3.         Construction Status Reports for the North Augusta High School 2B Addition Project (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith  Architecture and the Administration prepare a monthly status report for the          Board’s review.
 
 
4.         Construction Status Reports for the Aiken High School Phase 2B Addition  Project (Dr. Foster)
                      
             In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s           
          review.
 
 
5.         Construction Status Reports for the Ridge Spring-Monetta Middle/High      Phase 2 Addition Project (Dr. Foster)
 
             In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD.,  and the Administration prepare a monthly status report for the Board’s             review.
 
 
6.         Facilities Construction Department Quarterly Change Order Notification (Dr.  Foster)
           
             Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00.  The policy requires a          summary of such change orders to be presented to the Board at least once    a quarter for notification.
 
 
          7.         Financial Report, as of October 31, 2018 (Mr. Traxler)
 
                                The financial reports of October 31, 2018 is submitted in the approved
format.
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
 
    1.         Ratification of Expulsions (Dr. Alford)
 
              The School Board, according to the Code of Laws for South Carolina    
    Section 59-63-240, is authorized to expel students from school.  Although the
    Board may receive recommendations for expulsion from others, it solely is
    empowered to take the final expulsion action.
 
 
2.         Western Carolina State Fair Donation to the Aiken County Career and Technology Center – FY19 (Mrs. Glover)
 
            The Aiken County Career and Technology Center was given a $2,000 donation from Western Carolina State Fair.  The funds from this donation will be used to support the Criminal Justice program.
 
 
3.         Submission of Grant Application by the Business Services Department for the South Carolina School Boards Insurance Trust Risk Control Grant – FY19 (Mr. Traxler)
 
            The Business Services Department would like to submit a grant application for a $55,088.61 South Carolina School Boards Insurance Trust Risk Control Grant.  The non-competitive grant program provides funding for the one-time purchase of a product or service that supports a member district’s risk management objectives.
 
 
4.         Items to be Declared Surplus and Method of Disposal – Electronic Equipment (Mr. Traxler)
 
            Electronic equipment has been determined to be obsolete and is no longer of use to the District.  In accordance with the ACPSD Procurement Regulation XXVII,C,1: Surplus Management, Board approval is required for the disposal of any screened surplus            items.  These items have been screened and are no longer of use to the District.
 
 
5.         Items to be Declared Surplus and Method of Disposal – Activity Bus (Mr. Traxler)
 
            One activity bus has been determined to be obsolete and is no longer of use to the District.  Board approval is necessary to dispose of any surplus items (Procurement Regulations: Surplus Management XXVII,C,1).
 
 
6.         Detailed Lawn Maintenance Services for Bids for Area One (Dr. Foster)
 
            Bids were received for Lawn Maintenance Services for Area One and Two of Aiken County Public Schools on November 19, 2018 at 2:00 p.m.  Bids were received from two vendors with Plantation Nurseries being the lowest bidder for Area One and Two.  The second bidder (Laurel Wood Landscaping) entered no bid for Area One and was the higher bidder in Area Two.  Aiken County School District proposes a pilot program for lawn maintenance services for Area One at this time.  The annual cost for Area One will be $168,600.00 and will be funded with unfilled vacancies.
 
 
7.         Submission of Early Head Start Grant (Mrs. Glover)
 
            The Early Head Start (EHS) competitive grant opportunity is a federally-funded grant provided through the Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019 and Continuing Appropriations Act, 2019.  The grant’s purpose is to provide early, continuous, intensive and comprehensive child development and family support services to enhance the physical, social, emotional, and intellectual development of participating children; support parents’ efforts to fulfill their parental roles; and help parents move toward self-sufficiency.
 
            Aiken County Public School District’s Early Head Start’s grant proposal includes comprehensive services for a total of 88 children aged birth to 3 years in a center-based program option to encompass full day, five days per week, 46 weeks per year.  EHS services will be provided for eligible families in Aiken County at four center-based sites in Aiken, Graniteville, Gloverville and Wagener, which are in unserved and/or underserved communities with high rates of poverty, limited access to affordable health care, as well as limited and affordable high-quality and comprehensive child care services.  The school district will deliver comprehensive services responsive to the needs of infants/toddlers and their families in the areas of education, health and nutrition, mental health, disabilities, and parent and community engagement.
 
            The grant includes a start-up budget to begin operations in the amount of $1,146,984.00 and a five-year annual budget in the amount of $1,905,488.00.
 
            The budget includes personnel, training updated and new playground equipment, funds to update spaces to meet program specifications, curriculum and supplies, technology, general supplies, dental and health screenings, mental health services, rent and utilities.

1.         Personnel Appointments (Mrs. Hart)
 
            The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
 
 
2.         Expansion of Thematic Programs (Mrs. Glover)
 
            During the 2015-2016 school year, district leadership and stakeholders began research and discussion to pursue thematic programs to provide focused identities and choices in our schools.  During the 2016-2017 school year, the seven high schools began implementation of their thematic designations, and in 2018-2019 the Aiken Scholars Academy opened as a middle college.  During the 2017-2018 school year, additional schools began investigation with their school leadership teams and other stakeholders to identify their current core areas of strength as well as unique community interests to build upon those as the foundation for their thematic programs.
