A. INFORMATIONAL ITEMS: The following items are for information only and do not require Board action.
1. Financial Report, as of May 31, 2011 (Mr. Traxler)
The financial report of May 31, 2011 is submitted in the approved format.
2. Facilities Construction Department Quarterly Change Order Notification (Mr. Caver)
Policy FGG sets the limit of approval for construction change orders by the Superintendent or designee up to $15,000.00. The policy requires a summary of such change orders to be presented to the Board at least once a quarter for notification.

B. CONSENT ITEMS: The following items will be voted on as a group. Individual items may be discussed prior to a vote being taken.

2. Out-of-District Transfer Request (Area 1) (Dr. Stowe)
Board Policy JBCD allows the Aiken County Board of Education to arrange with other school districts for the interchange of students. The policy stipulates that when students transfer out of the District, “the School District of Aiken County shall assume no responsibility for tuition to the receiving district.”
3. Design Development Presentation and Budget for the
As part of the agreement between the Architects for this project (Craig Gaulden Davis) and the Administration, the Architect shall present the proposed design development plans and budget to the Aiken County School Board for final approval. The original project budget is $3,425,000.00. Progress Design Development Craig Gaulden Davis will present the cost estimate to the board on July 19, 2011. The overall budget also has an 5% contingency. The administration is reviewing estimates and minimum scope changes.
4. 2011 Construction Bids for the Aiken County Public Schools Paving Project (Mr. Caver)
Bids were received for the Aiken County Public Schools Paving Project 2011 June 29, 2011 at 2:00 p.m. and publicly opened. Bids were received from eight bidders with Contractors South, Inc. submitting the lowest bid of $190,500.00. Base bid includes overlay at Aiken Elementary and J.D. Lever Elementary. Alternate #1 Hammond Hill Elementary ($40,730.00); Alternate #2 Silver Bluff High ($3,950.00); Alternate #3 Aiken High ($54,641.00); Alternate #4 Gloverville Elementary ($9,723.00); Alternate #5 North Augusta High ($21,477.00); Alternate #6 North Augusta High ($14,470.00). The engineer evaluated the projects with input from the administration to generate a scope of work based on the approved 2011-2012 Five Year Facility Improvement Plan. The 2011-2012 budget for District-Wide Paving and Erosion Control is $411,000.00. The design, printing, advertising and 5% contingency amounts to $53,787.84. Total project cost for 2011 Construction Bids for the Aiken County Public Schools Paving Project is $314,014.00.
5. South Carolina First Steps to School Readiness, Aiken County Partnership Grant, FY 2011-2012 (Dr. O’Gorman)
First Steps is a comprehensive, results-oriented statewide education initiative to help prepare children to reach first grade healthy and ready to succeed. Public and private support is combined through county partnerships to enable individual communities to address the unmet needs of young children and their families.
The Aiken County First Steps Partnership Board, established in October of 1999, includes representatives of the business, faith, education, health and nonprofit communities, and parents of young children.

Over the past years, the Aiken County Board of Education has purchased membership in the South Carolina School Boards Association. In addition to membership benefits, the Association provides a policy update service and legal assistance fund. Also included is an annual policy maintenance and Internet subscription fee.
