  1. INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.
 
 
1.         Facilities Construction Department Quarterly Change Order Notification (Dr. Foster)
 
            Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00.  The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.
 
 
 
 
2.         Financial Report, as of February 29, 2016 (Mr. Traxler)
 
            The financial report of February 29, 2016 is submitted in the approved format.
 
 
 
 
3.         Construction Status Reports for the Leavelle McCampbell Middle School Project (Dr. Foster)
 
            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.
 
 
 
 
4.         Legislative Update (Mr. Liner)
 
 
 
 
  1. CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 
 
1.         Ratification of Expulsions (Dr. Alford)
 
            The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorizes to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
 
 
2.         Out-of-District Transfer Requests (Dr. Stowe)
 
            Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
3.         Request from an International Travel and Exchange Program Seeking Approval to Place Foreign Exchange students in District Schools (Dr. Stowe)
 
            School Board Policy JFABB establishes guidelines for the admission of exchange students to the School District of Aiken County.  Prior to a request for placement of a specific student, the “sponsoring organization must petition the board for recognition/approval and to obtain the board’s willingness to participate in the organization’s program of student exchange.”
 
 
4.         Textbooks Adoptions for 2016-2017 (Dr. Stowe)
 
            The District examines and evaluates textbooks adopted by the State for used in the classroom and recommends to the School Board those selected by the teacher committees for our district.  Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Book Depository.
 
 
5.         Submission of SC State Department of Education Arts Curricular Innovation Grant Application by North Augusta Elementary School – FY17 (Mr. Laurence)
 
            North Augusta Elementary School would like to submit an application to the SC State Department of Education for the Arts Curricular Innovation grant in the amount of $18,000.  This grant, if funded, will be used to help teach south Carolina history for 3rd graders by bringing in Artists in Residence for visual art, music, dance, and drama.  The South Carolina Standards for the arts will be used in planning this grant.
 
 
6.         Submission of SC State Department of Education Arts Curricular Innovation Grant Application by East Aiken School of the Arts – FY17 (Mr. Laurence)
 
            East Aiken School of the Arts would like to submit an application to the SC State Department of Education for the Arts Curricular Innovation grant in the amount of $21,000.  This is year two of a three-year arts grant to provide a comprehensive and sequential arts education.
 
 
 
7.         Sunshine House Donation to Chukker Creek Elementary School – FY16 (Mr. Laurence)
 
            Chukker Creek Elementary School was given a $4,730.82 donation from Sunshine House.  The funds from this donation will be used to purchase computers and Compass and Blackboard renewals.
 
 
 
8.         Sunshine House Donation to Hammond Hill Elementary School – FY16 (Mr. Laurence)
 
            Hammond Hill Elementary School was given a $1,827.69 donation from Sunshine House.  The funds from this donation will be used to purchase a new cafeteria table.
 
 
 
9.         Sunshine House Donation to East Aiken School of the Arts – FY16 (Mr. Laurence)
 
            East Aiken School of the Arts was given a $2,305.28 donation from Sunshine House.  The funds from this donation will be used to purchase custodial supplies for the school.
 
 
 
10.       Belk, Inc. Grant to Clearwater Elementary School – FY16 (Mr. Laurence)
 
            Clearwater Elementary School received a $1,328 Belk Angel Days grant.  Funds from this grant will be used to install a bottle cap mural in the school, add pictures and do touch up painting throughout the building, maintain flower beds around the school, and purchase signs to use in carline.
 
 
 
11.       Aiken High School Addition Phase 2A Project Final Architectural Contract Documents (Dr. Foster)
 
            The architects, LS3P for this project have completed the final working drawings for construction of the Aiken High School Addition Phase 2A Project and are prepared to present these final plans and construction budget under separate cover to the Board for approval.
 
 
 
12.       Annual Review of the Five-Year Facility Improvement Plan (Dr. Foster)
 
            In accordance with Policy FB, Facilities Planning, each year the Board of Education will review the Five-Year Facility Improvement Plan.
 
 
 
 
C.        INDIVIDUAL ITEMS:
 
 
1.         Personnel Appointments (Mrs. Dillon)
 
            The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and Academic Officers.
 
 
 
 
            2.         District Strategic Plan Update (Mr. Laurence)
 
                        Each school district must develop a five-year district strategic plan, and each school must develop a five-year school renewal plan as required by the Early Childhood Development and Academic Assistance Act of 1993 and the Education Accountability Act of 1998.  District and school plans shall coordinate and align improvement initiatives [State Board Regulation 43-261].  As part of a continuous improvement process, each district is required to submit an update to its strategic plan every spring.
 
 
 
 
3.         Read to Succeed District Reading/Literacy Plan (Mr. Laurence)
 
            According to the South Carolina Read to Succeed Act:  Beginning in Fiscal Year 2015-2016, each district must prepare a comprehensive annual reading proficiency plan for prekindergarten through twelfth grade consistent with the plan be responding to questions and presenting specific information and data in a format specified by the Read to Succeed Office.  Each district’s PK-12 reading proficiency plan must present the rationale and details of its blueprint for action and support at the district, school, and classroom levels.  Each district shall develop a comprehensive plan for supporting the progress of students as readers and writers, monitoring the impact of its plan, and using data to make improvements and to inform its plan for the subsequent years.
