  1. Construction Bids for Hammond Hill Elementary Addition & Renovations Project (Dr. Murphy)
 
Bids were received for the Constructions bids for Hammond Hill Elementary Addition & Renovations Project on October 8, 2020 at 2:00 p.m. and publicly opened. Bids were received from 4 vendors with H.G. Reynolds Construction Co., Inc. submitting the lowest overall bid when coupling the base bid with alternate.Their base bid was $11,290,000 for the new two-story classroom addition and $3,950,000 for the Alternate #1 which includes adding a classroom, cafeteria and kitchen addition.Their total construction budget for the entire projects comes to $15,240,600.The soft costs which include design, engineering, printing, advertising, furnishings, fixtures, equipment, technology need is $3,900,000.The owner contingency needed is $1,000,000.The total budget needed is $20,140,600 which is $539,400 under the total budget presented and approved on September 8, 2020 for the final contract documents/budget phase.
 
  1. Submission of the No Kid Hungry Grant – FY21 (Mr. Traxler)
 
The purpose of the No Kid Hungry Grant is to support districts and community organizations working together to serve as nutrition hubs for their communities.  Each grantee, i.e. school nutrition department, will received a grant of $25,000.00 to $50,000.00 to facilitate relationship building with community  organizations to support their effort in ensuring kids in their community have access to the federal meals programs, backpack programs and food pantries.  This grant will  also support the needs of school nutrition departments to run these programs; therefore grant funding can go towards equipment or supplies, materials and resources, i.e. promotions materials, information resources for district stakeholders, or other items the district deems necessary to operate these nutrition programs in a manner that benefits all students.  The School Food Service Department is requesting to submit the application for the No Kid Hungry Grant.
 
  1. Amendment to the Head Start/Early Head Start Grant (Mrs. Glover)
 
On October 22, 2019, the school board approved the submission of the ACPSD Early Head Start/head Start Grant and the receipt of funds, it awarded.In June 2020, the grant was officially awarded to ACPSD with a start date of July 1 for a five-year grant award.Periodically, grants require amendments due to over/under-estimation of cost estimates or salary projections or when a change in plans has to occur.Head Start administration has determined that there is a need for a transportation supervisor position to coordinate bus repairs and inspections, oversee bus driver training and licensure, and to establish bus routes.However, this position was not included in the original budget.
 
This amendment is requesting the establishment of a Head Start Transportation Supervisor position to coordinate and oversee all aspects of bus transportation for the Head Start program.The original budget included funds for two part time bus drivers which are no longer needed, and these funds will be reallocated to fund this new position.

  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Out-of-District Transfer Requests (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  1. Request for Approval for Home Instruction (Mr. White)
 
The School Board, according to the Code of Laws for South Carolina, Section 59-65-40, is authorized to approve home schooling for parents not opting for approval by the South Carolina Association of Independent Home Schools.The program has to meet certain standards as outlined in the bill, Policy IEK and IEK-R.
 
  1. Changes to Policy BDG Attorney/Legal Service, First Reading (Mrs. Hart)
 
Policy BDG establishes the basic structure for district legal services.
 
 
  1. Proposed 2021-2022 Budget Calendar (Mr. Traxler)
 
Board Policy DBG requires that the Aiken County Board of Education adopt a budget calendar by November 1 each year.
 
  1. Budget Adjustment #1; General Fund 2020-2021 (Mr. Traxler)
 
The Division of Fiscal Services submits periodic adjustments to the approved budget as may be required in the conduct of operations.
 
  1. Request for Acquisition of New Virtual Server Infrastructure (Mr. Traxler)
 
The District’s current server infrastructure is almost five years old and nearing the end of its warranty/life.The Technology Department has notified the Administration of a need to replace the current infrastructure to ensure consistent, efficient, and reliable operations and in consideration of the member of additional devices on the server.
 
 
 
 
 
 
  1. Suspension of a Portion of Policy IKAA for the 2020-2021 School Year (Mr. Laurence)
 
Board Policy IKAA states that, “Pupil evaluation is an integral part of the teaching-learning process,” and that “The classroom teacher is responsible for pupil evaluation, subject to the supervision of the school principal.” Additionally, the policy enables the administration of semester examinations for all high school credit courses, with the exception of those students whose IEP excludes the administration of such exams or those seniors in second semester who have a grade of A in the course.Semester examinations, according to Policy IKAA, must count as one fifth of the semester grade.
 
Due to the COVID pandemic, the district is operating two district instructional delivery models for high school students – hybrid with a transition to traditional face to face instruction; and full-time virtual through AIKEN INNOVATE, where the majority of high school credit courses are designed and NCAA accredited by Virtual SC (VSC).In response to social distancing requirements for the COVID pandemic, VSC has eliminated all semester exams for the 2020-2021 school year.
