Head Start/Early Head Start Grant (Mrs. Glover)

On October 22, 2019, the school board approved the submission of the ACPSD Early Head Start/Head Start Grant and the receipt of funds, if awarded. In June 2020, the grant was officially awarded to ACPSD with a start date of July 1 for a five-year grant award.Periodically, grants require amendments due to over/under-estimation of cost estimates or salary projections or when a change in plans has to occur. Due to the COVID-19 pandemic and the original grant submission occurring almost a year ago, the budget for this grant needs to be amended and requires board approval to do so.

This amendment includes eliminating the cost for three small buses to transport Head Start students. The former grantee transferred ownership of buses used during the prior grant period; therefore, this cost is no longer a need. These funds will be uses to install fire alarms at sites in order to meet DSS licensure in a K-12 setting, implement lawn maintenance at facilities, upgrade and/or install security systems, as well as to upgrade the Gloverville Head Start facility located on Lawana Drive.Additionally, funds were included to contract with Barnwell County First Steps to administer both Early Head Start and Head Start in that area.Barnwell County First Steps will only administer the Early Head Start services; therefore, those grant monies will be used to fund salaries and benefits of those employed by ACPSD to provide Head Start services.

Due to the COVID pandemic, the district is operation two district instructional delivery models for high school students – hybrid, which currently includes two days of face-to-face instruction followed by three days of remote learning; and full-time virtual through AIKEN INNOVATE,where the majority of high school credit courses are designed and NCAA accredited by VirtualSC (VSC).In response to social distancing requirements of the COVID pandemic, VSC has eliminated all semester exams for the 2020-2021 school year.To ensure equity for all ACPSD students enrolled in both the hybrid and virtual models, it is the administration’s recommendation to suspend semester exams for all high school courses for the current school year.
