A. INDIVIDUAL ITEMS: The following items will be voted on individually by the Board. 

 

  1. 1. Personnel Appointments (Ms. Riley) 

 

The administrative, certified and classified personnel presented have been screened by the Human Resources Department, and interviewed, and/or approved by the Principal or supervisor for each location 

 

  1. 2. Re-employment of NJROTC Personnel for the 2026-2027 School Year (Ms. Riley) 

 

Personnel are employed for a one-year period by the Board of Education. According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year, or they will automatically be deemed “re-employed”. Pursuant to procedures previously approved by the Board, certified persons not otherwise subject to special conditions or requirements and whose contract entitlements are not affected by reassignment, are recommended as a group for re-employment for the following year (with the exception of employees who have given notice of their retirement or who have indicated an intention to resign prior to the start of the next school year). 

 

  1. 3. Re-employment of Certified Personnel for the 2026-2027 School Year (Ms. Riley) 

 

Personnel are employed for a one-year period by the Board of Education.  According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year, or they will automatically be deemed “re-employed”.  Pursuant to procedures previously approved by the Board, certified persons not otherwise subject to special conditions or requirements and whose contract entitlements are not affected by reassignment, are recommended as a group for re-employment for the following year (with the exception of employees who have given notice of their retirement or who have indicated an intention to resign prior to the start of the next school year). 

 

  1. 4. Re-employment of Certified Personnel, Subject to Certain Conditions, for the 2026-2027 School Year (Ms. Riley) 

 

Personnel are employed for a one-year period by the Board of Education. According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year, or they will be deemed “re-employed”.  Many certified employees who are otherwise recommended for the employment for the next school year must nevertheless meet certain qualifying conditions or stipulations.  These may be in order to qualify for the continuation of employment, or they may be conditions affecting their status for the following year. (Appearance of names of employees on this list should not give rise necessarily to a perception of a problem or concern, as many of the required stipulations are very routine in nature, as already mentioned.) 

 

  1. 5. Non-Renewal of Identified Induction Contract Certified Personnel for 2026-2027 School Year (Ms. Riley) 

 

For certified personnel under Induction Contracts, non-renewal of employment notifications require a certain type of motion.  All personnel are employed for a one-year period by the Board of Education, and such personnel must be informed by May 1st of their employment status for the ensuing year or be deemed automatically “re-employed”.  

 

  1. 6. Non-Renewal of Identified Continuing Contract Certified Personnel for 2026-2027 School Year (Ms. Riley) 

 

Personnel are employed for a one-year period by the Board of Education. According to state law, certified personnel must be informed by May 1st of their employment status for the ensuing year or be automatically deemed “re-employed”.  Persons presently serving under continuing contracts, but who are not being recommended for re-employment, have limited due process rights under South Carolina law. 

 

  1. 7. Non-Renewal of Identified Annual Contract Certified Personnel for 2026-2027 School Year (Ms. Riley) 

 

For certified personnel under Induction Contracts, non-renewal of employment notifications require a certain type of motion.  All personnel are employed for a one-year period by the Board of Education, and such personnel must be informed by May 1st of their employment status for the ensuing year or be deemed automatically “re-employed”.  

 

  1. 8. Revision of the Following Policy: Policy BEC Executive Sessions/Open Meetings, Second Reading (Mrs. Meek)  

 

The Board conducts a systematic review of its policies on a cyclical basis to ensure continued alignment with current laws, regulations, and best practices. As part of this ongoing process, the policies referenced above have been identified as due for review/revision and are being presented for consideration and update as needed.  

 

  1. 9. Revisions to the Code of Student Conduct, First Reading (Dr. Yarborough) 

 

The Code of Student Conduct is reviewed and updated annually.  As part of this process, a discipline steering committee consisting of community members, parents, educational leaders, teachers, board members, and administrators from all three grade levels reviews the Code of Conduct and considers recommended additions, deletions, and revisions from school administration. 

 

  1. 10. 2026-2027 Budget – First Reading (Mr. Traxler) 

 

In its 2026-2027 budget calendar, the Board scheduled presentations of the First Reading of the budget for April 21, 2026, and the Second & Final Reading for May 26, 2026. A budget hearing is scheduled during the May 12, 2026, Board meeting. 

 

B. CONSENT ITEMSThe following items will be voted on as a group; individual items may be discussed prior to a vote being taken. 

 

  1. 1. Ratification of Expulsions (Dr. Murphy) 

 

The School Board, according to Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.  Although the Board may receive recommendations for expulsion from others, it is solely empowered to take the final expulsion action. 

 

  1. 2. Release from ACPSD Requests (Mrs. Meek) 

 

Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.” 

 

  1. 3. Non-Resident Transfer Requests (Mrs. Meek) 

 

Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that nonresident students transfer into the District “the parent/legal guardian must assume responsibility for transportation. The Board will hold nonresident students to the behavioral and academic requirements set out in Policy JFAA, admission of resident students.  The district may charge tuition to nonresident students seeking to enroll in district schools.” 

 

  1. 4. Request to Admit Foreign Exchange Students (Mrs. Meek) 

 

School Board Policy JFABB establishes guidelines for the admission of exchange students to the high schools in the School District of Aiken County.  

 

  1. 5. GMP #1 for HVAC renovations at Aiken Elementary School (Dr. Yarborough) 

 

Replacement of the existing HVAC equipment in the six classroom pods of Aiken Elementary School. The GMP for this project is $2,287,938.00. This project will be completed using 8% cyclic maintenance funds. 

 

  1. 6. GMP #2 for HVAC renovations at North Augusta Elementary School (Dr. Yarborough) 

 

Replacement of the existing HVAC equipment in the six classroom pods of North Augusta Elementary School. The GMP for this project is $3,440,770.00. This project will be completed using 8% cyclic maintenance funds. 

 

  1. 7. Design Development (DD) and Construction Drawings (CD) for the Area One Transportation Office at Aiken Intermediate School (Dr. Yarborough) 

 

The administration has completed the scope of educational needs for the Area One Transportation Office at Aiken Intermediate School.  The architectural firm Method Works (MW) has utilized this scope to produce the Design Development (DD) and Construction Drawings (CD) for the transportation office.  

 

  1. 8. Schematic Design plans for the Gloverville Elementary School renovations and improvements (Dr. Yarborough) 

 

The administration has completed the scope of educational needs for the Gloverville Elementary School renovations and improvements. The architectural firm Method Works (MW) has utilized this scope to produce schematic design plans for the improvements 

 

  1. 9. Request for Proposals for Mold Remediation (Mr. Traxler) 

 

Proposals for the 2026 annual contract for mold remediation were received on March 24, 2026, at 2:00 p.m. Services will be coordinated through the District’s Maintenance Department. 

 

  1. 10. Items to be Declared Surplus and Method of Disposal (Mr. Traxler) 

 

Miscellaneous school furnishings and equipment have been screened and determined to be obsolete and no longer of use to the District.  Board approval is requested for the disposal of these items (ACPSD Procurement Code Article 15 Supply Management Sections 3810 and 3820).
