     2.         Construction Status Reports for the North Augusta High School 2A & 2B      Addition Projects (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
 
 
3.         Construction Status Reports for the Leavelle McCampbell Middle School Project (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
 
 
4.         Construction Status Reports for the Aiken High School Phase 2A Addition Project (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
 
5.         Construction Status Reports for the South Aiken High Visitor’s Side Restroom and Concession Project (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
 
 
     6.         Financial Report, as of April 30, 2017 (Mr. Traxler)
 
            The financial report of April 30, 2017 is submitted in the approved format.
 
          
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
 
1.         Ratification of Expulsions (Dr. Alford)
 
            The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorizes to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
2.         Out-of-District Transfer Requests for 2017-2018 (Mr. Laurence)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
3.         Request from an International Travel and Exchange Program Seeking Approval to Place Foreign Exchange Student in District Schools (Mr. Laurence)
 
            School Board Policy JFABB establishes guidelines for the admission of exchange students to the School District of Aiken County.  Prior to a request for placement of a specific student, the “sponsoring organization must petition the Board for recognition/approval and to obtain the Board’s willingness to participate in the organization’s program of student exchange.”
 
 
4.         Request to Admit Foreign Exchange Student (Mr. Laurence)
 
            School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
 
 
5.         2017 Renovations of North Augusta High School Football Stadium Restrooms (Dr. Foster)
 
            Bids were received for the 2017 Renovations of North Augusta High School Football Stadium Restrooms at 2:00 p.m. and publicly opened.  Bids were received from 4 vendors with SITEC, LLC submitting the lowest Base Bid A of $49,401.00 and Base Bid B of $4,430.00 for North Augusta High.  $20,000.00 will come from the capital outlay account in the 5 Year Facility Improvement Plan for 2017-2018 with the remaining balance needed of $33,831.00 and this will come from the North Augusta High Football Booster Club.
 
 
6.         2017 Painting of Kennedy Middle, A.L. Corbett Middle/Busbee Elementary, North Aiken Elementary, and Jackson Middle (Dr. Foster)
 
            Bids were received on May 31, 2017, at 2:00 p.m. and publicly opened for the 2017 Painting of Kennedy Middle, A.L. Corbett Middle/Busbee Elementary, North Aiken Elementary, & Jackson Middle.  There were 2 bidders for this project with the lowest responsible and responsive bidder being McKnight Construction Company, Inc.:  Base Bid A ($282,657.00) for Kennedy Middle; Base Bid B ($379,602.00) for A.L. Corbett Middle/Busbee Elementary; Base Bid C ($221,068.00) for North Aiken Elementary; Base Bid D ($82,021.00) for Jackson Middle.  The Five-Year Facility Improvement Plan for 2107-2018 has the funds needed to complete these projects.  The district is not awarding A.L. Corbett/Busbee which is over budget.  Total contracts are in the amount of $585,746.00.
 
 
7.         Design Development Presentation and Budget for the Aiken High School Addition Phase 2B Project (Dr. Foster)
 
            As part of the agreement between the Architects for this project (LS3P) and the administration, the Architect shall present the proposed design development plans and budget to the Aiken County School Board for approval.  The current project budget summary to the board on June 13, 2017.  The overall budget has a 3% contingency.  The administration is reviewing estimates and minimum scope changes.
 
 
8.         Western Carolina State Fair Donation to the Aiken County Career and Technology Center – FY17 (Dr. Washington)
 
            The Aiken County Career and Technology Center was given $2,000 donation from Western Carolina State Fair.  The funds from this donation will be used to support the criminal justice program at the Career Center.
 
 
9.         South Carolina School Boards Association Dues (Dr. Alford)
 
            Over the past years, the Aiken County Board of Education has purchased membership in the South Carolina School Boards Association.  In addition to membership benefits, the Association provides a policy update service and legal assistance fund.  Also included is an annual policy maintenance and Internet subscription fee.
 
 
10.       Public Education Partners Grant to Millbrook Elementary School – FY17 (Dr. Washington)
 
            Millbrook Elementary School was awarded a $1,250.00 teaching grant from Public Education Partners.  Funds from this donation will be used to purchase materials and supplies to support STEM instruction.
 
 
  1. INDIVIDUAL ITEMS:
 
1.         Personnel Appointments (Ms. Smalls)
 
            The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
 
2.         Policy Changes Related to Reorganization – Final Reading (Mr. Laurence)
 
            Beginning in fall 2015 the district has undergone a realignment of its organizational structure.  Many current policies refer to positions and titles that no longer exist.
 
3.         Changes to Policy JQ Student Fees, Fines and Charges – Final Reading (Mr. Laurence)
 
            This policy establishes the basic structure for the assessment of student fees, fines, and charges.
 
4.         Changes to Policy EF School Food Service and Administrative Rule EF-R – Final Reading (Mr. Traxler and Mr. Laurence)
 
            New rules issued by the U.S. Department of Agriculture require updates in the language of policies and administrative rules addressing school meal programs by July 1, 2017.  Specifically, local school districts are required to include processes to address student meal accounts, including charge accounts, alternate meals, and unpaid and surplus meal balances.
 
5.         Revisions to Policy ADF District Wellness – First Reading (Mr. Traxler and Mr. Laurence)
 
            The Student Health and Fitness Act of 2005 provided for physical education standards, school health services and nutritional standards for local school districts that participate in national school meal programs.  The U.S. Department of Agriculture issued a final rule in July 2016 requiring all local educational agencies that participate in the National School Lunch and School Breakfast Programs to meet expanded local school wellness policy requirements consistent with the requirements set forth in section 204 of the Healthy, Hunger-Free Kids Act of 2010.  The final rule requires each local educational agency to establish minimum content requirements for the local school wellness policies, ensure stakeholder participation in the development and updates of such policies, and periodically assess and disclose to the public schools’ compliance with the local school wellness policies.  These regulations are expected to result in local school wellness policies that strengthen the ability of a local educational agency to create a school nutrition environment that promotes students’ health, well-being, and ability to learn.  In addition, these regulations will increase transparency for the public with regard to school wellness policies and contribute to integrity in the school nutrition program.
 
 
6.         Revisions to the Code of Student Conduct – Final Reading (Dr. Foster)
 
            The Code of Student Conduct is reviewed and updated annually.  As part of this process a discipline steering committee consisting of community members, parents, educational leaders, teachers, board members, and administrators from all three grade levels reviews the Code of Student Conduct, and considers recommended additions, deletions, and revisions from school administration.  Recommendations include the provision of clear guidance for school administrators in addressing student incidents with the intent of increasing consistency and appropriateness throughout the District.
