A.             INFORMATIONAL ITEMS:  The following items are for information only and do not require Board action.  

1.         Salary Study Report (Mr. Traxler) 

 

2.         Final Construction Status Reports for the North Augusta High School Project (Mr. Caver) 

            In an effort to keep the Board current on the status and budget of this school construction project, the Architects for this project, McMillan Pazdan Smith Architecture and the Administration prepare a monthly status report for the Board’s review.

 

3.         Legislative Update (Mr. Liner) 

 

B.             CONSENT ITEMS:  The following items will be voted on as a group.  Individual items may be discussed prior to a vote being taken.

  1.         Ratification of Expulsions (Dr. Everitt) 

          The School Board, according to the Code of Laws of South Carolina Sections 59-63-240, is authorizes to expel students from school.  Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action. 

 

  2.         Out-of-District Transfer Requests (Dr. Stowe) 

            Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students.  The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.” 

 

  3.         Change Order Number 1 for the Installation of 2015 Installation of Flooring at South Aiken High, East Aiken Elementary, Millbrook Elementary, Belvedere Elementary & Chukker Creek Elementary (hallways @ new building) (Mr. Caver) 

             Change Order Number 1 consist of installing a Harlequin liberty sprung dance floor system at East Aiken Elementary.  This system requires installation over bare concrete floor.  Total Change Order Number amount is $20,688.00.  $15,000.00 has been donated to cover this project.  The remaining project contingency is adequate to cover the remaining $5,688.00. 

 

4.       Online Assessment Platform for Benchmarking and Formative Assessment (Mr. Laurence) 

              For ten years Aiken County Public Schools has used MAP assessments up to three times a year to monitor growth and project student achievement on summative assessments.  White MAP provided nationally normed data, there is a greater needed to provide teachers specific data on students’ progress toward mastering South Carolina Standards as well as the need to give students experience in a time bound testing format.  With an emphasis on formative assessment and Professional Learning Communities (PLCs) to make data-driven instructional decisions, teachers need a flexible assessment platform that allows them to tailor assessments to the South Carolina standards and collaboratively analyze results.

 

 5.         Local School Board Elective Courses for 2014-2015 (from 1/12/15 through 3/16/15) (Mr. Laurence) 

            Middle Schools and High Schools submit Local School Board Elective Course Forms throughout the school year.  The courses are approved at the Cabinet Level and the new courses are submitted to the Board for final approval. 

 

  6.         Belk, Inc. Donation to Clearwater Elementary School – FY15 (Mr. Laurence) 

             Clearwater Elementary was given a $3,078 donation from Belk, Inc.  Funds from this donation will be used for a mural in the cafeteria and other school beautification projects.

 

 7.         Submission of SC State Department of Education Arts Curricular Innovation Grant Application by East Aiken School of the Arts – FY16 (Mr. Laurence) 

            East Aiken School of the Arts would like to submit an application to the SC State Department of Education for the Arts Curricular Innovation Grant in the amount of $21,000.  This is year three of a three-year art grant to provide a comprehensive and sequential arts education. 

 

 8.         Submission of SC State Department of Education Arts Curricular Innovation Grant Application by New Ellenton Middle School – FY16 (Mr. Laurence) 

            New Ellenton Middle School would like to submit an application to the SC State Department of Education for the Arts Curricular Innovation Grant in the amount of $18,000.  Funds from this grant will be used to enhance instruction in the arts through artists-in-residence, professional development on arts integration, and supplies and materials for the arts. 

 

 9.         Title I School Allocations for the 2015-2016 School Year (Mr. Laurence) 

            The purpose of Title I, No Child Left Behind, is to enable schools with significant poverty percentages to provide opportunities for disadvantaged children to meet challenging state performance standards.

             The Title I school allocations shown on the attachment reflect a poverty ranking of schools based on the March 2015 USDA free/reduced meal report and the 2014-2015 school year 135-day ADM report.  The highest Title I per pupil allocation is appropriated to the schools with the highest concentration of poverty, using descending increments for lower poverty tiers. 

 

C.        INDIVIDUAL ITEMS: 

   1.         Personnel Appointments (Dr. Hewett) 

          The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and Academic Officers.

 

2.     Annual Revisions to the Code of Student Conduct – First Reading (Mr. Burkhalter)           

            The Code of Student Conduct was first promulgated by the Board of Education in 1971.  Extensive revisions were approved by the Board in 1981, 1985, and again in 1993.  Since then, ongoing amendments are made annually, as necessary.  Recommendations for revisions to the Code of Student Conduct for 2015-2016 have been solicited from administrators, principals, legal counsel, and other departments.

 

  3.         2015-2016 Tentative Budget (Mr. Traxler) 

           In its 2015-2016 budget calendar, the Board scheduled presentation of the preliminary budget for April 21, 2015, the tentative budget for May 12, 2015, and the final budget for June 23, 2015. 

            To date, the Board has also conducted three budget work studies as part of its preparation of the 2015-2016 budget.
