B.             CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.

 
 
  1. Ratification of Expulsions (Dr. Everitt) 

The School Board, according to the Code of Laws for South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.

 
  
  1.  Out-of-District Transfer Request (Dr. Stowe) 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other            school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
 
  1. Application for Impact Aid (Section 8003, Elementary and Secondary Education Act of 1965) (Mr. Traxler) 

Section 8003 provides funds to school districts for students residing on or having parents working on federal property. On October 21, 2014, survey forms were distributed to all students in the District in order to determine the number of eligible students. Subsequent verification was performed and is on-going. 

 
 
  1. Submission of the South Carolina Developmental Disabilities Council Grant for the   Department of Special Programs (Mr. Laurence)           

            The Department of Special Programs would like to submit an application for a $30,000 grant through the South Carolina Developmental Disabilities Council to provide individuals with intellectual and developmental disabilities opportunities to participate in inclusive recreational and social activities in the community. 

 

5.   Naming the North Augusta High School Science & Technology Wing (Mr. Caver) 

      The North Augusta High School Science and Technology Wing is due for completion in May of 2015.  The North Augusta High School Faculty has requested naming the wing after Mrs. Dorothy Flanagan, longtime science teacher. Mrs. Flanagan taught science at North Augusta High School for over Forty years. She was also the Science Department Chair for many years. 

 

6.   Special Education Related Services Contract (Mr. Laurence) 

      The Department of Special Education routinely contracts with related service providers when unable to hire Aiken County Public Schools District personnel. The contracts include, Pathology, Psycho-educational Testing, Applied Behavior Therapy, Orientation and Mobility for the Visually Impaired, Educational Interpreters, Consultation services, and Medicaid billing. 

 

7.   Change Order Number 10 for the 2013 Chukker Creek Elementary Paving Project (Mr. Caver) 

      Contractors South, Inc. has submitted the Change Order Number 10 in the total amount of $23,700.00 to repair and correct the erosion problem at Clearwater Elementary playground.

  

8.   Bechtel-FTC Donation to North Augusta High School’s Robotics Club – FY15 (Mr. Laurence)

  North Augusta High School’s Robotics Club was given a $2,000 donation from Bechtel-FTC. The Robotics Club won the South Carolina State Championship this year, and they were invited to attend the Super Regionals in San Antonio, Texas in March. The funds from this donation will be used for airfare and hotel expenses at the Super Regionals.
 
  

9.   Submission of the South Carolina Community Block Grant Application for Midland Valley High School (Mr. Laurence) 

      Midland Valley High School would like to submit an application for a $71,443.00 grant through the South Carolina Education Oversight Committee. Funds from this grant will be used to create a One-Stop location for parents and community members to receive assistance for finding employment and job training; serve as a site for Adult Education for students and community members to earn a GED, high school diploma, or CAN certificate; create additional online courses to give students opportunities for career development and exploration, as well as earn credits for graduation.

 
 10. Submission of the South Carolina Community Block Grant Application for LBC Middle School (Mr. Laurence) 

      LBC Middle School would like to submit an application for a $250,000 grant through the South Carolina Education Oversight Committee. Funds from this grant will be used to bring together the students of LBC and the citizens in the surrounding communities to create a theater production based on gathered oral histories of The Valley. Funds will also be used to update/renovate the school’s auditorium and courtyard.

   
 
C.        INDIVIDUAL ITEMS: 
 

1.           1.    Personnel Appointments (Dr. Hewett) 

    The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.

 
 

2.   Revision to Procedures: Hiring of Retirees (Mr. Burkhalter) 

      District Policies GCEC – Posting and Advertising of Professional Vacancies; Policy GCF – Professional Staff Hiring; Policy GCFB – Hiring of Administrative Personnel; and Policy GDF – Support Staff Hiring, all provide for the consideration of hiring retirees, subject to the discretion of the Superintendent. However, procedures were put into effect in 2006 that restricted the consideration of hiring retirees. Further, during financial difficulties legislative flexibility allowed (in the 2008 and subsequent fiscal years’ time frame) for the imposition of salary restrictions on retirees. Other district procedures further limited the consideration for hiring retirees. Additionally, changes in permanent legislation – particularly in Sections 9-1-1790 (a) and 9-1-1795 – have created recent changes for retiree hiring. The district administration, through the Superintendent, believes that revisions to some of the restrictions in our procedures would enhance serving the best interests of our students and have minimal impact upon district finances.
