1. Submission of the South Carolina Department of Education’s National
School Lunch Program Equipment Assistance Grant for Langley Bath
Clearwater Middle School – FY-19 (Mr. Traxler)
The School Food Service Department is requesting to submit a $14,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Langley Bath Clearwater Middle School. The funds from this grant would be used to purchase two Pass Thru Warmers and a Milk Box for the cafeteria.
2. Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Oakwood Windsor Elementary School – FY19 (Mr. Traxler)
The School Food Service Department is requesting to submit a $12,300 grant application for SCDE’s National School Lunch Program Equipment Assistance for Oakwood Windsor Elementary School. The funds from this grant would be used to purchase two Pass Thru Coolers and one Single Door Reach In Freezer for the cafeteria.
3. Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Jefferson Elementary School – FY19 (Mr. Traxler)
The School Food Service Department is requesting to submit a $14,750 grant application for SCDE’s National School Lunch Program Equipment Assistance for Jefferson Elementary School. The funds from this grant would be used to purchase a Pass Thru Warmer, a Double Stack Oven, and a Single Door Cooler for the cafeteria.
4. Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for J.D. Lever Elementary School – FY19 (Mr. Traxler)
The School Food Service Department is requesting to submit a $22,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for J.D. Lever Elementary School. The funds from this grant would be used to purchase a Double Stack Steamer and a DD Reach in Cooler for the cafeteria.
5. Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Clearwater Elementary School – FY19 (Mr. Traxler)
The School Food Service Department is requesting to submit a $16,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Clearwater Elementary School. The funds from this grant would be used to purchase one Hot/Cold Serving Line for the cafeteria.
6. Submission of the South Carolina Department of Education’s National School Lunch Program Equipment Assistance Grant for Aiken Elementary School – FY19 (Mr. Traxler)
The School Food Service Department is requesting to submit a $21,000 grant application for SCDE’s National School Lunch Program Equipment Assistance for Aiken Elementary School. The funds from this grant would be used to purchase two Pass Thru Warmers and two Pass Thru Coolers for the cafeteria.
7. 2019 Replacement of Bleachers at Aiken Middle, Kennedy Middle & Silver Bluff High (Dr. Foster)
Bids were received for the 2019 Replacement of Bleachers at Aiken Middle, Kennedy Middle & Silver Bluff High on November 13, 2018 at 2:00 p.m. and publicly opened. There were 3 bidders for this project with the lowest and responsible bidder being MasterCraft Renovation Systems Base Bid A ($122,425.00) for Aiken Middle; and Haldeman Homme, Inc. Base Bide B ($43,392.65) for Kennedy Middle and Base Bid C ($96,126.58) for Silver Bluff High.
8. Submission of the South Carolina Community Block Grant for Education Pilot Program (Mrs. Glover)
For the fourth year, the South Carolina General Assembly has authorized and funded the SC Community Block Grants for Education Pilot Program (Education Pilot Program) for Fiscal Year 2018-19. The Education Pilot Program’s purpose is to improve children’s readiness for kindergarten by enhancing the quality of pre-kindergarten programs for four-year-old children. Funds allocated to this grants program must be used to provide or expand high-quality early childhood programs for a targeted population of at-risk four-year-olds. The proposed project of $144,329.51 will provide academic and social and emotional skills to ensure kindergarten readiness for 50 children on the Aiken County Public School’s 4K waiting list who otherwise would not receive this key learning opportunity because of limited space in the 4K programs.
During the school year, these children will receive access to the Waterford UPSTART technology-delivered home-based kindergarten readiness program. The children will also attend a five-week summer camp with intensive teacher-child interactions, early literacy, numeracy, and social/emotional instruction, Early Language and Literacy Classroom Observation tool (ELLCO), interventions, and a summer book reading program. Teacher-student interactions and instruction will be supported with guided play, sportsmanship, interactive book activities, early literacy and numeracy stations, and take-home materials. Transportation and meals will also be provided.
9. MTU USA Donation to Aiken County Career and Technology Center – FY19 (Mrs. Glover)
Aiken County Career and Technology Center was given a donation of a diesel engine valued at $150,000 from MTU USA. Students will gain hands-on experience working with one of the most advanced diesel engines in the world. This donation will be used to support instruction in the following areas: General Engine Diagnosis; Fuel Systems Diagnosis and Repair; Air Induction and Exhaust Systems Diagnosis and Repair; Cylinder Head and Valve Train Diagnosis and Repair; Engine Block Diagnosis and Repair; Lubrication Systems Diagnosis and Repair; Cooling System Diagnosis and Repair; Air Induction and Exhaust Systems Diagnosis and Repair; Fuel System Diagnosis; and Mechanical Fuel Supply System Diagnosis and Repair.

1. Personnel Appointments (Mrs. Hart)
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
2. Out-of-District Transfer Requests (Mr. Laurence)
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
3. Construction Buds for Graniteville Elementary Addition (Byrd Learning Center – BLC) (Dr. Foster)
Bids were received for the Construction bids for Graniteville Elementary Addition (Byrd Learning Center – BLC) on November 8, 2018 at 2:00 p.m. and publicly opened. Bids were received from 3 vendors with R.W. Allen Construction, LLC submitting the lowest base bid of $5,672,527.00; Alternate #1 ($214,825.00) to replace the existing windows with hew storefront system; Alternate #2 ($35,298.00) to provide full landscape and irrigation; and Alternate #3 ($15,450.00) to install soffit extension to the roof structure for the Graniteville Elementary Addition (Byrd Learning Center – BLC). The design, printing, advertising and contingency amounts to $850,000.00. Furnishings, Fixtures, Equipment, Technology budget needed is $550,000.00. The budget need is $7,338,100.00 and will come from The Five-Year Facility Improvement Plan Cyclic Maintenance for year 2018-2019 has $7,338,100.00 budgeted for this project is adequate.
