B.      CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.

1.         Out-of-District Transfer Requests (Mr. Laurence)

Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

2.         2018 Graduation Ceremonies in USC-A Convocation Center (Dr. Foster)

4.         Submission of the Hazard Mitigation Grant Program (HMGP) for Aiken County Public Schools Window Retrofitting Project Grant (Dr. Yarborough)

The South Carolina Emergency Management Division has provided funds obtained from federal sources for grants to mitigate hazards in public facilities, such as schools, after events including natural disasters (Hurricane Matthew – Declared October 11, 2016).  If awarded, funds from the grant would be used to install protective, strengthening, mylar film and reinforcing clips on single-pane, non-tempered glass in three schools; Millbrook Elementary, Belvedere Elementary, and Gloverville Elementary.  These three schools were chosen because they were all constructed at approximately the same time (1953-1954) and feature large amounts of glass that may shatter and become projectile objects during a severe wind event such as a thunderstorm, tornado, or hurricane.  An added efficiency associated with the installation of the mylar film is a reduction in ultraviolet radiation entering the schools, thereby lowering energy us during periods of high temperature.  If the grant is successfully awarded, it will provide $156,254.25 in federal funds that can be expanded over a period of up to three years.

5.         Neglected and Delinquent Grant Application – FY18 (Dr. Washington)

Public Law 107-110, Title I, Part D:  Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk is designed to support the operation of local educational agency programs that involve collaboration with locally operated correctional or residential facilities (1) to carry out high quality education programs to prepare children and youth for secondary school completion, training, employment, or further education; (2) to provide activities to facilitate the transition of such children and youth from the correctional program to further education or employment; and (3) to operate programs in local schools for children and youth returning from correctional facilities and programs which may serve at-risk children and youth.  Aiken County Public School District’s allocation for FY18 is $21,267.15.

6.         FY18 Application for Title II, Part A of the Elementary and Secondary Education Act (Dr. Washington)

The State Department of Education has projected an allocation of $865,563.95 to Aiken County Public School District for Title II, Part A, “Preparing, Training, and Recruiting High Quality Teachers, Principals, and Other School Leaders.”  The purpose of Title II is to increase student achievement consistent with the challenging State academic standards; improve the quality and effectiveness of teachers, principals, and other school leaders; and increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools.

7.         Budget Adjustment #2 – General Fund (Fund 1) and Special Revenue Fund (Funds 2, 8 and 9) (FY17) (Mr. Traxler)
