  1. Construction Status Reports for the Belvedere Elementary School Addition and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Hammond Hill Elementary Additions and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school’s construction project, the Architects for this project, Cheatham Fletcher Scott (CFS), and the Administration prepare a monthly status reports for the Board’s review.
 
  1. Construction Status Reports for the Millbrook Elementary Additions and Renovations Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC), and the Administration prepare a monthly status report for the Board’s review.
 
  1. Construction Status Reports for the Ridge Spring-Monetta Elementary Phase 3 Addition Project (Dr. Murphy)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.

  1. Out-of-District Transfer Requests (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.

  1. South Carolina Council on Competitiveness Donation to the Jackson STEM Magnet Middle School – FY21 (Mrs. Glover)
 
Jackson STEM Magnet Middle School has been given a $2,000.00 donation from the South Carolina Council on Competitiveness.The funds will be used to purchase materials and supplies for STEM activities.
 
  1. Submission of the Department of Justice’s Office of Community Oriented Policing Services (COPS) School Violence Prevention Program (SVPP) Grant Application – Aiken County Public School District – FY22 (Dr. Murphy)
 
The Department of Justice’s Office of Community Oriented Policing Services (COPS) School Violence Prevention Program (SVPP) is designed to provide funding to improve security at schools and on school grounds in the recipient’s jurisdiction through evidence-based school safety programs.Each award is three years (36 months) in duration for a maximum of $500,000 per award.Aiken County Public School District will be applying for $500,000 and providing 25% matching funds of $125,000 per grant requirements.The allowable uses of SVPP funds include:
  • Coordination with local law enforcement
  • Training for local law enforcement officers to prevent school violence against others and self
  • Placement and use of metal detectors, locks, lighting, and other deterrent measures
  • Acquisition and installation of technology for expedited notification of local law enforcement during an emergency
  • Any other measure that, in the determination of the COPS Office Director, may provide a significant improvement in security.
 
The funds will be used to employ a Security and Emergency Manager for the district and to provide access technology to building for law enforcement /fire personnel.

  1. 2021 Painting of Byrd Elementary, Clearwater Elementary, East Aiken School of the Arts, New Ellenton Middle, and Paul Knox Middle (Dr. Murphy)
 
Bids were received on Jun 1, 2021, at 3:00 p.m. and publicly opened for the 2021 Painting of Byrd Elementary, East Aiken School of the Arts, New Ellenton Middle, and Paul Knox Middle.  There were 5 bidders for this project with the lowest responsible and responsive bidder being Glory Painting, LLC of Columbia, SC:  Base Bid A ($45,000.00) for Byrd Elementary; Base Bid D ($25,200.00) for New Ellenton Middle.  CertaPro Painters of the CSRA of Martinez, GA with the lowest responsible and responsive bidder for Base Bid B ($124,450.00) for Clearwater Elementary; Base Bid C ($149,303.00) for East Aiken School of the Arts.  The total to paint the above schools is in the amount of $343,953.00.  The Five-Year Facility Improvement Plan for 2021-2022 has the funds needed to complete these projects.
 
  1. New Ellenton Fire Department Donation to New Ellenton Middle STEAM Magnet School and Greendale Elementary School – FY21 (Dr. Murphy)
 
The New Ellenton Fire Department has donated Bleeding Control Kits to New Ellenton Middle STEAM Magnet School and Greendale Elementary School for all classrooms.The dollar values of the bleeding control kits for each school are $1,315.44 and $1,550.34 respectively for a total donation of $2,865.78 in kits.
 
  1. Items to be Declared Surplus and Method of Disposal (Mr. Traxler)
 
Electronic equipment (E-waste) has been determined obsolete and is no longer of use to the District.Board approval is necessary prior to disposal of the any surplus and/or obsolete items (Procurement Regulations:Surplus Management XXVII, C,1).
 
 
 
 
 
 
 
 
 
 
  1. Funding Flexibility for the Quarter and Year Ending June 30, 2021 (Mr. Traxler)
 
Under provisos 1.25, 1.30 and 1A.14 for Fiscal Year 2020-2021, all school districts and special schools of this state may transfer and expend funds “to ensure the delivery of academic and arts instruction to students.”Flexibility guidelines require that each district’s board and superintendent certify the specific flexibility actions taken.The certification must be in writing, signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education.The SC Department of Education will subsequently forward the information to various legislators and legislative bodies.The certification must be posted on the district’s website.
 
  1. Proposed American Rescue Plan (ARP) Summer Pay -Head Start and Early Head Start (Mr. Traxler)
 
As a result of Public Law 117-2, the American Rescue Plan Act, 2021 (ARP) which is a $1.9 trillion plan that includes $1 billion for Head Start programs for one-time activities in response to COVID-19, all Head Start, Early Head Start, and Early Head Start-Child Care Partnership grantees are eligible to receive additional funds proportionally bases on funded enrollment levels.The Aiken County Public School District’s Head Start/Early Head Start Program has been allocated $459,456 in ARP grant funds.The funds must be spent by March 31, 2023.
