ACPSD/Area Advisory Council Community Update on One Cent Sales Initiative – November 10, 2016
- INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.
1. Legislative Update (Mr. Liner)
- CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
1. Dollar General Literacy Foundation Grant to Busbee-Corbett Elementary/Middle School – FY17 (Dr. Washington)
Busbee-Corbett Elementary/Middle School was given a $2,000 Dollar General Literacy Foundation grant. The funds from this grant will be used to purchase books for the middle school library.
2. Dollar General Literacy Foundation Grant to Chukker Creek Elementary School – FY17 (Dr. Washington)
Chukker Creek Elementary School was given a $2,000 Dollar General Literacy Foundation grant. The funds from this grant will be used to purchase a reading intervention system for 2nd grade students.
3. Dollar General Literacy Foundation Grant to Byrd Elementary School – FY17 (Dr. Washington)
Byrd Elementary School was given a $2,000 Dollar General Literacy Foundation grant. The funds from this grant will be used to purchase leveled books for students.
4. Dollar General Literacy Foundation Grant to Jefferson Elementary School – FY17 (Dr. Washington)
Jefferson Elementary School was given a $2,500 Dollar General Literacy Foundation grant. The funds from this grant will be used to purchase books to be used for reading interventions.
5. Special Education Related Services Contract (Dr. Washington)
The Department of Special Education routinely contracts with related service providers when unable to hire Aiken County Public Schools District personnel. The contracts include, but are not limited to: Transportation, Occupational Therapy, Physical Therapy, Speech Pathology, Psycho-educational Testing, Applied Behavior Therapy, Orientation and Mobility for the Visually Impaired, Educational Interpreters, Consultation services, and Medicaid billing.
C. INDIVIDUAL ITEMS:
1. Personnel Appointments (Ms. Smalls)
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principals and Executive Directors.
2. Change Order Number 1 for the 2016 Painting of Center for Innovative Learning at Pinecrest, Greendale Elementary, Jefferson Elementary, Midland Valley High and Aiken Elementary (Dr. Foster)
Change Order Number 1 for the 2016 Painting of Center of Innovative Learning at Pinecrest, Greendale Elementary, Jefferson Elementary, Midland Valley High and Aiken Elementary from S&A Enterprises in the credit amount of $24,713.00.
3. Change Order Number 1 for the 2016 Flooring BLC, Aiken Elementary (corridors, administration & media), North Augusta Elementary (corridors, administration & media), Center for Innovative Learning at Pinecrest (administration, principal’s office, D-wing) and Belvedere Elementary (Dr. Foster)
Change Order Number 1 for the 2016 Flooring BLC, Aiken Elementary (corridors, administration & media), North Augusta Elementary (corridors, administration & media), Center for Innovative Learning at Pinecrest (administration, principal’s office, D-wing) and Belvedere Elementary from Ceiling & Floor Restorations, Inc. in the credit amount of $13,478.00.
4. Payment to the South Carolina Department of Transportation (SCDOT) for a traffic light at Bettis Academy & Ascauga Lake Road (Dr. Foster)
On October 6, 2014, Aiken County Staff and Tilden Hilderbrand met with Aiken County Transportation Committee agreeing to fund 90% of the light at Bettis Academy Road Project ($1.6 million) and Aiken County Schools would contribute $165,000. We needed this issue resolved in order to get an occupancy certificate for the New Leavelle McCampbell Middle School.
5. Selection of Construction Management at Risk for Ridge Spring-Monetta K-12 School Project (Dr. Foster)
The following individuals served in the selection process for The Construction Management at Risk RFP for Ridge Spring-Monetta K-12 School Project. Dr. Shawn Foster, Chief Officer of Operations and Student Services; Mr. Kevin Chipman, Director of Facilities Construction; Mr. Charles Kip Gunter, Director of Maintenance; Mr. Levi Green, Board Vice Chairman; and Mr. Keith Liner, Board Member.
6. Selection of Architect for Ridge Spring-Monetta K-12 School Project (Dr. Foster)
The following individuals served in the selection process for the Architect for Ridge Spring-Monetta K-12 School Project: Dr. Shawn Foster, Chief Officer of Operations and Student Services; Mr. Kevin Chipman, Director of Facilities Construction; Mr. Charles Kip Gunter, Director of Maintenance; Mr. Levi Green, Board Vice Chairman; and Mr. Keith Liner, Board Member.
7. Changes to Policy GDBC and Administrative Rule GDBC-R – Support Staff Supplemental Pay/Overtime – First Reading (Mr. Laurence)
On May 8, 2016, the United States Department of Labor issued a final rule (81 FR 32391) updating the Fair Labor Standards Act (FLSA) concering exemptions to overtime regulations. The new rule sets the standard salary level at the 40th percentile of earnings of full-time salaried workers in the lowest-wage Census Region, currently the South ($913 per week; $47,476 annually for a full-time worker). The rule takes effect December 1, 2016, and will be updated every three years thereafter.
8. Changes to Policy IKF and Administrative Rule IKF-R Graduation Requirements (Mr. Laurence)
The current policy and administrative rule are not aligned to updated state regulations concerning graduation requirements. Specifically, the exit examination is no longer required and significant changes have been made to the academic honors award criteria.
9. Changes to Policy ILB Test/Assessment Administration (Mr. Laurence)
The current policy makes reference to obsolete tests and does not take the districts new administrative structure into account.
10. Changes to Policy AAA Legal Status of Area Advisory Councils and Administrative Area Superintendents (Mr. Laurence)
The reorganization of the administrative staff to provide for executive directors for the three levels as opposed to academic officers and level bookkeepers as opposed to area bookkeepers has created the need for this policy to be consistent with those changes.
11. Changes to Policy CCA Organization Chart (Mr. Laurence)
School Board Policy CC state in part.
School district administrative organization will follow the pattern outlined in the chart found at CCA in this manual. The chart represents the framework for administration and the lines of authority and responsibility. Within the framework established, each school will be encouraged and free to work out the educational program most appropriate for itself.
The administrative organizational structure of the district accommodates and enhances the attainment of goals and objectives the board has set forth for the schools. The organization must assure that schools effectively and efficiently carry out programs and respond to any new programs demanded by system needs or opportunities. The organization must also allow the schools opportunities to address their particular needs and improve existing programs.
12. Changes to Policy IG and Administrative Rule IG-R Curriculum Development, Adoption, and Review (Mr. Laurence)
The current policy and administrative rule do not take the district’s new administrative structure into account and limit stakeholder review of curriculum.
13. Changes to Policy JFABB Admission of Exchange and Foreign Students (Mr. Laurence)
The school district works with approved sponsoring organizations to enroll foreign exchange students in Aiken County high schools for a limited period of time. The maximum number of exchange students at the same school at any one time is two students.
