         1.         Program Evaluation – Full Circle Technology Initiative (Mrs. Olin)
 
 
2.         Construction Status Reports for the Aiken High School Phase 3 James Taylor      Gymnasium Renovation Project (Dr. Foster)
                       
            In an effort to keep the Board current on the status and budget of this school   construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
 
3.         Construction Status Reports for the Ridge Spring-Monetta Middle/High Phase 2 Addition Project (Dr. Foster)
           
            In an effort to keep the Board current on the status and budget of this school   construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.

          4.         Construction Status Reports for the Graniteville Elementary Renovations &    
          Additions Project (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school   construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC), and the Administration prepare a monthly status report for the Board’s review.
 
 
          5.         Construction Status Reports for the Silver Bluff High Football Stadium Project (Dr.           Foster)
 
             In an effort to keep the Board current on the status and budget of this school   construction project, the Architects for this project, McMillan Pazdan Smith         Architecture and the Administration prepare a monthly status report for the Board’s
          review.
 
 
         6.         Expansion of Community Eligibility Provision (Mr. Traxler)
 
          The District currently has 16 community eligibility provision (CEP) schools.  All      students at those schools are eligible for breakfast and lunch at no cost.  The              District wishes to expand CEP by three schools during the 2019-2020 school year:            LBC Middle, Schofield Middle, and Mossy Creek Elementary.  The 2018-2019 school was the District’s first year of CEP participation.
 
 
7.         Financial Report, as of April 30, 2019 (Mr. Traxler)
 
            The financial report of April 30, 2019 is submitted in the approved format.
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
1.         Request to Admit Foreign Exchange Student (SAHS) (Mr. Laurence)
 
            School Board Policy JFABB establishes guidelines for the admission of the         exchange students to the high schools in the School District of Aiken County.
 
 
2.         Participation in a Cooperative Contract with the South Carolina School Food        Services Purchasing Alliance for Food and Non-Food Items (Mr. Traxler)
 
            The SC School Food Services Purchasing Alliance functions to maximize the       buying power of school districts in South Carolina by facilitating cooperative purchasing opportunities.
 
 
          3.         Funding Flexibility for the Quarter Ending June 30, 2019 (Mr. Traxler)
 
           Under provisos 1.28, 1.31 and 1A.14 for Fiscal Year 2018-2019, all school districts and special schools of this State may transfer and expend funds “to ensure the delivery of academic and arts instruction to students” with certain limitations.  Among the requirements, each district’s board and superintendent must certify the specific flexibility actions taken.  The certifications must be in writing, signed by the Board Chairman and Superintendent, and delivered electronically to the State Superintendent of Education.  An electronic copy must be sent to the SC Department of Education which will subsequently forward the information to the Chairman of the Senate Finance Committee, the Chairman of the Senate Education Committee, the Chairman of the House Ways and Means Committee, and the Chairman of the House Education and Public Works Committee.  The certification must be posted on the district’s website.
 
 
  1. INDIVIDUAL ITEMS:
           1.         Personnel Appointments (Mrs. Hart)
 
             The certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, ‘the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
3.         Closing of Aiken Performing Arts Academy Charter School (APAA) (Mr. Laurence)
 
            On April 14, 2019, Aiken Performing Arts Academy notified the district by letter that its board had voted unanimously to end operations as of June 30, 2019.         
 
 
4.         Changes to Policy ADC Tobacco-Free School District, First Reading (Mr. Laurence)
 
           On April 26, 2019, the governor signed Act 25 of 2019/H. 3420 into law.  This is an update to the Youth Access to Tobacco Prevention Act of 2006 and inserts a new section into Title 59, Chapter 1 that requires the following: 
 
            Section 59-1-380, (A) by August 1, 2019, every local school district in the State shall adopt, implement, and enforce a written policy prohibiting at all times the use of any tobacco product or alternate nicotine product by any person in school buildings, in school facilities, on school campuses, and in or on any other school property owned or operated by the local school administrative unit.  The policy also must prohibit the use of any tobacco product or alternative nicotine product by persons attending a school-sponsored event at a location not listed in this subsection when in the presence of students or school personnel or in an area where smoking or other tobacco use is otherwise prohibited by law.
 
 
5.         Changes to Policy CBED Tobacco-Free Workplace, First Reading (Mr. Laurence)

7.         Revisions to the Code of Student Conduct – Final Reading (Dr. Foster)
 
            The Code of Student Conduct is reviewed and updated annually.  As part of this process, a discipline steering committee consisting of community members, parents, educational leaders, teachers, board members, and administrators from all three grade levels reviews the Code of Student Conduct, and considers recommended additions, deletions, and revisions from school administration.  Recommendations include the provision of clear guidance for school administrators in addressing student incidents with the intent of increasing consistency and appropriateness throughout the District.
