  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or Supervisor for each location.
 
  1. Revision of Policy JFAB Nonresident Student, First Reading (Dr. Minolfo)
 
The District revised the tuition charged to nonresident students to a flat fee of $750.00 for one student and $1000 for two or more students. Policy JFAB did not reflect that change.
 
  1. Revision of Policy IHBF Homebound Instruction, First Reading (Dr. Minolfo)
 
Policy IHB Homebound Instruction states “A student who cannot attend school for 10 days or more because of illness, accidents, pregnancy, or emotional challenge, even with the aid of accommodations, is eligible for medical homebound instruction.”Prior to the 2023-2024 school year, the Board approved for high schools to transition to block scheduling. One fact of block scheduling is classes previously taught in one year are now taught in one semester. When a high school student meets the criteria to be eligible for homebound instruction, the student has missed significant instructional time in the current version of the policy.
 
  1. Reviewed policies, administrative rules, and files, First Reading (Dr. Minolfo)
 
Administration cyclically reviews policies, administrative rules, and files in the Policy Manual. As part of the cyclical review process, the attached policies and administrative rules were reviewed.
 
  1. Issuance and Sale of General Obligation Bonds, Series 2024 (Mr. Traxler)
 
Section 15 of Article X of the Constitution of the State of South Carolina provides that subsequent to November 30, 1982, school districts of the State may incur bonded indebtedness in an amount not exceeding eight (8%) of the assessed value of all taxable property therein. The School Board approved the issuance of $20,000,000 bonds in the District’s adopted 2024-2025 budget and as part of the District’s Five-Year Facilities Plan.
 
 
 
  1. Budget Amendment #2 2023-2024 for Funds 1, 2, 3, 8 and 9 (Mr. Traxler)
 
Periodic budget amendments are submitted for Board consideration.
 
 
  1. CONSENT ITEMS:   The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board, according to the Code of Laws for South Carolina Section
 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  1. Request to Admit Foreign Exchange Student (Dr. Minolfo)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County
 
  1. Out-of-District Transfers Requests – Transfers Out 2024-2025 (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  1. Out-of-District Transfer Requests – Transfers In 2024-2025 (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that nonresident students transfer into the District “the parent/legal guardian must assume responsibility for transportation. The Board will hold nonresident students to the behavioral and academic requirements set out in policy JFAA, admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
  1. Caroline McKie Memorial Scholarship Fund Donation to Aiken High School – FY24 (Dr. Edwards)
 
Aiken High School has been given a $5,000.00 donation through the Caroline McKie Memorial Scholarship Fund. The funds will be used to provide scholarship awards to graduating seniors.
 
 
 
 
 
 
  1. Funding Flexibility for the Quarter and Year Ending June 30, 2024 (Mr. Traxler)
 
Under provisos 1.21, 1.24 and 1A.13 for Fiscal Year 2023-2024, all school districts and special schools of this State may transfer and expend funds “to ensure the delivery of academic and arts instruction to students.”  Flexibility guidelines require that each district’s board and superintendent certify the specific flexibility actions taken. The certification must be in in writing, signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education. The SC Department of Education will subsequently forward the information to various legislators and legislative bodies. The certification must be posted on the district’s website.
