The financial reports of November 30, 2018 is submitted in the approved format.
- CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
1. Walther Farms Donation to Oakwood Windsor Elementary School – FY19 (Mrs. Glover
Oakwood Windsor Elementary School was given a $2,181.38 donation from Walther Farms. The funds from this donation will be used to purchase new
books for the media center.
2. Application for Impact Aid (Section 8003, Elementary and Secondary Education Act of 1965) (Mr. Laurence)
Section 8003 provides funds to school district for students residing on or having parents working on federal property. On October 25, 2018, survey forms were distributed to all students in the District in order to determine the number of eligible students. Subsequent verification was performed and is on-going.
3. William W. Carmichael Donation to Jefferson Elementary School – FY19 (Mrs. Glover)
Jefferson Elementary School was given a $2000.00 donation from William W. Carmichael. The funds from this donation will be used to purchase instruments for the music program.
4. School Food Services Fuel Up to Play 60 Grant – FY19 (Mr. Traxler)
Midland Valley High School, North Augusta Middle School, Ridge Spring-Monetta High School, and Silver Bluff High School were each awarded $4000 from the Fuel Up to Play 60 Grant. Funds will be used to purchase breakfast serving carts, food prep equipment, coolers, laptops, jump ropes, and stability balls.
5. Schematic Plans for the North Augusta High School Project Phase 3
(Dr. Foster)
The administration has completed the scope of educational needs for the North Augusta High School Project Phase 3. The architectural firm of McMillan Pazdan Smith Architects has utilized this scope to produce the schematic design plans for this school.
6. Schematic Plans for the Aiken High School Project Phase 3 (James Taylor Building) (Dr. Foster)
The administration has completed the scope of educational needs for the Aiken High School Project Phase 3 (James Taylor Building). The architectural firm of LS3P has utilized this scope to produce the schematic design plans for this school.
7. Schematic Plans for the Highland Springs Elementary and Highland Springs Middle School Project (Dr. Foster)
The Board heard presentation for the scope of educational needs for the Highland Springs Elementary and Highland Springs Middle School Project. The architectural firm of LS3P has utilized this scope to produce the schematic design plans for this school.
8. Schematic Plans for the Hammond Hill Elementary Renovations and Additions Project (Dr. Foster)
The Board heard presentation for the scope of educational needs for the Hammond Hill Elementary Renovations and Additions Project. The architectural firm of Cheatham Fletcher Scott Architects, P.C. has utilized this scope to produce the schematic design plans for this school.
9. Schematic Plans for the Millbrook Elementary Addition Project (Dr. Foster)
The Board heard presentation for the scope of educational needs for the Millbrook Elementary Addition Project. The architectural firm of Goodwyn Mills Cawood (GMC) has utilized this scope to produce the schematic design plans for this school.
10. Schematic Plans for the Midland Valley High Addition Project (Dr. Foster)
The Board heard presentation for the scope of educational needs for the Midland Valley High Addition Project. The architectural firm of McMillan, Pazdan, Smith Architecture has utilized this scope to produce the schematic design plans for this school.
11. Schematic Plans for the Belvedere Elementary Addition Project (Dr. Foster)
The Board heard presentation for the scope of educational needs for the Belvedere Elementary Addition Project. The architectural firm of McMillan, Pazdan, Smith Architectural has utilized this scope to produce the schematic design plans for this school.
- INDIVIDUAL ITEMS:
1. Personnel Appointments (Mrs. Hart)
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
2. Out-of-District Transfer Requests (Mr. Laurence)
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
3. Recommendation Concerning Attendances Boundaries for the Trolley Run Station Neighborhood (Mr. Laurence)
Comprehensive internal and external demographic, population, and utilization studies conducted over the past eighteen months confirmed that Byrd Elementary School and Midland Valley High School had student populations that exceeded their designed capacity. Those studies further revealed that population growth in those attendance areas will continue in the foreseeable future. While the studies revealed that space is currently not a significant concern at Leavelle McCampbell Middle School, it too will be impacted by the continued growth in its attendance area.
Based on that comprehensive data and in an effort to relieve overcrowding, the school board reassigned students in the Trolley Run Station are from the Byrd Elementary, Leavelle McCampbell Middle, and Midland Valley High attendance pattern to the Aiken Elementary, Schofield Middle and Aiken High attendance pattern. The board included a grandfathering provision for students already in attendance at the original three schools. The board revised Policy JCA Assignment of Students to Schools to require that school attendance areas be reviewed at a minimum every five years.
