A.INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.

 

  1. School Spotlight – Kennedy Middle School
     
  2. Facilities Construction Department Quarterly Change Order Notification (Dr. Foster)

Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00.The policy requires a summary or such change orders to be presented to the Board at least once a quarter for notification.

 

B.CONSENT ITEMS:  The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 

  1. Items to be declared Surplus and method of disposal (Mr. Traxler)
     
Electronic equipment (E-waste) has been determined obsolete and is no longer of use to the District.Board approval is necessary prior to disposal of the any surplus and/or obsolete items (Procurement Regulations:Surplus Management XXVII, C, 1).
 
  1. Repurpose of Approved 2018 One-Time Uses of Fund Balance (Dr. Foster)
     
Per Board Policy – DA – Fiscal Management Goals/Priority Objectives, the District is to maintain a minimum unassigned fund balance of 8% of the annual operating budget with a desired unassigned fund balance of at least 16% of the annual operating budget.Reserves totaling 16% of the annual operation budget would represent the near equivalent of two months’ operations.The District’s fund balance represents non-recurring dollars and has been utilized to address one-time needs in recent years, while continuing to maintain a fund balance at sufficient levels.On December 11, 2018, the Aiken County School Board voted to use a portion of the unassigned Fund balance for:
 
  1. Facilities & security upgrades - $3,800,000 for front parking lot improvements at LBC Middle, property acquisition for early childhood education initiatives, installation of security cameras in all elementary schools and bus camera upgrades, stairway improvements at the Midland Valley High baseball field for erosion repairs and ADA compliance, bathroom improvements at Greendale Elementary, various classroom improvements and a covered walkway for student drop off at Gloverville Elementary, and various updates for the Aiken Intermediate changeover

The architects, Goodwyn Mills Cawood (GMC) for this project have completed the final working drawings for construction of the Millbrook Elementary School project and are prepared to present these final plans and construction budget under separate cover to the Board for approval.

  1. Personnel Appointments (Mrs. Hart)
     
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principals or Supervisor for each location.
 
  1. Changes to Policy BD Organization of the School Board – Second Reading (Mr. Laurence)
     
Policy BD establishes the basic structure for board organization.

 
  1. Policy BDG Board/Attorney/Legal Services – Second Reading (Mr. Laurence)
     
Policy BDG establishes the basic structure for the relationship between the board and legal services.
 
  1. Changes to Policy CFC Assignment and Transfer of Building Administrators – Second Reading (Mr. Laurence)
     
Policy CFC establishes the basic structure for the assignment and transfer of building administrators.Changes were approved on first reading on August 27, 2019.
 
  1. Transfer of Charter for Horse Creek Academy (HCA) (Mr. Laurence)
     
On September 14, 2019, the executive director and board president of Horse Creek Academy sent a letter asking for the Aiken County School Board’s blessing in transferring its charter to the Charter Institute at Erskine, effective July 1, 2020.
 
  1. Submission of the Head Start and Early Head Start Grant for Aiken and Barnwell Counties (Mrs. Glover)
 
The Head Start (HS) and Early Head Start (EHS) competitive grant opportunity is a federally-funded grant provided through the Office of Head Start (OHS) and administered by the Administration for Children and Families (ACF), and operating division (OPDIV) off the U.S, Department of Health and Human Services (HHS).  The grant’s purpose is to provide early, continuous, intensive, and comprehensive child development and family support services to enhance the physical, social, emotional, and intellectual development of participating children; support parents’ efforts to fulfill their parental roles; and help parents move toward self-sufficiency.
 
The Aiken/Barnwell Head Start and Early Head Start programs will provide comprehensive child development services to predominately economically disadvantaged children and their families serving communities that are unserved and/or underserved.  The programs’ primary purpose is to prepare children to be ready for school.
 
The funds in the amount of $3,406,978.00 annually will be available to provide HS/EHS services to eligible children and their families in Aiken and Barnwell Counties.  This dollar amount includes base funding of $3,364,492.00 (for use in program operations, staffing, materials, equipment, facilities, etc.) and training and technical assistance funding of $42,486.00.
