  1. INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.
 
 
1.         Legislative Update (Mr. Liner)
 
 
 
2.         Financial Report as of March 31, 2018 (Mr. Traxler)
 
            The financial report of March 31, 2018 is submitted in the approved format.
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
1.         Ratification of Expulsions (Dr. Alford)
 
            The School Board, according to the Code of Laws of South Carolina, Section 59-63-240, is authorized to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final action.
 
 
2.         The Dairy Alliance Grant to Aiken County School Food Services- FY18 (Mr. Traxler)
 
            Aiken County School Food Services received a grant from The Dairy Alliance.  The Dairy Alliance is a nonprofit funded by dairy farm families of the Southeast.  They work with dairy producers, retailers, schools, sports teams, health professionals, local organizations, state leaders, the media and the public to promote dairy foods and knowledge about the dairy industry.  The department will receive fifteen coolers and twenty soft cooler bags to be used for summer feeding programs.  The coolers will also be used for after school snack programs and field trips during the school year.  These quality coolers are valued at $4347.00.
 
 
3.         Submission of the Fuel Up to Play 60 Grant by School Food Services – FY19 (Mr. Traxler)
 
            Fuel Up to Play 60 is an in-school nutrition and physical activity program launched by the National Dairy Council and NFL, in collaboration with the USDA, to help encourage today’s youth to lead healthier lives.  School Food Services is requesting to submit this $12,000.00 grant to support the School Nutrition Programs and Physical Education Programs at the following schools:    RSM High - $4000; LMMS - $4000; and Oakwood-Windsor El. - $4000.
 
 
4.         2018 Installation of Flooring at Jefferson Elementary, LBC Middle and Silver Bluff High (Dr. Foster)
 
            Bids were received on March 22, 2018, at 2:00 p.m. and publicly opened for the 2018 Installation of Flooring at Jefferson Elementary, LBC Middle and Silver Bluff High.  There were 5 bidders for this project with the lowest responsible and responsive bidder being Bonitz Flooring: Base Bid A ($119,981.00) for Jefferson Elementary; Gleaton Floor Covering, Inc.: Base Bid B ($194,000.00) for LBC Middle; and Ceilings & Floor Restorations, Inc.: Base Bid C ($72,810.00) for Silver Bluff High.  The Five-Year Facility Improvement Plan for 2018-2019 has the funds needed to complete these projects.  Total contracts are in the amount of $386,791.00.
 
 
5.         Schematic Plans for the New Area 3 Elementary School Project (Dr. Foster)
 
            The administration has completed the scope of educational needs for the New Area 3 Elementary School Project.  The architectural firm of Goodwyn Mills Cawood (GMC) has utilized this scope to produce the schematic design plans for this school.
 
 
6.         Increase in Meal Prices for 2018-19 School Year (Mr. Traxler)
 
            Section 205 of the Healthy, Hunger Free Kids Act of 2010 states that schools are required to charge students for paid meals at a price that is, on average, equal to the difference between free meal reimbursement and paid meal reimbursement.  Schools that currently charge less are required to gradually increase their prices until they meet the requirement.  The USDA created the paid lunch equity (PLE) toll to determine whether pricing requirements are being met and, if not met, the increase required to meet pricing requirements.
 
 
7.         Memorandum of Understanding with Aiken County Council Regarding Federal Payments in Lieu of Taxes (Dr. Alford and Mr. Burkhalter)
 
           
C.  INDIVIDUAL ITEMS:
 
1.         Personnel Appointments (Ms. Hart)
 
            The certified and classified personnel presented have been screened by the Human Resources Department and interviewed and approved by the Principals and Executive Directors.
 
 
2.         Out-of-District Transfer Requests (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, ‘the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
3.         Changes to Policy IKA Grading/Assessment Systems – Final Reading (Mr. Laurence)
 
            The District’s present policy no longer conforms to the modified South Carolina Uniform Grading Policy nor does it sufficiently address honor graduates, honors and advanced courses, and credit and content recovery.
 
 
4.         Revisions to the Code of Student Conduct – Final Reading (Dr. Foster)
 
            The Code of Student Conduct is reviewed and updated annually.  As part of this process a discipline steering committee consisting of community members, parents, educational leaders, teachers, board members, and administrators from all three grade levels reviews the Code of Student Conduct, and considers recommended additions, deletions, and revisions from school administration.  Recommendations include the provision of clear guidance for school administrators in addressing student incidents with the intent of increasing consistency and appropriateness throughout the District.
 
 
    5.         Non-Renewal of Identified Annual Contract Certified Personnel for   
     2018-2019 School Year (Ms. Hart)
 
               Personnel are employed for a one year period by the Board of Education. 
     According to state law, certified personnel must be informed by May 1st of their
     employment status for the ensuing year or be automatically deemed “re-
     employed.”  Persons presently serving under annual contracts, but who are not
     being recommended for re-employment, have limited due process rights under
     South Carolina law.
 
 
6.         Non-Renewal of Identified Continuing Contract Certified Personnel for 2018-2019 School Year (Ms. Hart)
 
                Personnel are employed for a one year period by the Board of
     Education.  According to state law, certified personnel must be informed by May
     1st of their employment status for the ensuing year or be automatically deemed
     “re-employed.”  Persons presently serving under continuing contracts, but who
     are not being recommended for re-employment, have limited due process rights
     under South Carolina law.
 
 
    7.         Non-Renewal of Identified Induction Contract Certified Personnel for
    2018-2019 School Year (Ms. Hart)
 
                For certified personnel under Induction Contracts, non-renewal of
    employment notifications require a certain type of motion.  All personnel are
    employed for a one year period by the Board of Education, and such personnel
    must be informed by May 1st of their employment status for the ensuing year or
    be deemed automatically “re-employed.”
 
 
    8.         Re-employment of Certified Personnel, Subject to Certain Conditions, for
    the 2018-2019 School Year (Ms. Hart)
 
                Personnel are employed for a one year period by the Board of Education.
    According to state law, certified personnel must be informed by May 1st of their
    employment status for the ensuing year or they will be deemed “re-employed.” 
    Many certified employees who are otherwise recommended for employment for
    the next school year must nevertheless meet certain qualifying conditions or
    stipulations.  These may be in order to qualify for the continuation of
    employment, or they may be conditions affecting their status for the following
    year.  (Appearance of names of employees on this list should not give rise
    necessarily to a perception of a problem or concern, as many of the required
    stipulations are very routine in nature, as already mentioned.)
 
 
9.         Re-employment of Certified Personnel for the 2018-2019 School Year (Ms. Hart)
 
                Personnel are employed for a one-year period by the Board of
    Education.  According to State law, certified personnel must be informed by May
    1st of their employment status for the ensuing year, or they will automatically be
    deemed “re-employed”.  Pursuant to procedures previously approved by the
    Board, certified persons not otherwise subject to special conditions or
    requirements and whose contract entitlements are not affected by reassignment,
    are recommended as a group for re-employment for the following year (with the
    exception of employees who have given notice of their retirement or who have
    indicated an intention to resign prior to the start of the next school year).
