  1. Personnel Appointments (Mrs. Hart)
 
The administrative, certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Revision of the following policy and administrative rule: Policy ADA School District Goals and Objectives, First Reading, Administrative Rule ADA-R School District Goals and Objectives (Dr. Minolfo)
 
Policy ADA School District Goals and Objectives, First Reading and Administrative Rule ADA-R School District Goals and Objectives provide guidance to “develop a five-year strategic plan and schools will develop five-year school renewal plans to align resources and initiatives that are focused on accountability and the improvement of student academic performance, data-driven decision making and continuous improvement.
 
  1. Changes to Policy GCC Professional Staff Leaves and Absences and Policy GDC Support Staff Leaves and Absences, First Reading.  (Dr. Minolfo)
 
Policies GCC and GDC establish the basic structure for all types of professional and support staff leaves and absences.
 
  1. Adoption of the following policy:  Policy GCLE Unencumbered Time, First Reading (Dr. Minolfo)
 
Policy GCLE Unencumbered Time and Administrative Rule GCLE-R Unencumbered Time, in accordance with S.C, Code Section 59-5-63,meets the requirement that the “District will require the principal of each elementary school to provide at least 30 minutes of unencumbered time on each regular school day to all full-time teachers teaching in grades kindergarten through fifth grade, and require the principal of each elementary, middle or high school, to provide at least 30 minutes of unencumbered time on each regular school day to any full-time teacher who is responsible for instructing a special education class for more than 20 percent of the school day with students who are removed from the general education setting.”
 
 
 
 
 
 
 
 
 
 
 
 
  1. 4x4 Block Schedule:  Revision of the following administrative rule:  Administrative Rule ID-R School Day (Mr. Postell & Dr. Minolfo)
 
The high school principals’ team, along with staff from each school, has spent considerable time researching the benefits to our students of moving our high school instructional day to a four-by-four (4x4) block schedule.The team is confident that the benefits to our students and schools are significant.Some of the key benefits include: increased opportunity for Career and Technical Education (CTE) courses, increased opportunities for more elective courses, ability for remediation and increased on-time graduation, and the opportunity to focus on four classes per semester.
 
The team conducted detailed conversations with stakeholders as well as districts around South Carolina to prepare for this move and is confident that the move can be accomplished for the 2023-2024 school year.There is a thorough professional development plan in place to train teachers and a parent education plan in the works to help parents make the adjustment with their students.
 
  1. Pay for Summer 2023 ESSER Programs (Mr. Traxler)
 
The District has conducted ESSER-funded summer programming to combat learning loss since summer 2021.This summer’s program is scheduled during the month of June.

  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
  1. Out-of-District Transfer Requests 2023-2024 – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
 
 
 
 
 
 
  1. Out-of-District Transfer Requests 2023-2024 -Transfers In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
 
  1. Request to Admit Foreign Exchange Students (Dr. Minolfo)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
 
  1. Aileen S. Andrew Foundation Donation to North Aiken Elementary School – FY23 (Dr. Edwards)
 
North Aiken Elementary School has been given a $5,000.00 donation through the Aileen S. Andrew Foundation.The funds will be used to purchase student incentives to support students in meeting their behavior goals.
 
  1. Public Education Partners (PEP) of Aiken County Grant Awards to the Aiken County Public School District – FY23.  (Dr. Edwards)
 
The Aiken County Public School District has been given a $3,843.72 in grant awards from the Public Education Partners (PEP) of Aiken County.
 
  1. Submission of the GenCyber Grant Application by Aiken County Career & Technology Center – FY24 (Dr. Edwards)
 
The Aiken County Career & Technology Center (ACCTC) would like to apply for the GenCyber Grant in the amount of $175,000.00 to be used in a two-year timeframe beginning Summer 2024 – Summer 2026.
 
  1. Change Order #1 for Highland Springs Middle Project-GMP #2 (Dr. Murphy)
 
Change Order #1 for Highland Springs Middle Project for Aiken County Public Schools is submitted for your review and approval.
