  1.              Middle School STEM Update (Mrs. Shealy)
 
 
  
  2.              Financial Report as of February 28, 2014 (Mr. Traxler)
 
The financial report of February 28, 2014 is submitted in the approved format.
 
 
  
  3.              Facilities Construction Department Quarterly Change Order Notification (Mr. Caver)
 
Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00. The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.
 
  
 
  4.              Legislative Update (Mr. Liner)

B.             CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.
 
 
  1.              Ratification of Expulsions (Dr. Everitt)
 
The School Board, according to the Code of Laws for South Carolina Sections 59-63-240, is authorized to expel students from school. Although the Board may receive recommendations for expulsion from others, it solely is empowered to take the final expulsion action.
 
 
  2.              Out-of-District Transfer Requests (Dr. Stowe)
 
Board Policy JFABC allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
 
 
  3.              Bridgestone Americas Tire Operations, LLC Donation to Midland Valley High School – FY14 (Mr. Laurence)
 
Midland Valley High School was given a $2,500 donation from Bridgestone Americas Tire Operations, LLC. The finds from the donation will be used to supplement the purchase of a scoreboard for the baseball field.
 
  
  4.              Woman’s Study Club Donation to RSM Elementary/Middle School – FY14 (Mr. Laurence)
 
RSM Elementary/Middle School has been awarded a $2,000 donation from Woman’s Study Club. The funds from this donation will be used to purchase books for the library.
  
 
  5.              2013-2014 Additional Title I Support Allocation of $19,297 to Aiken Middle School (Mr. Laurence)
 
According to the Elementary and Secondary Act Waiver submitted by the state of South Carolina to the US Department of Education and approved on July 19, 2012, schools that received a D or F on the 2012 State Report Card were classified as Title I Support Schools and developed a plan to address specific strategies to improve academic performance. An original allocation to Aiken Middle, Lloyd Kennedy Charter School, and Ridge Spring-Monetta Elementary/Middle for this purpose was $67,489. The State Department has awarded $19,297 in additional funding to Aiken Middle School for the purpose of developing activities to increase academic achievement.
  
 
  6.              Graniteville TLC Donation to Midland Valley High School – FY14 (Mr. Laurence)
 
Midland Valley High School was given a $2,500 donation from Graniteville TLC. The funds from this donation will be used to supplement the purchase of a scoreboard for the baseball field.
 
  
  7.              Sunshine House Donation to Aiken Elementary School – FY14 (Mr. Laurence)
 
Aiken Elementary School was given a $1,054.41 donation from Sunshine House. The funds from this donation will be used for lawn services.
 
  
  8.              Sunshine House Donation to Chukker Creek Elementary School – FY14 (Mr. Laurence)
 
Chukker Creek Elementary School was given a $2,406.34 donation from Sunshine House. The funds from this donation will be used for printers, printer ink, replacement lamps for LCD projectors, and janitorial supplies.
  
 
  9.              Sunshine House Donation to Hammond Hill Elementary School – FY14 (Mr. Laurence)
 
Hammond Hill Elementary School was given a $1,967.83 donation from Sunshine House.   The funds from this donation will be used to purchase instructional supplies for classrooms and student incentives.
 
  
 10.           2014 Painting of Wagener-Salley High and South Aiken High Schools and Change Order #2 for the Silver  Bluff High Phase III HVAC Project (Mr. Caver)
 
Bids were received on March 13, 2014, at 2:00 p.m. and publicly opened for the 2014 Painting of Wagener-Salley High and South Aiken High Schools. There was 1 bidder for this project. Due to the bid being over budget quotes were then received from two local vendors which the district has open contracts with. There will be a cost savings of $136,955.00 by procuring this way. A quote was received from H.G. Reynolds, Company, Inc. but R.D. Brown Contractors quote in the amount of $381,295.00 to paint both schools is the lowest. The Facility Improvement Plan for 2014-2015 has the funds needed to complete these projects. Therefore, funds will be transferred to Silver Bluff High Phase III HVAC Project from the Painting Project for Change Order #2.
  
 
11.           The Installation of Carpet at Gloverville Elementary, New Edllenton Middle & Silver Bluff High School (Remaining Areas) (Mr. Caver)
 
Bids were received for The Installation of Carpet at Gloverville Elementary, New Ellenton Middle & Silver Bluff High School (Remaining Areas) on March 13, 2014, at 3:00 p.m. and publicly opened. There were 3 bidders for this project with the lowest bidder being Carpet Creations of Aiken, South Carolina. Base Bid D ($76,950.00) to replace carpet using a Milliken Free Style product at Gloverville Elementary; Base Bid D ($81,750.00) to replace carpet using a Milliken Free Style product at New Ellenton Middle & Sliver Bluff High School (Remaining Areas). The Five-Year Facility Improvement Plan for 2014-2015, as approved by the Board, has $380,000.00 budgeted for this project. 
    
 
 12.           2014 Roof Replacement at Byrd Learning Center (BLC) (Mr. Caver)
 
Bids will be received for the 2014 Roof Replacement at Byrd Learning Center BLC) on April 15, 2014 at 2:00 p.m. and publicly opened. The budget for roof projects is $3,022,500.00.   Due to time constraints and the need to start the submittal process, the administration would like to move forward with the award of low bidder if the bids come in under budget.
           
  
 13.           2014 Selective Roof Repairs at Belvedere Elementary, Aiken Elementary and North Augusta Elementary (Mr. Caver)
 
Bids will be received for the 2014 Selective Roof Repairs at Belvedere Elementary, Aiken Elementary and North Augusta Elementary on April 15, 2014 at 3:00 p.m. and publicly opened. The budget for roof projects is $3,022,500.00.   Due to time constraints and the need to start the submittal process, the administration would like to move forward with the award of low bidder if the bids come in under budget.
 
 
 
                 14.       2014 HVAC Renovation at Greendale Elementary (Mr. Caver)
 
                             Bids will be received for the 2014 HVAC Renovation at Greendale Elementary on April 17, 2014 at 2:00 p.m.
                             and publicly opened.  The budget for Greendale Elementary is $4,422,500.00.  Due to time constraints and
                             the need to start the submittal process, the administration would like to move forward with the award of low
                             bidder if the bids come in under budget. 
  
C.        INDIVIDUAL ITEMS:
 
 
   1.         Personnel Appointments (Dr. Hewett)
 
The certified and classified personnel presented have been screened by the Personnel Services Department and interviewed and approved by the Principal and the Academic Officers.
 
 
  2.              District Strategic Plan 2014-2019 (Mr. Laurence and Mrs. Glover)
 
Each school district must develop a five-year district strategic plan and each school must develop a five-year school renewal plan as required by the Early Childhood Development and Academic Assistance Act of 1993 and the Education Accountability Act of 1998. District and school plans shall coordinate and align improvement initiatives [State Board Regulation 43-261]. Plans are due to the State Department of Education by April 30th each year.
 
 
  3.              Preliminary Budget for 2014-2015 (Mr. Traxler)
 
In its 2014-2015 budget calendar, the Board scheduled presentations of the preliminary budget for April 15, 2014, the tentative budget for May 13, 2014, and the final budget for June 24, 2014.
 
To date, the Board has conducted five budget work studies as part of its preparation of the 2014-2015 budget.
