A.INDIVIDUAL ITEMS

 
  1. Personnel Appointments (Mrs. Hart)
 
The certified and classified personnel presented have been screened by the Human Resources Department and interviewed, and/or approved by the Principal or supervisor for each location.
 
  1. Addendum to Incentive for Teacher Recruitment (Mrs. Hart)
 
Our District like many others, continues to deal with a shortage of teachers. With lower number of graduating new teachers and increasing numbers of teachers leaving the profession, the applicant pool is smaller and competition for the best is tighter.The Administration is seeking an addendum to the approved incentive to assist in the recruitment of teachers.
 
 
  1. Update of 2021-22 Return to In-Person Instruction and Continuity of Services Plan (Mrs. Hart)
 
On March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. As part of ARP, the U.S. Department of Education is providing an additional $121.9 billion for the Elementary and Secondary School Emergency Relief Fund (ESSER III Fund).This legislation is awarding grants to state educational agencies, including the SC Department of Education, to provide local educational agencies, including Aiken County Public Schools, with emergency relief funds to address the impact of COVID-19 on elementary and secondary schools across the nation.
 
  1. Revision of the following policy:  Policy EDE Waste Management and Recycling, Second Reading (Dr. Minolfo)
 
Policy EDE Waste Management and Recycling indicates the board’s vision for resource conservation and a basic structure for waste management and recycling:however, littering is not addressed.Litter is defined as any waste material, garbage, or trash that is not disposed of in the proper manner.Litter not only provides health risks in various forms, it also reduces the pleasantness of the school grounds, impacts negatively on the wider community and environment, and contributes to a “littering” culture within the school.
 
  1. Revision of Policy GCFB Hiring of Administrative Personnel, Second Reading (Dr. Minolfo)
 
Policy GCFB Hiring of Administrative Personnel establishes the basic structure for the hiring of administrative personnel by the district. The policy addresses the process by which the superintendent makes his/her recommendation for appointment to any position of assistant principal or higher.
 
 
 
  1. Adoption of Updated District Procurement Code (Mr. Traxler)
 
The State issued its Model Procurement Code revision in September 2021, Aiken County Public School District is subject to the code and its revisions.
The School board approved revision to District’s procurement code at its January 25, 2022, meeting.The code was then sent to the South Carolina Division of Procurement Services of the State Fiscal Accountability Authority (SFAA) for review and approval.The District was notified on April 26, 2022, that our code was approved.
 
  1. ARP/ESSER Spending Revision #2 (Mr. Traxler)
 
The American Rescue Plan (ARP) was signed into law on March 11, 2021.The SC Department of Education (SCDE) was allocated approximately $2.1 billion in Elementary and Secondary School Emergency Relief funds from ARP, of which 463,386,401 is allocated to Aiken.Funds must be spent by September 30, 2024, within 15 allowable use categories.
 
  1. 2022-2023 Budget Calendar – Proposed Revision (Mr. Traxler)
 
The School Board adopted the 2022-2023 budget calendar at its October 26, 2021, meeting in accordance with Board Policy DBG Adoption Process.  This policy requires adoption of a budget calendar by November 1 each year.  Budget calendar revisions are allowed, as and if needed.  The Second/Final Reading of the budget is currently scheduled for May 24, 2022.
 

B.CONSENT ITEMS:  The following items will be voted on as a group, individual items may be discussed prior to a vote being taken.

 
  1. Ratification of Expulsions (Mr. Laurence)
 
The School Board according to the Code of Laws for South Carolina Section 59-63-240, is authorized to expel students from school.Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
  1. Out-of-District Transfer Requests – Transfers In (Dr. Minolfo)
 
Board Policy JFAB allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that non-resident students transfer into the District “the parent/legal guardian must assume responsibility for transportation.The Board will nonresident students to the behavioral and academic requirements set out in policy JFAA admission of resident students. The district may charge tuition to nonresident students seeking to enroll in district schools.”
 
 
 
 
 
 
  1. Out-of-District Transfer Requests – Transfers Out (Dr. Minolfo)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the district, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
  1. Request to Admit of Foreign Exchange Student (Dr. Minolfo)
 
School Board Policy JFABB establishes guidelines for the admission of the exchange students to the high schools in the School District of Aiken County.
 
 
  1. K-5 Music Textbook Adoptions for 2022-2023 (Mrs. Glover)
 
The District examines and evaluates textbooks adopted by the State for use in the classroom and recommends to the School Board those selected by teacher committees for our district.Upon approval by the School Board and funding by the State, schools may proceed to order those textbooks from the State Textbook Depositary.
 
  1. Local School Board Courses for 2022-2023 (Mrs. Glover)
 
The school board must approve locally designed courses annually.
 
  1. Head Start/Early Head Start Waiver Requests for Students with Disabilities for 2020-2021 and 2021-2022(Mrs. Glover)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020, and extends through June 30, 2025. Governing bodies have a legal and fiscal responsibility to administer and oversee the agency’s Head Start and Early Head Start programs.The governing body is responsible for activities specified in section 642(c)(1)(E) of the Head Start Act.Based on community needs, the grant program may need to be modified, and board approval will be sought for these changes.
 
