A.INDIVIDUAL ITEMS

 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Update Organizational Chart in Policy CCA Organization Chart, First Reading (Mrs. Hart)
 
Policy CCA presents the organizational chart for the district administration beginning with the office of the Superintendent.Policy CC Administrative Organization states that “The Chart [Organization Chart] represents the framework for administration and the lines of authority and responsibility.Within the framework established, each school will be encouraged and free to work out the educational program most appropriate for itself.”
 
  1. Revision of the following policy and administrative rule:  Policy EHB Data/Records Retention, First Reading, Administrative Rule EHB-R Data/Records Retention (Dr. Minolfo)
 
Aiken County Public School District cyclically reviews policies and administrative rules.Policy EHB Data/Records Retention and Administrative Rule EHB-R Data/Records Retention provide a system for maintenance, retention and periodic destruction of appropriate records.Such system will be in compliance with applicable laws and regulations.
 
  1. Approval of the following policy:  Policy EBCB Safety Plans and Drills, Second Reading (Dr. Minolfo)
 
Effective July 2, 2018, in the South Carolina Code of Laws Section 59-17-160, “each school district board of trustees and the governing body of each charter school shall adopt a policy and program for school facility fire and safety, including inspections, before the beginning of the 2020-2021 School Year.”In a memorandum dated May 25, 2021 from the Director of Government Affairs, the requirement for policy adoption was extended to July 1, 2022.
 
  1. Revision of the following policy: Policy ICA School Calendar, Second Reading (Dr. Minolfo)
 
The district is required to produce a school calendar per South Carolina Code of Laws that meets specific requirements for the number of days of school, professional development days for teachers, and make-up days.Policy ICA School Calendar provides guidance to administration to ensure the school calendar meets requirements.
 
 
 
 
 
 
  1. Revision of the following polices and administrative rule:  Policy IHAE Physical Education, Second Reading, Policy IHBC Programs for At-Risk/Disadvantaged Students, Second Reading, (Dr. Minolfo)
 
Aiken County Public School District cyclically reviews policies and administrative rules.Section I – Instruction are policies that provide guidance for the district on instructional practices in the district.
 
  1. Issuance and Sale of General Obligation Bonds, Series 2022 (Mr. Traxler)
 
Section 1 of Article X of the Constitution of the State of South Carolina provides that subsequent to November 30, 1982, school districts of the State may issue bonded indebtedness in an amount not exceeding eight percent (8%) of the assessed value of all taxable property therein.
 
The School Board approved issuance of $18,500,000 bonds in the District’s adopted 2022-2023 budget and as part of the District’s Five-Year Facilities Plan.
 
  1. Request to Repurpose Designated Fund Balance Remaining from FY 2019 One-Time Funds (Mr. Traxler)
 
The School Board approved use of fund balance totaling $6,015.000 at its December 11, 2018, meeting to address a variety of one-time needs.A portion of those approved funds remained as of June 30, 2022.
 
  1. District Strategic Plan 2023-2027 (Mrs. Hart & Dr. Minolfo)
 
Each school district must develop a five-year district strategic plan and each school must develop a five-year school renewal plan as required by the Early Childhood Development and Academic Assistance Act of 1993 and the Education Accountability Act of 1998. District and school plan shall coordinate and align improvement initiatives [State Board Regulation 43-261].
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Out-of-District Transfer Requests – Transfers In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation. The Board will nonresident students to the behavioral and academic requirements set out in policy JFAA admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Out-of-District Transfer Requests – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the district, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  1. Anonymous Donation to School Food Service for Outstanding Student Food Service Accounts – FY23 (Mrs. Glover)
 
School Food Service has received a $1,657.97 donation from an anonymous donor to be applied to student food service accounts for students with greatest need at eight designated elementary schools and two middle schools.The funds will be used to clear negative balances for student who qualify for free lunch but who may not have completed an application and for those on reduced lunch. Elementary schools designated by the donor include:Millbrook, Chukker Creek, Belvedere, Hammond Hill, North Augusta, Byrd, Graniteville, and Redcliffe.The designated middle schools are Jackson and New Ellenton.
 
  1. Submission of the SC Department of Social Services (DSS) Technology Grant Application – Freedmen Early Learning Center – FY23 (Mrs. Glover)
 
The Freedmen Early Learning Center is requesting to submit a grant application for SC Department of Social Services (DSS) Technology Grant for a total of $50,000.00. SC DSS is offering a one-time Technology Grant for child care providers.
 
  1. Aiken County Public School District (ACPSD) Head Start/Early Head Start Program
1) Continuation Funding Application Fiscal Year 11/01/2022 – 10/31/2023
2)School Readiness Goals & Progress Goals (Mrs. Glover)
 
The Office of Head Start requires that all Head Start and Early Head Start program submit continuation funding applications no later than 90 days before the end of the programs current fiscal budget year.ACPSD’s budget year ends on 10/31/2022.
 
Head Start Performance Standards: 1302.102 requires a program, in collaboration with the governing body and policy council, to establish goals and measurable objectives that include school readiness goals and Strategic long-term goals.

  1. Monthly Financial Report for the Period Ended April 30, 2022 (Mr. Traxler)
 
The Business Services department submits monthly financials for Board review, consideration, and acceptance.
 
  1. Report of Minority Purchases for the Fiscal Year ended June 30, 2022 (Mr. Traxler)
 
The DistrictProcurement Code requires an annual reporting of purchases made from minority vendors.
