   Session Regarding Contractual Issue
 
  
A.                  INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.
 
 
1.                  Dan Rather Reports: Apprenticeship Partnerships (Mr. Smith)
 
The Aiken County Career Center has formed an Apprenticeship Partnership with MTU/Tognum that recently made a national news report on Dan Rather Reports.
 
 
2.                  Construction Status Reports for the Aiken High School Phase I Project (Mr. Caver)
 
In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, LS3P Associates LTD., and the Administration prepare a monthly status report for the Board’s review.
 
  
3.                  Update on Migration Project from Novell to a Windows Based Network Operating System (Mr. Caver)
 
In the spring of 2012 the Board approved the migration to a more suitable network operating system (i.e. Windows 2008) infrastructure for current and future instructional and business applications.

B.                 CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
 
1.                  Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws for South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  
2.                  Request to Admit Foreign Exchange Student (Dr. Stowe)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
 
  
3.                  South Carolina Automobile Dealers Association $1,500 Donation to Aiken County Career and Technology Center – FY13 (Mr. Laurence)
 
Aiken County Career and Technology Center was given a $1,500 donation from the South Carolina Automobile Dealers Association. The donation was received for placing second in the National Automobile Technical Education Foundation Competition. The funds from this donation will be used for auto parts, cleaning supplies, paint for workshop floor, lighting in workshop, and tee shirts for students and teacher.
 
  
4.                  Supplemental Educational Services (SES) under the ESEA Waiver (Mr. Laurence)
 
According to the Elementary and Secondary Act Waiver approved by the US Department of Education in July 2012, 20% of the district’s Title I, Part A allocation must be used to provide school choice and supplemental educational services (SES), or after school tutoring, to qualifying students in Priority or Focus schools. Students enrolled in SES receive tutoring based on a per pupil amount, which is allocated by formula by the State Department of Education. Aiken County’s per pupil amount is $1,193.42. The State Department of Education provides the school district with a list of approved providers, from which ten must be selected, to offer tutoring services. These providers issue an hourly rate for tutoring, up to a $60.00 maximum. As of February 28, 2013, tutoring services are being provided to approximately 600 children in six Focus schools (Aiken Elementary, J.D. Lever Elementary, North Aiken Elementary, North Augusta Elementary, Paul Knox Middle, and Schofield Middle) and one Priority school (Wagener-Salley High).
 
  
                   5.         Request to Operate on a Four-Day Week (Dr. Hewett)
 
During the past sixteen summers, twelve-month employees have been allowed to work ten hours a day, four days a week. In the past, a majority of the employees have shown support for this work week schedule.
 
  
C.        INDIVIDUAL ITEMS:
 
 
1.         Personnel Appointments (Dr. Hewett)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.
 
  
2.                  Non-Renewal of Identified Induction Contract Certified Personnel for 2013-2014 School Year (Dr. Hewett)
 
For certified personnel under Induction Contracts, non-renewal of employment notifications require a certain type of motion. All personnel are employed for a one year period by the Board of Education, and such personnel must be informed by April 15th of their employment status for the ensuing year or be deemed automatically “re-employed.” 
 
 
 
3.                  Non-Renewal of Identified Annual Contract Certified Personnel for 2013-2014 School Year (Dr. Hewett)
 
 Personnel are employed for a one year period by the Board of Education. According to state law, certified personnel must be informed by April 15th of their employment status for the ensuing year or be automatically deemed “re-employed.” Persons presently serving under annual contracts, but who are not being recommended for re-employment, have limited due process rights under South Carolina law.
 
  
4.                  Non-Renewal of Identified Continuing Contract Certified Personnel for 2013-2014 School Year (Dr. Hewett)
 
Personnel are employed for a one year period by the Board of Education. According to state law, certified personnel must be informed by April 15th of their employment status for the ensuing year or be automatically deemed “re-employed.” Persons presently serving under continuing contracts, but who are not being recommended for re-employment, have limited due process rights under South Carolina law.
 
  
                  5.                  Re-employment of Certified Personnel, Subject to Certain Conditions,
                                 for the 2013-2014 School Year (Dr. Hewett)
 
Personnel are employed for a one year period by the Board of Education. According to state law, certified personnel must be informed by April 15th of their employment status for the ensuing year or they will be deemed “re-employed.” Many certified employees who are otherwise recommended for employment for the next school year must nevertheless meet certain qualifying conditions or stipulations. These may be in order to qualify for the continuation of employment, or they may be conditions affecting their status for the following year. (Appearance of names of employees on this list should not give rise necessarily to a perception of a problem or concern, as many of the required stipulations are very routine in nature, as already mentioned.)
 
 
6.                  Re-employment of Certified Personnel for the 2013-2014 School Year (Dr. Hewett)
 
Personnel are employed for a one-year period by the Board of Education. According to State law, certified personnel must be informed by April 15 of their employment status for the ensuing year, or they will automatically be deemed “re-employed”. Pursuant to procedures previously approved by the Board, certified persons not otherwise subject to special conditions or requirements and whose contract entitlements are not affected by reassignment, are recommended as a group for re-employment for the following year (with the exception of employees who have given notice of their retirement or who have indicated an intention to resign prior to the start of the next school year). 
 
 
7.     Revision of Board Policy DEC, “Selection of Title I Schools,” First  
        Reading (Mr. Laurence)
 
Board Policy DEC, “Selection of Title I Schools” defines the procedure to be used in the targeting of schools for participation in the federal Title I program. The identification (targeting) of schools for participation in the federal Title I program is based upon the following poverty criteria by grade span:
 
Elementary Schools               Greater than or equal to 35%
Middle Schools                        Greater than or equal to 45%
High Schools                           Greater than or equal to 60%
 
Schools within 2 percentage points of the threshold for its grade span that qualified the previous year would continue to be served in the Title I program.
 
All schools above 75% poverty must be served in accordance with the Elementary and Secondary Education Act, Title I, Part A, Section 1113.
