CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.

1. Ratification of Expulsions (Dr. Alford)

The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorizes to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.

2. Out-of-District Transfer Requests for 2016-2017 (Mr. Laurence)

Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”

4. Request to Admit Foreign Exchange Student (Mr. Laurence)

School Board Policy JFAB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.

5. 2017 Installation of Carpet & Vinyl Composition Tile at Chukker Creek Elementary, Oakwood-Windsor Elementary and Midland Valley High (Dr. Foster)

Bids were received on April 25, 2017, at 2:00 p.m. and publicly opened for the 2017 Installation of Carpet & Vinyl Composition Tile at Chukker Creek Elementary, Oakwood-Windsor Elementary and Midland Valley High. There were 2 bidders for this project with the lowest responsible and responsive bidders being Gleaton Floor Covering, Inc. of Sumter, SC & Carpet Creations of Aiken, SC: Base Bid A ($344,832.00) for Chukker Creek Elementary; Base Bid B ($194,954.00) for Oakwood-Windsor Elementary; Base Bid C (No Bid) for Midland Valley High. The Five-Year Facility Improvement Plan for 2017-2018 has the funds needed to complete these projects. Total contract amount is $539,786.00.

6. Restroom Improvements at Gloverville Elementary and Midland Valley High (Dr. Foster)

Bids were received for the Restroom Improvements at Gloverville Elementary and Midland Valley High at 2:00 p.m. and publicly opened. Bids were received from 2 vendors with H.G. Reynolds Company, Inc. submitting the lowest base bid of $102,400.00 for Gloverville Elementary. The design, printing, advertising and contingency amounts to $7,200.00. The budget needed is $109,600.00 and will come from the Code Upgrades account in the Five Year Facility Improvement Plan.

7. Modular Classroom Units with Restrooms at Byrd Elementary (Dr. Foster)

Bids were received for the Modular Classroom Units with Restrooms at Byrd Elementary on April 25, 2017 at 3:00 p.m. and publicly opened. Bids were received from 3 vendors with Modular Technologies, Inc. submitting the lowest base bid of $192,420.00. The funds will come from the Fund Five Reserves account in the Five Year Facility Improvement Plan.

8. Construction Bids for the 2017 Scrubbing & Recoating of Gymnasium Floors District Wide for Aiken County Public Schools (Dr. Foster)

Bids were received for the 2017 Scrubbing & Recoating of Gymnasium Floors District Wide on April 27, 2017 at 2:00 p.m. and publicly opened. There were 3 bidders with Ram Enterprise, Inc. submitting the lowest responsible and responsive bid in the amount of $49,640.00 for Base Bid C. Royalwood Associates, Inc. submitting the lowest responsible and responsive bid in the amount of $15,358.00 for Base Bid A and $15,341.00 for Base Bid B for a subtotal amount of $30,699.00. Total project cost would be $80,339.00. The Five Year Facility Improvement Plan for 2017-2018 has the funds needed to complete these projects.

9. Increase in Meal Prices for 2017-2018 School Year (Mr. Traxler)

Section 205 of the Healthy, Hunger Free Kids Act of 2010 states that schools are required to charge students for paid meals at a price that is, on average, equal to the difference between free meal reimbursement and paid meal reimbursement. Schools that currently charge less are required to gradually increase their prices until they meet the requirement. The USDA created the paid lunch equity (PLE) tool to determine whether pricing requirements are being met and, if not met, the increase required to meet pricing requirements.

10. Renaming the Freedman Parenting and Family Literacy Center (Mr. Burkhalter)

The Freedman Parenting and Family Literacy Center serves both adults and early childhood students and provides a variety of services. Its mission has expanded over the years to include a variety on learning experiences and educational contexts. The Administration believes that the suggested name Freedman Early Learning Center will serve better to align the school’s name with the functions being served there.
