  1. 1. Presentation of Annual Financial Audit for Fiscal Year Ended June 30, 2025 (Mr. Traxler) 

 

State law requires that school districts complete and submit annual financial audits to the South Carolina Department of Education by December 1 each year. 

 

  1. 2. Monthly Financial Report for the Period Ended August 31, 2025 (Mr. Traxler) 

 

The Business Services Department submits monthly financials for Board review, consideration, and acceptance.

  1. 1. Proposed Modified Year-Round Student Calendar for 2027-2028 School Year and Presentation (Mr. Postell) 

 

The administration prepares a new calendar each year for Board approval. Policy ICA provides guidance in the development of the school calendar. 

 

  1. 2. Personnel Appointments (Dr. Minolfo) 

 

The administrative, certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location. 

 

D. CONSENT ITEMS: The following items will be voted on as a group; individual items may be discussed prior to a vote being taken. 

 

  1. 1. Ratification of Expulsion (Dr. Murphy) 

 

The School Board, according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.  Although the Board may receive recommendations for expulsion from others, it is solely empowered to take the final expulsion action. 

 

  1. 2. Out of District Transfer Requests – Transfers In (Mrs. Meek) 

 

Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that nonresident students transfer into the District “the parent/legal guardian must assume responsibility for transportation. The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students.  The District may charge tuition to nonresident students seeking to enroll in district schools.” 

 

  1. 3. South Carolina Department of Environmental Services Recycling Education Grant Award to Busbee Elementary School – FY26. (Dr. Edwards)  

 

Busbee Elementary School has been awarded the South Carolina Department of Environmental Services Recycling Education Grant in the amount of $1,500.00.  The funds will be used to purchase small recycling bins for each classroom, one large recycling collection bin and bins for outdoor composting. 

 

  1. 4. Public Education Partners (PEP) of Aiken County Grant Awards to the Aiken County Public School District – FY26 (Dr. Edwards) 

 

The Aiken County Public School District has received $6,573.71 in grant awards from the Public Education Partners (PEP) of Aiken County. The funds received will be used to fund 14 teacher grant awards. After evaluating all of the grant applications submitted to PEP, fourteen projects were selected to receive awards.  These grants total $6,573.71, and funds are to be used by the awardee teachers to carry out the projects for which they requested a grant.

  1. 5. Submission of Grant Application by the Division of Human Resources and Administration for the South Carolina School Boards Insurance Trust Risk Control Grant – FY26 

 

The Division of Human Resources and Administration would like to submit a grant application for a $64,462.43 South Carolina School Boards Insurance Trust Risk Control Grant.  The non-competitive grants program provides funding for the one-time purchase of a product or service that supports a member district’s risk management objectives.  The money from this grant will be used for SafeSchools online training for all district staff, UKERU Training for Special Education to train specific employees to become qualified to train the rest of our staff, hand rucks, foldable step stools, utility tilt trucks, cordless vacuums, batteries, mats, cordless blowers, and platform trucks for maintenance staff, safety step ladders, leaf blowers, brush wash extenders, mats, power strips, flashlights, safety vests, and leaf blower battery pack chargers for transportation staff.   

 

  1. 6. Public Education Partners (PEP) of Aiken County Donation to Chukker Creek Elementary School – FY26 (Dr. Edwards) 

 

Chukker Creek Elementary School has received a donation from the Public Education Partners (PEP) of Aiken in the amount of $1,500.00.  The funds will be used to purchase interactive STEM kits to enhance, replenish, or provide new resources, giving students additional hands-on learning opportunities in STEM subjects. 

 

  1. 7. Savannah River Nuclear Solutions, LLC (SRNS) Donation to Aiken County Public School District – FY26 (Dr. Edwards) 

 

The Aiken County Public School District has received a $18,865.52 donation from Savannah River Nuclear Solutions, LLC (SRNS) in the support and expansion of the District’s Coding Camp Program and the availability of materials/equipment for the integration of STEM and computer science experiences that can be checked out for classroom use.  The funds will be used to purchase iPads, Ozobot Ari Robo Classroom Kits, Sphero Bold & Power Packs, and Micro:bit Next Gen Classroom Packs. 

 

  1. 8. GMP #2 re-roofing of South Aiken High School (Dr. Yarborough) 

 

Removal of existing roof and re-roofing of South Aiken High School with a two-ply light weight insulating concrete (LWIC), over a minimum 2” thick polystyrene insulation and new two ply modified bitumen roof membrane system.  The GMP for this project is $2,820,577.00. This project will be completed using 8% cyclic maintenance funds. 

 

  1. 9. GMP #1 re-roofing of Midland Valley High School (Dr. Yarborough) 

 

Removal of existing roof and re-roofing of Midland Valley High School with a two-ply light weight insulating concrete (LWIC), over a minimum 2” thick polystyrene insulation and new two ply modified bitumen roof membrane system.  The GMP for this project is $3,350,943.00.  This project will be completed using 8% cyclic maintenance funds. 

 

  1. 10. GMP #1 re-roofing of Silver Bluff High School  

 

Removal of existing roof and re-roofing of Silver Bluff High School with a two-ply light weight insulating concrete (LWIC), over a minimum 2” thick polystyrene insulation and new two ply modified bitumen roof membrane system.  The GMP for this project is $3,142,228.00. This project will be completed using 8% cyclic maintenance funds. 

 

  1. 11. Flooring Projects District-Wide for Aiken County Public Schools (Dr. Yarborough) 

 

On October 23, 2025, the Selection Committee reviewed and ranked the qualifications of flooring contractor firms interested in performing district-wide flooring (Carpet, VCT, or LVT).  These contractors will refloor carpet, VCT or LVT on a day, night, weekend or as needed basis.  The committee was composed of the following: 

 

  • *Michael F. Jara – Executive Director of Facilities Construction 

  • *Tracy Price – Assistant Director of Facilities Construction 

  • *Jeremiah Jones – Coordinator of Facilities Construction 

 

  1. 12. Construction documents and guaranteed maximum price GMP #2 for the North Augusta Middle School addition and renovation.  (Dr. Yarborough) 

 

The administration has completed the scope for the North Augusta Middle School addition and renovation.  The architectural firm GMC has utilized this scope to produce construction documents and the guaranteed maximum price GMP #2 for the project.  The construction budget of $50,020,445.48. The scope of work would be building of a new addition at North Augusta Middle School, select demolition and relocating the athletic fields.  The project will be completed using 2024 1% funds. 

 

  1.  13. Construction documents and guaranteed maximum price (GMP) for the Wagener-Salley High School Athletics project. (Dr. Yarborough) 

 

The administration has completed the scope of athletic needs for the Wagener-Salley High School Athletics project.  The architectural firm McMillan Pazdan Smith (MPS) has utilized this scope to produce construction documents and the guaranteed maximum price (GMP) for the project.  The construction budget is $12,783,753. The overall budget includes design, advertising, FFE, and owner contingency for a total budget of $15,084,829.  The scope of this work includes a new athletics package and Crescent City Park at the existing WSHS campus.  The project will be funded using 8% funds. 

 

  1. 14. Items to be Declared Surplus and Method of Disposal (Mr. Traxler) 

 

Miscellaneous school furnishings and equipment have been screened and determined to be obsolete and no longer of use to the District.  Board approval is requested for the disposal of these items (ACPSD Procurement Code Article 15 Supply Management Sections 3810 and 3820).
