A. INDIVIDUAL ITEMS
- Personnel Appointments (Dr. Minolfo)
The administrative, certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location.
- Update Organizational Chart in Policy CCA Organization Chart, First Reading (Dr. Minolfo)
Policy CCA presents the organizational chart for the district administration beginning with the Office of the Superintendent. Policy CCA Administrative Organization states
that “The chart [Organization Chart] represents the framework for administration and the lines of authority and responsibility. Within the framework established, each school will
be encouraged and free to work out the educational program most appropriate for itself.”

B. CONSENT ITEMS: The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.
- South Carolina School Boards Association Dues (Dr. Murphy)
Over the past years, the Aiken County Board of Education has purchased membership in the South Carolina School Boards Association. In addition to membership benefits, the Association provides a policy update service and legal assistance fund. Also included is an annual policy maintenance and Internet subscription fee.
- Out of District Transfer Requests- Transfers Out (Mrs. Meek)
Board Policy JFABC allows the Aiken County Board of Education to arrange with the other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
- Out of District Transfer Requests- Incoming Transfers (Mrs. Meek)
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that nonresident students transfer into the District “the parent/legal guardian must assume responsibility for transportation. The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
- Request for Approval for Home Instruction (Dr. Johnson)
The School Board, according to the Code of Laws for South Carolina, Section 59-65-40, is authorized to approve home schooling for parents not opting for approval by the South Carolina Association of Independent Home Schools. The program has to meet certain standards as outlined in the bill, Policy IEK and IEK-R.
- Savannah River National Laboratory (SRNL) K-12 Catalyst Grant for STEM Education Awards to Aiken County Public School District – FY26 (Dr. Edwards)
The Aiken County Public School District has received $20,000.00 in grant awards from Savannah River National Laboratory (SRNL) made possible through the generosity of Battelle Savannah River Alliance, LLC. (BSRA), and the Columbus Foundation. The purpose of the K-12 Catalyst Grant for STEM Education Program is to support teachers in bringing STEM into K-12 classrooms which provides students with real-life skills, making them better problem solvers and better prepared for their future. After evaluating
all of the grant applications submitted to SRNL, five Aiken County Public School District teachers were selected to receive awards. The funds are to be used by the awardee
teachers to carry out the projects stated in their grant application. The individual awardees are listed below:
- Aiken Elementary School – Kari Keck - $2,500.00
- Chukker Creek Elementary School – Jeannie Simmons - $5,000.00
- Jackston STEM Magnet Middle School – Valarie McGahee - $5,000.00
- New Ellenton Middle STEAM Magnet School – Christina Walcott - $2,500.00
- South Aiken High School – Danielle Altringer - $5,000.00
- Construction Bids for the J.D. Lever multipurpose building (Dr. Yarborough)
Bids were received for the J.D. Lever Elementary School multipurpose building on August 1, 2025, at 2:00 p.m., and publicly opened, bids were received from 3 vendors with the most responsible and responsive bidder being J.E. Stewart Builders, Inc.
Base bid is to build a new multipurpose building at J. D. Lever Elementary School in the amount of $1,890,000.00. The base bid includes a $125,000.00 allowance for unforeseen circumstances. Other costs include alternate #3 to add acoustic panels in the new multipurpose building at $24,000.00, design, engineering, printing, and advertising at $134,000.00. The total budget needed is $2,048,000.00 from the 2025-2026 8% Athletic Facility account.
- Construction Bids for the Aiken County Public Schools Baseball and Softball Field Lighting Replacement at Midland Valley High School and Silver Bluff High School. (Dr. Yarborough)
Bids were received for the Aiken County Public Schools Baseball and Softball Field Lighting Replacement at Midland Valley High School and Silver Bluff High School on July 22, 2025, at 2:00 p.m., and publicly opened, with the lowest responsible and responsive bidder being Qaulite Sports Lighting.
Base Bid is to replace lighting at Midland Valley High and Silver Bluff High baseball and softball fields in the amount of $725,045.00. The base bid includes a $100,000.00 allowance for unforeseen circumstances. Oher costs include design, engineering,
printing, and advertising for a total of $80,000.00. The total budget needed is $805,045.00.
- Change Order Number 1 for the 2025 Installation of Flooring at Greendale Elementary and Byrd Elementary (Dr. Yarborough)
Credit for unused allowances <$37,472.00>

In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, Goodwyn Mills and Cawood (GMC), and the Administration prepare a monthly status report for the Board’s review.
