A.INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.

 
  1. ABM Update (Dr. Foster)
 
ABM is an energy services provider that assists clients such as school districts, municipalities, and private industries with implementing capital improvements financed through energy/utility savings.ABM serves as the general contractor and hires subcontractors to perform necessary construction and retrofits.The scope of work is chosen by the client after ABM conducts a detailed investment grade audit of all facilities.ABM guarantees the client will realize energy/utility savings that meet or exceed the cost of the construction and retrofits.All energy/utility savings are retained by the client.

 

B.CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.
 

  1. Schematic Plans for the Aiken County Career & Technology Project (Dr. Foster)

The administration has completed the scope of educational needs for the Aiken County Career & Technology Project.The architectural firms of Goodwyn Mills Cawood (GMC) has utilized this scope to produce the schematic design plans for this school.
 
  1. Approval to make contract award for district-wide pressure washing services (Mr. Traxler)

    ACPSD is seeking to create a pool of pressure washing contractors to service the District.  Aiken County Public School District Procurement Code V-B-4-b mandates that when utilizing the Competitive Best Value Bidding (BVB) sourcing method, proposals must be evaluated and rank as most advantageous to least advantageous to the District.  In a Competitive Best Value Bid, cost must be weighted at no less than 60% of the established evaluation criteria.
     
  2. Funding Flexibility (Mr. Traxler)

Under provisos 1.25, 1.30 and 1A.14 for Fiscal Year 2019-2020, all school districts and special schools of this State may transfer and expend funds “to ensure the delivery of academic and arts instruction to students”with certain limitations.Among the requirements, each district’s board and superintendent must certify the specific flexibility actions taken.The certification must be in writing, signed by the board chairman and superintendent, and delivered electronically to the State Superintendent of Education.An electronic copy must be sent to the SC Department of Education which will subsequently forward the information to the Chairman of the Senate Finance Committee, the Chairman of the Senate Education Committee, the Chairman of the House Ways and Means Committee, and the Chairman of the House Education and Public Works Committee.The Certification must be posted on the district’s website.

 
  1. Request for Approval for Home Instruction (Dr. Foster)

The School Board, according to the Code of Laws for South Carolina Section 59-65-40, is authorized to approve home schooling for parents not opting for approval by the South Carolina Association of Independent Home Schools.The program has to meet certain standards as outlined in the bill, Policy IEK and IEK-R.

The certified and classified personnel presented have been screened by the Human resources Department and interviewed, and/or approved by the Principal or Supervisor for each location.
 
  1. Out-of-District Transfer Requests (Mr. Laurence)
     
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.