  1. Conversion of 8 Early Head Start Home-based slots from Aiken County First Steps (ACPS) to Center-based Slots at Aiken Early Learning Center (Mrs. Glover)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020, and extends through June 30, 2025. Governing bodies have a legal and fiscal responsibility to administer and oversee the agency’s Head Start and Early Head Start programs.  The governing body is responsible for activities specified in section 642(c)(1)(E) of the Head Start Act.  Based on community needs, the grant program may need to be modified, and board approval will be sought for these changes.
 
 
 
 
 
  1. Head Start Cost of Living Adjustment (COLA) Funding Application (Mrs. Glover)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020, and extends through June 30, 2025. Governing bodies have a legal and fiscal responsibility to administer and oversee the agency’s Head Start and Early Head Start programs.The governing body is responsible for activities specified in section 642(c)(1)(E) of the Head Start Act.Based on community needs, the grant program may need to be modified, and board approval will be sought for these changes.
 
  1. Head Start/Early Head Start 2022-2023 Selection Criteria Revision (Mrs. Glover)

  1. Transfer of Head Start Enrollment Slots from Barnwell Early Learning Center to Wagener Early Learning Center (Mrs. Glover)
 
The school district was approved for a five-year Head Start/Early Head Start grant in May of 2020, and the 5-year project period began on July 1, 2020, and extends through June 30, 2025. Governing bodies have a legal and fiscal responsibility to administer and oversee the agency’s Head Start and Early Head Start programs.The governing body is responsible for activities specified in section 642(c)(1)(E) of the Head Start Act.Based on community needs, the grant program may need to be modified, and board approval will be sought for these changes.
 
  1. Head Start/Early Head Start Program Application for Quality Improvement Funding (Mrs. Glover)
 
The school district was approved for a five-year Head Start/Early Head Start Grant in May of 2020, and the 5-year project period began on July 1, 2020, and extends through June 30, 2025.Governing bodies have a legal and fiscal responsibility to administer and oversee the agency’s Head Start and Early Head Start programs.
 
  1. South Carolina Arts Commission – Education-Arts Teacher Support Grant Award – Schofield Middle School – FY22 (Mrs. Glover)
 
Schofield Middle School has been awarded a South Carolina Arts Commission Education-Arts Teacher Support Grant Award in the amount of $2,531.00. The monies will be used to purchase sculpture supplies for visual arts students, replace depleted art supplies/materials, and purchase higher quality supplies for students.
 
 
 
 
  1. South Carolina Department of Education Career Cluster Partnership Grant Award to the South Carolina Council om Competitiveness to implement the Southern Regional Education Board (SREB) Pre-Advanced Career Middle School Stem Curriculum at Leavelle McCampbell Middle School – FY23 (Mrs. Glover)
 
South Carolina Department of Education Career Cluster Partnership Grant has provided $11,148.62 to the South Carolina Council on Competitiveness to implement the SREB Pre-Advance Career Middle School Stem Curriculum at Leavelle McCampbell Middle School.The funding may be used by the middle school to purchase the SREB Middle Grades STEM course equipment, supplies, and materials, as well as fund travel, lodging, meal, and training expenses for SREB teacher training to support course implementation.
 
  1. UWorld AP Success Grant Award to Aiken County Public School District (Mrs. Glover)
 
Aiken County Public School District has been awarded a UWorld AP Success Grant valued at $5,500.00 for the 2022-2023 school.UWorld’s AP Success Grant is offered to help schools and districts build equity in their Advance Placement programs by providing high-quality teaching and learning tools to ensure that all AP teachers and students are supported and successful.Their Learning Tools for AP Courses make the rigor of AP curriculum unstanderable for students, manageable for teachers, and provide valuable program insights to administrators to help build a stronger, more accessible AP program.
 
The grant will provide access to online Learning Tools for the 2022-2023 school year for AP Biology, AP Environmental Science, and AP Physics.The Learning Tools include content for students, assignment tools and progress monitoring for teachers, and assessments and reporting at the student, class, campus, and district levels.The grant also provides personalized start-up training and ongoing support.
 
 
  1. Bryan Bennett Donation to Midland Valley High School – FY22 (Mrs. Glover)
 
Midland Valley High School baseball programhas been given a $4,379.40 donation from Bryan Bennett.The funds will be used to purchase wrap material to update the current baseball scoreboard.
 
 
  1. 2022 Installation of Flooring at Clearwater Elementary, Gloverville Elementary, Hammond Hill Elementary, and Millbrook  (Dr. Murphy)
 
Bids were received on April 21, 2022 at 3:00 p.m. and publicly opened for the 2022 Installation of Flooring at Clearwater Elementary, Gloverville Elementary, Hammond Hill Elementary, and Millbrook Elementary.
 
  1. 2022 Painting of Freedman Early Learning Center, Hammond Hill Elementary, and Millbrook Elementary (Dr. Murphy)
 
Bids were received on April 21, 2022 at 10:00 a.m. and publicly opened for the 2022 Painting of Freedman Early Learning Center, Hammond Hill Elementary, and Millbrook Elementary.
