The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or Supervisor for each location.

Policy JLCDB Use of Lifesaving Medications, Second Reading (Dr. Minolfo)
 
On May 16, 2023, Governor Henry McMaster signed into law the use of Lifesaving Medications in Schools.
 
  1. Proposed One Time Use of Fund Balance (Mr. Traxler)
 
Board Policy DA describes the District’s fund balance thresholds. Board policy establishes a minimum of two months’ reserves with a desire to have at least three months. At the conclusion of the June 30, 2023, audit, the District had approximately 3.37 months’ unassigned reserves. Fund balance has been utilized periodically to address one-time (non-recurring) needs while continuing to maintain fund balance at sufficient levels.
 
 
 

B.CONSENT ITEMS:   The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board, according to the Code of Laws for South Carolina Section
 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  1. Out-of-District Transfer Requests – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition in the receiving district.”
 
 
 
  1. Aileen S. Andrews Foundation donation to North Aiken Elementary School – FY24 (Dr. Edwards)
 
North Aiken Elementary School has been given a $3,000.00 donation through the Aileen S. Andrew Foundation The funds will be used to purchase student incentives to support students in meeting their behavior goals  These incentives may include supplies for the Bear Bucks Store where students can use their good behavior rewards for incentive items and/or end of year field trip for those who have not received any write-ups for the year.
 
 
  1. Central Carolina Community Foundation Grant Donation for the Midland Valley Are Elementary School Libraries – FY24 (Dr. Edwards)
 
The Central Carolina Community Foundation has awarded a grant in the amount of $6,000.00 to be distributed equally to the six Midland Valley Area elementary schools and are to be used to purchase books for the schools’ libraries.
 
 
  1. Team Works Foundation Donation to New Ellenton Middle STEAM Magnet School – FY24 (Dr. Edwards)
 
Team Works has donated $1,268.00 to the New Ellenton Middle STEAM Magnet School’s Athletics Department for the purchase of athletic supplies and uniforms.
 
  1. Anonymous Donation to School Food Services for Outstanding Student Food Service Accounts – FY24 (Mr. Traxler)
 
School Food Services has received a $2,050.48 donation from an anonymous donor to be applied to student food service accounts for students with greatest need at eight designated elementary schools, five middle schools and four high schools. The Funds will be used to clear negative balances for students who qualify for free lunch but who may not have completed an application and for those on reduced lunch.
 
  1. Schematic Plans and Design Development Drawings/Budget for the North Augusta High Athletic Fields Phase 4. (Dr. Murphy)
 
The administration in conjunction with the Architect (McMillan Pazdan Smith Architecture) has completed the Schematic Plan and Design Development for the North Augusta High Athletic Fields Phase 4 and will present to Aiken County Board of Education for final approval.
 
 
 
 
 
 
 
  1. Utilities Installation Easement for CKJ Properties and Breezy Hill Water & Sewer Company, Inc. (Dr. Murphy)
 
As part of the routine site work and infrastructure for any building, this utility sanitary sewer easement is located on the Midland Valley High Property. CKJ Properties, LLC has asked for a non-exclusive easement agreement in order to document both their right to make the installation, as well as the location there of. The school district may utilize the sewer line, if needed.

  1. Semi Annual Update on Minority Business Enterprises Utilization Plan (Mr. Traxler)
 
The School Board approved the then proposed Minority Business Enterprise (MBE) Utilization Plan, in accordance with the South Carolina Consolidate Procurement Code at its July 18, 2023, meeting. That plan requires semi-annual reporting in January and July. The plane must be updated annually for any changes no later than July 30.
 
  1. Monthly Financial Report for the Period Ended October 31, 2023 (Mr. Traxler)
 
The Business Services Department submits monthly financial reports for Board review consideration and acceptance.
