  1.      CONSENT ITEMS:  The following items will be voted on as a group.  Individual      items may be discussed prior to a vote being taken.
 
 
1.           Request to Admit Foreign Exchange Student (Mr. Laurence)
           
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high school in the School District of Aiken County.
 
           
2.           Proposed 2019-2020 Budget Calendar (Dr. Alford and Mr. Traxler)
 
    Board Policy DBG requires that the Aiken county Board of Education adopt
    a budget calendar by November 1 each year.
           
 
3.           William W. Carmichael Donation to Clearwater Elementary School – FY19 (Mrs. 
              Glover)
 
              Clearwater Elementary School was given a $2000.00 donation from William W.
              Carmichael.  The funds from this donation will be used to purchase musical
              instruments such as keyboards, ukuleles, bongos, and tambourines.
 
 
4.           Local School Board Elective Courses for 2018-2019 (Mrs. Glover)
 
Middle Schools and High Schools submit Local School Board Elective Course Forms throughout the school year.  The courses are approved at the Cabinet level and the new courses are submitted to the school board for final approval.  Courses for Honors weighting are submitted using the State Department of Education issued the Honors Framework Implementation Guide, a guidance document to ensure that locally approved courses across the state meet certain criteria with regard to establishing courses with Honors weightings.  For a course to receive Honors weighting, evidence must be provided that the course represents extension, acceleration, and enrichment of the South Carolina College Preparatory course of student; appropriate differentiation in instructional practices for advanced learners; and purposeful assessment practices that align with the honors level curriculum, and instructional best practices include pre-assessment, formative assessment, and summative assessment.
 
         
             5.        2018 Replacement of Exterior Signs @ Aiken County Adult Education Center,   
                        Oakwood-Windsor Elementary School & Jackson Middle School (Dr. Foster)
 
     Bids were received for the 2018 Replacement of Exterior Signs @ Aiken County
     Adult Education Center, Oakwood-Windsor Elementary School & Jackson
     Middle School on October 3, 2018 @ 2:00 p.m. and publicly opened.  There
     were 3 bidders with the lowest bid being submitted by Signs Unlimited of South
     Carolina.  Base Bid A Alternate ($28,685.00) for the Aiken County Adult
     Education Center; Base Bid B Alternate ($26,685.00) for Oakwood-Windsor
     Elementary School; Base Bid C Alternate ($33,685.00) for Jackson Middle
     School to replace exterior signs to LED.  The Five-Year Facility Improvement
     Plan for 2018-2019 Code Upgrades has the adequate funding needed to
     complete these projects.
 
  1.      INDIVIDUAL ITEMS:
 
  1.         Personnel Appointments (Mrs. Hart)
 
             The certified and classified personnel presented have been screened by the
             Personnel Services Department and interviewed and approved by the Principals
             and Executive Directors.
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with
            other school districts for the interchange of students.  The policy stipulates that
            when students transfer out of the District, “the School District of Aiken County
            shall assume no responsibility for tuition to the receiving district.”
 
 
3.         Make-up of School Day Lost Due to Hurricane Michael (Mr. Laurence)
 
  Section 59-1-425(B) of the 1976 Code, as amended by Act 260 of 2006, reads 
  “(B) Notwithstanding any other provisions of law to the contrary, all school days
  missed because of snow, extreme weather conditions, or other disruptions
  requiring schools to close must be made up.  All school districts shall designate
  annually at least three days within their school calendars to be used as make-up
  days in the event of these occurrences.  If those designated days have been used
  or are no longer available, the local school board of trustees may lengthen the
  hours of school operation by no less than one hour per day for the total number of
  hours missed, operate schools on Saturday, or may waive up to three days.”  The
  SC Department of Education clarifies that the first three missed days must be
  made up.  Days four through six may be waived by majority vote of the local
  school board or may be made up by extending the school day or on Saturdays. 
  Days seven through nine may be waived by the State Board of Education.
 
  Aiken County Public School has lost a total of three days due to weather-related
  closings.  Earlier dates lost due to Hurricane Florence were September 11 and
  September 14, 2018.  Those school days are being made up on October 19, 2018
  and February 18, 2019.  The third date was lost due to Hurricane Michael on
  October 11, 2018.
