A.                  INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.

The financial report of February 29, 2012 is submitted in the approved format.

B.                 CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
 
1.                  Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
 
2.                  Request to Admit Foreign Exchange Student (Dr. Stowe)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
 
 
 
3.                  2012-2013 School Improvements Funds (Dr. O’Gorman)
 
According to No Child Left Behind’s “LEA and School Improvement, Non-Regulatory Guidance,” specific technical assistance responsibilities regarding school and district improvement include the state’s reservation and allocation of Title I, Part A funds to support school improvement activities. These school improvement funds are allocated directly to districts for the implementation of strategies noted in school improvement plans and/or recommendations identified to improve student academic achievement in schools identified as “Needs Improvement.” Aiken County’s allocation for this purpose is $395,918.00.
 
   
 
4.          Title III Allocations for English Language Acquisitions, FY13 (Dr. O’Gorman)
 
The Aiken County Public School District has received $152,809 from the State Department of Education through the U.S. Department of Education’s No Child Left Behind Act to supplement its Title III English Language Acquisition Program. The purpose of this English Language Acquisition Program is to assist state education agencies (SEAs) and local education agencies (LEAs) in providing supplementary educational services and offsetting costs for English as a second language students enrolled in elementary and secondary schools. 
 
 
 
 
5.           Bi-Lo, LLC Donation to J. D. Lever Elementary School – FY12 (Dr. O’Gorman)
 
J. D. Lever Elementary School was given a $1,239.15 donation from Bi-Lo, LLC. Funds from this donation will be used to pay their copier contract monthly fees.
 
 
 
6.            Sunshine House, Inc. Donation to East Aiken Elementary School – FY12 (Dr. O’Gorman)
 
East Aiken Elementary School has been awarded a $3,209.15 donation from Sunshine House, Inc. The funds will be used to purchase janitorial supplies, cleaning supplies, desks, chairs, and office supplies.
 
 
 
 
               7.             Title I School Allocations for the 2012-2013 School Year (Dr. O’Gorman)
 
The purpose of Title I, No Child Left Behind, is to enable schools with significant poverty percentages to provide opportunities for disadvantaged children to meet challenging state performance standards.
 
The Title I school allocations shown on the attachment reflect a poverty ranking of schools based on the March 2012 USDA free/reduced meal report and the 2011-2012 school year 135 day ADM report. The highest Title I per pupil allocation is appropriated to the schools with the highest concentration of poverty, using descending increments for lower poverty tiers.
 
   
 
            8.                Supplemental District Textbook Adoption (Dr. O’Gorman)
 
The state has not provided funding for textbooks for the last several years, and the typical replacement cycle for textbooks is behind schedule. With funding remaining from the 2011-2012 SCDE budget and expected funding for 2012-2013, the state is seeking to get back on schedule and replace out-of-date textbooks.
 
 
9.             The Removal and Disposal of Asbestos Containing Floor Tile and Mastic at Oakwood-Windsor Elementary Project (Mr. Caver)
 
Bids were received for The Removal and Disposal of Asbestos Containing Floor Tile and Mastic at Oakwood-Windsor Elementary Project on April 17, 2012 at 2:00 and publicly opened. There were 4 bidders with the lowest bid being submitted by Asbestos & Demolition, Inc. in the amount of $24,750.00. This project will be funded through the Five Year Facility Improvement Plan asbestos account. 
           
 
 
10.          Replacement of Gloverville Elementary and Leavelle McCampbell Middle Intercom System (Mr. Caver)
 
Bids were received for the Replacement of Gloverville Elementary and Leavelle McCampbell Middle Intercom System on March 20, 2012 at 2:00 p.m. and publicly opened. There was 1 bidder with the lowest bid being submitted by G&G Electrical Services in the amount of $388,728.00. The Maintenance Department can no longer repair or maintain the system due to inadequate wiring and inability to obtain parts. The Five-Year Facility Improvement Plan for 2011-2012 as approved by the Board has $600,000.00 budgeted for this project, which is adequate.
 
  
 
11.              2012 A. L. Corbett Middle School Additions Project (Mr. Caver)
 
                Bids were received for Aiken County Public Schools, 2012 A.L. Corbett Middle School Additions Project on April 10, 2012 at 2:00 p.m. and publicly opened. Bids were received from 4 vendors with RCN Contracting submitting the lowest base bid of $528,661.00. The base bid includes general construction for approximately 2,400 square feet connecting the school’s gymnasium and classroom wings; adding concessions, restrooms, ramp, and sitework complete. The design, printing, advertising and contingency amounts to $115,000.00. The Five-Year Facility Improvement Plan for 2011-2012 as approved by the Board has $1,200,000.00 budgeted for this project, which is adequate.
 
   
 
12.              2012 Installation of Carpet and Vinyl Composition Floor Tile at Aiken Middle, Kennedy Middle, North Aiken Elementary (k-wing & Media), Oakwood-Windsor Elementary (old building), ACCC and Silver Bluff High (Mr. Caver)
 
 
 
13.          Wireless Temperature Monitoring Software for Food Service Department (Mr. Traxler)
 
The School Food Service (SFS) Department manually monitors cooler/freezer temperatures. During holidays and breaks, SFS staff is required to check temperatures every other day.  An automated monitoring process would help ensure that food storage temperatures have not been compromised.      
 
 
 
            14.              Delivery Truck for School Food Service Department (Mr. Traxler)
 
The School Food Service (SFS) Department utilizes a refrigerated truck to make food deliveries to each school while ensuring that food it kept at a safe temperature. The current truck has been in operation for more that 15 years and is near the end of its useful life. 
 
 
 
15.              Out-of-District Transfer Requests (Dr. Stowe)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
